Qualify for tenders · certification for tenders, contracts and supplier lists
ISO certification for tenders, contracts and approved supplier lists.
When a tender, a contract or a buyer's supplier list names a standard, Sterling reads the requirement with you, scopes the certificate to the work you are bidding for, builds the system with your people and prepares you for the audit by an independent, accredited body. We ensure successful certification for our clients.
- The requirement read exactly: the standard, the edition, the scope, the accreditation and the date the buyer needs evidence
- One all-inclusive proposal covering consulting, Effivity software and Sterling Academy learning, with a plan set backwards from your bid or contract date
- The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements. Sterling does not certify; an accredited body audits and decides
- A certificate that meets the clauseStandard, edition, scope and accreditation matched to the wording of the tender, so the evaluator's check passes first time.
- A plan built around the deadlineMilestones set backwards from the submission, award or contract start date, with what can be evidenced at each point.
- Evidence ready for every questionnaireCertificate details, register reference, policies and registers assembled once and reused across bids and supplier portals.
- A system that keeps you on the listSurveillance audits, renewals and buyer audits handled in one workspace, so qualification does not lapse halfway through a contract.
Which standard does the tender name?
Start with the exact words in the tender. They set the scope.
A tender rarely asks for a quality credential in general. It names a standard, sometimes an edition, often an accredited certificate, and a scope that must cover the contracted service. These are standards and schemes that public and private buyers write into tenders, contracts and supplier onboarding. Some carry their own tender logic: EcoVadis ratings are scored in tenders, ISO 19650-2 sets out what a BIM tender response must contain, and ISO 37001 is written for organisations that tender.

The engagement, step by step
What happens between the tender notice and a certificate the evaluator accepts.
A tender-driven engagement runs on Sterling OS™ like any other, with one difference: the plan starts from the buyer's date and the buyer's wording. The indicative timings are for a single-site organisation implementing one standard; multi-site scopes and integrated systems need a longer calendar.
- 01
Read the requirement
Week 1What happens
We go through the tender documents, the draft contract or the supplier portal questions with you and pin down what is actually required: the standard and edition, whether an accredited certificate is demanded or equivalent evidence is accepted, the scope the certificate must cover, and whether evidence is due at submission, at award or before work starts.
You receive
- Requirement matrix: each clause, what satisfies it and what you hold today
- A certificate scope drafted to cover the contracted work and sites
- A clear view of what can be evidenced by each tender date
Your side
The tender pack or contract clauses, the bid manager's deadlines and a named project owner.
- 02
Gap analysis and plan
Weeks 1 to 3What happens
Every requirement of the standard is compared with how your organisation works today, within the scope the tender needs. What already works is kept. The gaps become a dated plan, sequenced backwards from the certification audit window the deadline allows, and your Effivity workspace is opened for that scope.
You receive
- Gap analysis report against the standard, within the tender scope
- Implementation plan with owners, milestones and the target audit window
- Effivity workspace opened and configured
Your side
Access to process owners and sites, and decisions on scope where the contract leaves room.
- 03
Build and operate
Weeks 3 to 14What happens
Policies, processes, controls and records are built with your process owners on Sterling's template sets and put into daily use as they are agreed. The system then runs long enough to generate the records a certification auditor, and later the buyer's own supplier auditor, will want to see.
You receive
- The documented management system, tailored to the contracted service
- Awareness and practitioner learning through Sterling Academy, with Certificates of Completion
- Internal auditor training for your audit team, as applicable to your standard
Your side
Process owners in the weekly working session, and the agreed changes used on real work.
- 04
Internal audit, body booked
Weeks 12 to 18What happens
A full internal audit and a management review test the system before anyone outside does, and findings are closed on evidence. In parallel we help you compare certification bodies, confirm that each is accredited for your standard and scope, and book audit dates that fit the deadline.
You receive
- Internal audit report, with corrective actions closed on evidence
- Management review record with decisions and owners
- Certification body quotations compared, accreditation checked, dates booked
Your side
Management time for the review, and the decision on which certification body to appoint.
- 05
Certificate and bid evidence
Weeks 16 to 24What happens
The certification body carries out the Stage 1 readiness review and the Stage 2 audit, then makes its decision. We prepare your people for both and support the response to any findings. Once the certificate is issued, we assemble the evidence the tender asks for, so the bid team is not hunting for documents on the closing day.
You receive
- The certificate, listed on the body's register with the agreed scope
- A tender evidence pack: certificate, scope statement, register reference and supporting policies
- Model answers to the questions buyers repeat across tenders and supplier portals
Your side
Your people available for the audit,.
Who does what
Choose how much of the work Sterling carries.
Design™ and Drive™ are alternatives, not phases: pick the one that suits your team's capacity and the time left before the deadline. The software, the learning, the accountability and the all-inclusive proposal are the same in both.

Short of time? A fixed closing date and a team already stretched by the bid are good reasons to choose Drive™. Where a quality, HSE or IT lead can give the programme a few hours a week and the deadline allows, Design™ works well. The discovery call settles which fits.

