ISO and GRC certification in Indonesia at a glance
Certification demand in Indonesia is shaped by law, supplier qualification and export customers. Under Badan Siber dan Sandi Negara (BSSN) Regulation 8 of 2020, strategic electronic systems must apply SNI ISO/IEC 27001, while the Personal Data Protection Law (UU PDP, UU 27/2022) sets security and impact assessment duties without any certificate. The Ministry of Manpower's SMK3 rule, PP 50/2012, applies to every company with at least 100 workers or high hazard potential, and Badan Penyelenggara Jaminan Produk Halal (BPJPH) issues halal certificates under UU 33/2014 for products entering and traded in Indonesia. Komite Akreditasi Nasional (KAN) is the national accreditation body, and management-system certificates come from accredited certification bodies, never from Sterling. Demand is strongest in manufacturing and export-oriented industry, food, beverage and consumer products, financial services and fintech, IT and data centres, mining, metals and energy, construction, state-owned enterprise suppliers, and healthcare and medical devices. Sterling's Jakarta office brings 20+ years and 8,100+ client engagements in 60+ countries to this work, with Effivity and Sterling Academy included with the engagement.

Regulators and laws that drive certification in Indonesia (6)
| Law or regulator | What it asks for | Standards it cites |
|---|---|---|
| Personal Data Protection Law (UU PDP) A lembaga (agency) established by and responsible to the President carries out personal data protection (Pasal 58) | Applies to individuals, public bodies and international organisations in Indonesian jurisdiction, and outside it where the processing has legal effect in Indonesia or on Indonesian data subjects abroad (Pasal 2). Controllers must prepare and apply technical operational measures to protect personal data (Pasal 35); impact assessment for high-risk processing, including automated decision-making with legal effects (Pasal 34); a data protection officer is required for public-service processing, large-scale systematic monitoring and large-scale processing of specific (sensitive) data or criminal records (Pasal 53). In force 17 October 2022; Pasal 74 gave covered parties "paling lama 2 (dua) tahun sejak Undang-Undang ini diundangkan" to adjust. | |
| Electronic systems and transactions regulation Implemented in part by BSSN (security of electronic systems) — see sector_regulators[0] | Named as the regulation that BSSN Regulation No. 8 of 2020 implements; covers public-scope and private-scope electronic system operators. Full text not read for this record. | |
| Badan Siber dan Sandi Negara (BSSN) Electronic system operators — public scope (state agencies and providers they appoint) and private scope (entities supervised by ministries, and operators of portals for trade, financial transactions, digital content, communication, search and personal data processing) | Peraturan Badan Siber dan Sandi Negara Nomor 8 Tahun 2020 tentang Sistem Pengamanan dalam Penyelenggaraan Sistem Elektronik — strategic electronic systems must apply SNI ISO/IEC 27001 plus BSSN and sector cyber security standards; high-risk systems SNI ISO/IEC 27001 and/or BSSN standards; low-risk systems either. Category set by operator self-assessment against ten criteria (including process criticality and impact of system failure), verified by BSSN. SMPI certificates are issued by a Lembaga Sertifikasi recognised by BSSN. Confirm the regulation is still the current instrument before quoting it on a page. | ISO/IEC 27001 |
| Ministry of Manpower (Kementerian Ketenagakerjaan) Every company employing at least 100 workers or with a high hazard potential | Peraturan Pemerintah Nomor 50 Tahun 2012 tentang Penerapan Sistem Manajemen Keselamatan dan Kesehatan Kerja (SMK3) — Pasal 5: "Setiap perusahaan wajib menerapkan SMK3" where it employs "paling sedikit 100 (seratus) orang" or has "tingkat potensi bahaya tinggi"; SMK3 assessment by an independent audit body appointed by the Minister at the company's request. ISO 45001 is not named; employers may have regard to international conventions or standards. | |
| Badan Penyelenggara Jaminan Produk Halal (BPJPH) Products entering, circulating and traded in Indonesia (food, beverages, cosmetics, medicines and other products as the law defines) | Undang-undang (UU) Nomor 33 Tahun 2014 tentang Jaminan Produk Halal, as amended by the Cipta Kerja legislation (UU 11/2020; Perpu 2/2022; UU 6/2023) — Pasal 4: "Produk yang masuk, beredar, dan diperdagangkan di wilayah Indonesia wajib bersertifikat halal"; BPJPH issues and revokes halal certificates and labels; examination by a Lembaga Pemeriksa Halal (LPH); business actors keep halal and non-halal processes separate and report composition changes. Implementation stages by product category are set in implementing regulations — check the current schedule. | Halal certification |
| Ministry of Health — Directorate General of Pharmaceuticals and Medical Devices (Ditjen Farmalkes) Medical device manufacturers and distributors | Quality management system certification for Cara Pembuatan Alat Kesehatan yang Baik (CPAKB) for producers and Cara Distribusi Alat Kesehatan yang Baik (CDAKB) for distributors, as part of pre-market and post-market control; the ministry's page does not name ISO 13485. |
Accreditation and recognition
- Komite Akreditasi Nasional (KAN) — National Accreditation Body of Indonesia: National accreditation body; defined in BSN regulation as the non-structural body responsible for accreditation of conformity assessment bodies; ILAC MRA signatory for calibration and testing (ISO/IEC 17025), medical testing (ISO 15189), inspection (ISO/IEC 17020) and proficiency testing providers (ISO/IEC 17043).
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

