SOC 2 attestation in Indonesia at a glance

One Indonesian instrument bears on SOC 2. It does not name the standard. So why do buyers in Indonesia keep asking for the report?

A SOC 2 report is an American instrument, yet Indonesian software, data-centre and outsourcing businesses are asked for it whenever they sell to customers in the United States or to multinationals that use it as their vendor-assurance standard. The report is an attestation, not a certificate: a licensed CPA firm examines controls relevant to security, availability, processing integrity, confidentiality or privacy against the AICPA trust services criteria, either at a point in time (Type 1) or over an observation period (Type 2). Indonesian obligations sit alongside it rather than inside it — the 2022 personal data protection law requires technical and operational measures for personal data, and BSSN's regulation applies to many platform operators — so the same control set usually has to answer all three. Sterling's Jakarta office runs the readiness assessment, designs and documents controls, sets up evidence collection and supports the client through the CPA firm's fieldwork; Sterling does not attest. Questions Indonesian companies ask are answered below.

The need

Who needs SOC 2 in Indonesia, and what happens without it

In Indonesia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • SaaS and cloud providers selling to US and international customersCustomers request SOC 2 reports in vendor due diligence.
  • Data-centre and managed-service providersEnterprise clients ask for independent assurance over controls.
  • BPOs and shared-service centres serving overseas clientsClients ask for assurance over security and confidentiality of their data.
  • Fintech and payment platformsPartners and investors ask for control assurance; BSSN and UU PDP obligations apply alongside.

Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.

SOC 2 requirements in Indonesia

Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.

You describe your system accuratelyA system description sets out your services, infrastructure, people, data and the boundaries of what the report covers.
Security is designed inControls protect the system against unauthorised access and use; security is the one category every SOC 2 report includes.
Access is granted on need and reviewedLogical and physical access is approved on need, removed when no longer required and reviewed regularly.
Changes and operations are controlledSystem changes are authorised and tested, and operations are monitored so incidents are detected and handled.
Risks and vendors are assessedRisks to your commitments, including those coming from vendors and business partners, are assessed and acted on.
Controls work over timeFor a Type 2 report, a licensed CPA firm tests that the controls operated effectively across the review period.

In Indonesia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How Sterling gets an Indonesian company ready for its SOC 2 report

How to get a SOC 2 report in Indonesia

One team from the Jakarta office carries the work from scoping to report. Jakarta and Java on-site from the Jakarta office; other islands on-site by arrangement; remote delivery for distributed teams.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against SOC 2 and the Indonesian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before any external review.
    5. The independent examination and reportA licensed CPA firm performs the examination and issues the report. Sterling supports the examination.

    Time

How long does SOC 2 attestation take in Indonesia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Indonesia these are the factors that set the timeline.

    • Type 1 versus Type 2 and the length of the observation period
    • Number of trust services categories in scope
    • Maturity of control evidence

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

    Cost

How much does SOC 2 attestation cost in Indonesia?

The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Indonesia these factors move both.

    • Number of trust services categories and systems in scope
    • CPA firm fees quoted separately from consulting
    • Tooling for evidence collection

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

    Choosing a partner

SOC 2 consultants and auditors in Indonesia

Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

    • Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
    • Ask the consultant how the local requirements in Indonesia are mapped into the same system, so nothing runs twice.
    • Ask for client references in your sector; Sterling’s client letters are available on request.
    • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive SOC 2 in Indonesia (2)

      InstrumentHow it treats the standard
      AICPA SOC 2 examinationAttestation framework
CPA examination of controls at a service organisation relevant to security, availability, processing integrity, confidentiality or privacy, using the trust services criteria.
Undang-undang (UU) Nomor 27 Tahun 2022 tentang Pelindungan Data PribadiExpected in practice
Controllers must prepare and apply technical operational measures to protect personal data; no standard cited and no certificate required.

"Expected in practice" means the instrument asks for the outcomes SOC 2 covers without naming a standard, and SOC 2 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Indonesia

Attestation, not certification: the SOC 2 report is issued by a licensed CPA firm under AICPA standards. No firm is named here unless verified. Sterling does not attest. Edition and transition details: SOC 2 hub →

      Audit language

      Reports are issued in English.

      Remote and on-site

CPA firms commonly perform fieldwork remotely with system access; on-site visits at the firm's discretion.

SOC 2 in Indonesia: questions clients ask

Who issues a SOC 2 report?

A licensed CPA firm issues the SOC 2 report under AICPA standards. It is an attestation, not a certification, so no certification body is involved. Check that any firm you approach holds the licence to issue it. The report describes the firm's opinion on your controls, and that opinion is what customers rely on.

Should an Indonesian company choose SOC 2 or ISO 27001?

Customer location and customer requirement decide. Many companies hold both, since the two share controls, so ask your buyers which one they actually request before you commit to either. Where customers request one, shared controls let the second report build on evidence you already hold.

Does SOC 2 cover UU PDP obligations?

No. The privacy category can support evidence, but UU PDP's obligations remain separate, and a SOC 2 report does not discharge them. Confirm your legal position with your counsel. Map each law obligation separately to your own controls and records, rather than relying on the report.