Effivity is the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. ISO & GRC softwareSterling Academy · included with the engagement
Your people learn the standard, not just the forms.
E-learning with practice checkpoints, a final exam and a numbered Certificate of Completion for each learner, verifiable online, with progress by department for the certification audit. Sterling consulting clients get preferential course access and special pricing, including complimentary awareness training for their people as part of the engagement.
Contact us about Academy accessHow we price
One all-inclusive proposal. Every component visible. No surprises, ever.
The fee for a tender-driven engagement depends on the standard the buyer names, the scope the contract needs, the maturity of what you already run, the number of sites and people, and how much time remains before the deadline. What never changes is how the proposal is put together.
- One all-inclusive proposal for Sterling's work, software and learning. Consulting, Effivity and Sterling Academy access in one figure; the fee does not move when the work takes longer than we planned.
- Certification-body fees identified separately. The body's audit days, travel and surveillance arrangements are shown as their own line, so the full programme cost is comparable across proposals.
- Payment milestones tied to deliverables, not to the calendar: the gap analysis report, the documented system, the internal audit, the certificate.
- Deliverables, responsibilities, assumptions and exclusions in writing, and nothing to sign to receive the proposal.
To prepare your proposal we need
- The tender, contract clause or supplier requirement, or the standard it names
- The services and sites the contract will involve
- Approximate headcount
- Any certificate or management system you hold today
- The submission, award or contract start date
That is enough for a scoped, all-inclusive proposal from a Sterling consultant in your region. There is no need to prepare a manual first.

Don’t be fooled by certification scams
Sterling against the alternatives.
The market offers four ways to a certificate. Three of them leave you with a system that does not run, a certificate that fails a customer's check, or both. This is what each route actually gives you.

Client experience
On the record: what clients say about working with Sterling.
The president and CEO writes that the certification is helping the company win business, and that Sterling's training of the team on the standard made a large difference to the development and improvement of its operations.
The director writes that, for a growing firm, putting in place the systems and processes needed for certification was an important milestone: work began in late June, certification followed in mid-September, and Sterling's practical guidance helped the firm move through the process in a short timeframe while establishing management systems that fit its business and operations.
The finance controller and the production director write that the efficient handling of documentation, audits and training let the company meet its certification deadline, and that the templates provided streamlined the documentation and helped it meet the required compliance standards.

FAQs
Questions clients ask before they engage us.
The answer for your tender comes from reading its documents. These are the questions bid teams bring to the first call.
Can we get ISO certification in time for a tender deadline?
Sometimes, and we tell you accurately at the first call. A single-site organisation implementing one standard typically needs three to six months, because the system has to operate long enough to produce evidence and the certification body needs audit dates. If the tender closes sooner, the requirement matrix shows whether the buyer accepts a certificate by contract start or equivalent evidence, before you commit to the bid.
Does the certificate have to be accredited?
If the tender asks for an accredited certificate, yes, and a certificate from an unaccredited body will fail the evaluator's check. Before you sign with any certification body we confirm that it is accredited for your standard and scope. Since 1 January 2026 the Global ACI arrangement has replaced the IAF MLA and ILAC MRA,, so older tender wording may merit a clarification question.
What does the certificate have to show?
The standard and edition the tender names, and a scope that covers the services and sites the contract involves, because an evaluator can read the scope on the certificate and on the body's register. A certificate for your head office alone may not satisfy a contract delivered from another site, and editions expire: ISO 37001:2016 certificates are no longer valid after 28 February 2027. We draft the scope from the tender wording at the first stage.
Is Cyber Essentials required for UK government contracts?
For many central government contracts, yes. Procurement Policy Note 014 covers procurements started on or after 24 February 2025 by central government departments, their executive agencies, non-departmental public bodies and NHS bodies, where the contract involves citizens' personal information or ICT systems handling OFFICIAL data. Cyber Essentials, or equivalent controls, must be in place when data is passed and renewed annually. Def Stan 05-138 asks Ministry of Defence suppliers for Cyber Essentials or Cyber Essentials Plus by risk level.
What about US defence contracts and CMMC?
CMMC is in Phase 1, which began on 10 November 2025: applicable solicitations can make a Level 1 or Level 2 self-assessment, affirmed in SPRS, a condition of award. On 13 July 2026 the US Department of War suspended Phase 2, which would have added Level 2 certification assessments by an authorised C3PAO. We prepare you for the level your solicitation or your prime contractor names.
Do Philippine government agencies need ISO 9001 certification?
It has been tied to their Performance-Based Bonus. The FY 2023 guidelines, AO 25 IATF Memorandum Circular No. 2023-1, made continuing ISO-QMS certification, or equivalent, of at least one critical frontline service or core process an accountability for departments, agencies, state universities and colleges and GOCCs. The FY 2024 circular does not repeat it, so check the current one. The New Government Procurement Act does not mention ISO; for suppliers, the requirement comes from each bid document.
We already hold ISO 9001. Can we add the standard a new tender asks for?
Yes, and it is usually quicker than starting again. Document control, internal audit, management review and corrective action already exist, and ISO management system standards share a common structure, so ISO 14001, ISO 45001 or ISO/IEC 27001 can be built onto the system you run and audited as one integrated programme. Revise™ covers adding standards and extending the scope of the certificate you hold.
Can you complete our supplier questionnaire or prequalification form?
We help prepare it, and your organisation submits it. Under Drive™ we draft the answers to the management system questions from the evidence held in Effivity; under Design™ we review the answers your team drafts. Every answer has to be true of your organisation, so we never describe a control you do not operate. The same evidence pack then serves the next tender.
Does Sterling issue the certificate, or guarantee that we win the tender?
No to both. Sterling provides consulting, software, training and audit readiness; an independent, accredited certification body audits and makes the certification decision, and the buyer makes the award. What we commit to under the Sterling Promise is the certification outcome agreed in your proposal, on time. Your price, your delivery record and your bid decide the contract.
