In short

PCI DSS compliance in Indonesia at a glance

Two Indonesian instruments bear on PCI DSS. Not one of them names it. So why do buyers in Indonesia keep asking for evidence of it?

Payment brands, not a national regulator, decide how an Indonesian merchant or service provider validates PCI DSS. Depending on transaction volume and role, validation is either an assessment by a Qualified Security Assessor (QSA) — a company qualified by the PCI Security Standards Council — or a self-assessment, as the brands and the acquiring bank require. Local law runs alongside rather than replacing it: BSSN's regulation on electronic system security covers private operators of financial-transaction platforms, and Undang-Undang Nomor 27 Tahun 2022 requires technical and operational measures to protect personal data, which includes cardholder data. Gateways, processors, fintechs and contact centres handling card data for overseas clients therefore often face all three at once. Sterling's Jakarta office scopes the cardholder data environment, reduces it through segmentation, closes control gaps and prepares the evidence a QSA samples; Sterling does not validate compliance itself. The route and common questions are below.

The need

Who needs PCI DSS in Indonesia, and what happens without it

These are the organisations in Indonesia that most often need to show PCI DSS.

  • Merchants accepting card paymentsAcquirers and payment brands require PCI DSS validation.
  • Payment gateways, processors and fintechsService providers storing, processing or transmitting card data must validate compliance; BSSN's regulation also covers financial-transaction platforms.
  • BPOs and contact centres handling card data for overseas clientsClients require PCI DSS as a contract condition.

Requirements

PCI DSS requirements in Indonesia

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In Indonesia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

How Sterling gets an Indonesian company compliant with PCI DSS

Time

How long does PCI DSS compliance take in Indonesia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Indonesia these are the factors that set the timeline.

  • Size of the cardholder data environment and segmentation
  • Number of third-party service providers in scope
  • Evidence of quarterly scans and penetration testing

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in Indonesia?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Indonesia these factors move both.

  • Scope of the cardholder data environment
  • QSA fees quoted separately from consulting
  • Technical remediation (encryption, logging, segmentation)

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in Indonesia

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Indonesia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in Indonesia (3)

    InstrumentHow it treats the standard
PCI Security Standards Council — Qualified Security Assessor programmeScheme rule
QSA companies are qualified by the Council to validate an entity's adherence to PCI DSS.
Peraturan BSSN Nomor 8 Tahun 2020 — scope of electronic system operatorsExpected in practice
Private-scope operators include portals for financial transactions, trade and personal data processing, which must secure their systems under the regulation; this standard is not cited.
Undang-undang (UU) Nomor 27 Tahun 2022 tentang Pelindungan Data PribadiExpected in practice
Controllers must prepare and apply technical operational measures to protect personal data; no standard cited and no certificate required.

"Expected in practice" means the instrument asks for the outcomes PCI DSS covers without naming a standard, and PCI DSS is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Indonesia

Compliance validated by a Qualified Security Assessor (QSA) or by self-assessment, as the payment brands and acquirer require. QSAs are listed by the PCI Security Standards Council. No QSA is named here unless verified. Sterling does not validate compliance. Edition and transition details: PCI DSS hub →

    Audit language

Assessments and reports are in English.

    Remote and on-site

QSA assessment arrangements are set by the QSA under Council rules; readiness work can be on-site or remote.

PCI DSS in Indonesia: questions clients ask

Who validates PCI DSS compliance in Indonesia?

A Qualified Security Assessor (QSA) or a self-assessment, depending on what the payment brands and your acquirer require. QSA companies are qualified by the PCI Security Standards Council. Ask your acquirer which route it expects. The answer can differ between merchants and service providers, so ask early and record it in writing.

Is PCI DSS an Indonesian law?

No. PCI DSS is a payment industry standard, not an Indonesian law. UU PDP and the BSSN rules apply alongside it, so a card-handling business may owe duties under all of them. Confirm the legal side with your counsel. Keep a short register showing which obligation comes from which source, so that nothing is double counted.

Is there a PCI DSS certificate?

No certificate exists. Validation produces a Report on Compliance, or a self-assessment questionnaire, with an attestation of compliance. Customers and acquirers ask for that document, so plan your evidence around producing it. Name the document precisely when you describe your status, so customers do not expect a certificate that does not exist.