Tenders and procurement
- Government procurement — tenders, government catalogue (Katalog) and e-purchasing (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP)): LKPP's official procurement site presents tenders, the government catalogue and e-purchasing, with emphasis on micro and small businesses and domestic products. Its home page lists no general ISO certificate requirement; qualification criteria, including any certificate, are set in each tender's documents.

Questions Indonesian clients ask
Are certification audits in Indonesia conducted in Bahasa Indonesia or English?
Audits can be conducted in Bahasa Indonesia or in English. Bahasa Indonesia is the official language, and English is also used in multinational and export businesses. Agree the audit language, and the language of controlled documents, with the certification body at application, and follow any language requirement set by your client's contract or by your own regulator.
Does Indonesian law require ISO/IEC 27001?
Only in part. BSSN Regulation 8 of 2020 requires SNI ISO/IEC 27001 for strategic electronic systems, and it is one permitted option for high-risk and low-risk systems. The Personal Data Protection Law (UU PDP) obliges controllers to apply technical operational measures but asks for no certificate. Confirm your system's category and duties with your counsel or BSSN.
Is ISO 45001 the same as SMK3?
No. SMK3 is the legal management system required by Government Regulation 50 of 2012 and assessed by an independent audit body appointed by the Minister. ISO 45001 is a separate, voluntary certification, and holding one does not replace the other. Ask your counsel or the Ministry of Manpower which assessment your workplace must complete.
Who issues halal certificates in Indonesia?
Badan Penyelenggara Jaminan Produk Halal (BPJPH) issues halal certificates, and it can also revoke them, under Law 33 of 2014 as amended. Before certification, a Lembaga Pemeriksa Halal (LPH) carries out the examination. Because the schedule and scope can vary by product, check the current position with BPJPH rather than relying on a general summary.
Which accreditation should the certification body hold for Indonesia?
Choose a certification body accredited by Komite Akreditasi Nasional (KAN), Indonesia's national accreditation body. KAN's ILAC MRA status is verified for testing, calibration, medical testing, inspection and proficiency testing providers. Its recognition for management-system certification under the IAF MLA and the APAC MRA could not be confirmed on its own site, so confirm that directly before you rely on it.
Do Indonesian government tenders require ISO certificates?
Not as a general rule. LKPP, which oversees government procurement, presents tenders, the government catalogue and e-purchasing on its official site, and that site lists no general ISO certificate requirement. Any qualification criteria, including a certificate, are set in the documents of each individual tender, so read those before you bid.
