Standards in demand
Standards and frameworks organisations in the Gulf and Africa ask for most.
ISO 9001 and ISO/IEC 27001 remain the certificates most tenders and customers name. Alongside them sit the national frameworks: the UAE IA Standard for designated critical entities, DESC ISR for Dubai Government entities and their contractors, NCA ECC for Saudi national entities, SAMA CSF for Saudi banking, insurance and financing, and the UAE and Saudi data protection laws. ISO 14001 and ISO 45001 follow on sites, construction and energy.

Bodies and regulators
Who accredits, who certifies and who regulates in Middle East and Africa.
Accreditation bodies accredit the certification bodies that audit you; regulators set and assess their own frameworks, most of which carry no certificate. Knowing which is which decides who you prepare for.
| Country | Accreditation body and recognition | Regulators and schemes that ask for certification |
|---|---|---|
| United Arab Emirates (federal) | EIAC, the Emirates International Accreditation Centre, a Government of Dubai entity, accredits certification bodies to ISO/IEC 17021-1 and states it signed the IAF and ILAC arrangements; check its Global ACI status on global-aci.org | UAE IA Standard: TDRA designates critical entities under the UAE CIIP Policy. UAE PDPL: Federal Decree by Law No. 45 of 2021, overseen by the UAE Data Office. The UAE Cybersecurity Council sets national strategy |
| Dubai | Dubai-based certification bodies must register with EIAC; its Conformity Assessment Bodies Directory shows who holds accreditation | DESC ISR for Dubai Government entities, their consultants and contractors; DESC's cloud service provider standard is certified under the ISO/IEC 27001 scheme |
| Saudi Arabia | SAAC, the Saudi national accreditation body, publishes a directory of accredited bodies and lists Global ACI among its affiliations | NCA ECC-2:2024 from the National Cybersecurity Authority; SAMA CSF from the Saudi Central Bank; the Saudi PDPL, in force since 14 September 2023 and assessed by SDAIA |
| GCC states | GAC accredits management system certification bodies to ISO/IEC 17021-1 and has a branch in Oman; its directory filters by body type and country | National regulators differ by state; we confirm the ones that apply to your entities during scoping |
| South Africa | We confirm the accreditation body and its Global ACI status with you when a certification body is chosen | POPIA, the Protection of Personal Information Act 4 of 2013, enforced by the Information Regulator; the Act has no certification scheme |
Global ACI replaced the IAF MLA and ILAC MRA on 1 January 2026 and had not published its list of recognised bodies when we last checked, so confirm the accreditation body's status before you appoint a certification body. Sterling does not certify, accredit or assess compliance.
How we deliver
One method, delivered where you are.
The same method we use in 60+ countries, with consultants in Dubai, the UAE, Saudi Arabia and Johannesburg who know how tenders, regulators and certification bodies work here.
- One engagement team accountable across every country you operate in, with local consultants where the work is
- Remote and on site: workshops, document reviews and coaching remotely; site work where observation or in-person work is necessary, with short travel from the regional offices
- One Effivity workspace for every site, included with the engagement at no additional cost
- One certification body for multi-site programmes where the body agrees, with local requirements handled where they arise
- Design™ or Drive™: your team implements with Sterling's structure and coaching, or Sterling consultants take on the agreed consulting and documentation work
Most programmes in the region span more than one legal entity: a mainland company and a free-zone branch, a Saudi subsidiary, a project site in another GCC state. We agree one scope with the certification body, map each entity's regulatory layer onto the same management system, and keep evidence for ISO/IEC 27001, NCA ECC or DESC ISR in one place. Where a framework is written in Arabic and the Arabic text is binding, as with NCA ECC, we work from that text with your team. Choose Design™ if your people will implement with our structure and coaching, or Drive™ if you want our consultants to take on the agreed consulting and documentation work.
Effivity · included with the engagement
Your system runs in software from the first workshop.
Effivity is the ISO and GRC automation platform built by the Sterling group and used in 50+ countries. Your consultant configures it within the agreed scope, so evidence accumulates as people do their work and the certification auditor reviews a live system rather than a binder. Sterling consulting clients get their subscription included with the engagement, at no additional cost.
ISO & GRC softwareSterling Academy · included with the engagement
Your people learn the standard, not just the forms.
E-learning with practice checkpoints, a final exam and a numbered Certificate of Completion for each learner, verifiable online, with progress by department for the certification audit. Sterling consulting clients get preferential course access and special pricing, including complimentary awareness training for their people as part of the engagement.

FAQs
Questions clients in Middle East and Africa ask before they engage us.
The specific answers for your organisation come from the discovery call. These are the general ones.
Is ISO certification mandatory in the UAE?
No general law requires it. The UAE Ministry of Finance's Federal Supplier Register asks for a trade licence, a VAT or tax registration certificate and the owner's passport copy, not an ISO certificate. Demand comes instead from customers, main contractors, tenders and parent groups, and from sector frameworks such as DESC's cloud standard, which is certified under the ISO/IEC 27001 scheme. We confirm what your customers and regulators actually ask for during the discovery call.
Which accreditation body should my certificate carry in the Gulf?
Any certificate your customers recognise, issued by a certification body accredited for your scope. In the Gulf that usually means EIAC, GAC or SAAC; bodies accredited elsewhere may also be accepted. EIAC and GAC both accredit management system certification bodies to ISO/IEC 17021-1 and publish directories. Because Global ACI replaced the IAF and ILAC arrangements on 1 January 2026, check the accreditation body's current status and ask your key customers before you appoint a certification body.
Does Sterling certify organisations or assess compliance with NCA ECC or SAMA CSF?
No. Sterling is the consultant: we build the controls, the governance and the evidence. An accredited certification body audits ISO standards and decides on certification. NCA ECC compliance is evaluated by the National Cybersecurity Authority through self-assessment, compliance reports or field visits, and SAMA CSF is maturity-rated for regulated entities rather than certified. Keeping the consultant separate from the certification body and the regulator protects the credibility of the result.
Can ISO/IEC 27001 cover the UAE IA Standard, DESC ISR and NCA ECC as well?
It can carry much of the work, but it does not replace them. No official mapping from these frameworks to ISO/IEC 27001 has been published, so we map each control set onto your information security management system and close the gaps each one leaves. One risk assessment, one set of policies and one evidence trail then serve the certification audit and the regulator's assessment together.
Do free-zone companies in the UAE fall under the UAE PDPL?
Not always. Article 2 of Federal Decree by Law No. 45 of 2021 excludes free-zone companies that have their own data protection legislation, such as entities in the DIFC, which has its own Data Protection Law. A group with mainland and free-zone entities may therefore work to two privacy regimes. We map which law applies to each entity and build one privacy programme that meets both, with the Arabic text of the federal law as the reference.
Do you work in South Africa and elsewhere in Africa?
Yes. Johannesburg is our regional headquarters for Africa, and programmes there follow the same method as in the Gulf. For South African organisations, POPIA sits alongside ISO/IEC 27001: the Act sets eight conditions for lawful processing and is enforced by the Information Regulator, with no certificate of its own. Work in other African countries is scoped country by country, with site visits planned from the nearest office.
Can one programme cover sites in the UAE, Saudi Arabia and other GCC states?
Yes, where the certification body agrees to a multi-site scope. One engagement team runs the programme, every site works in one Effivity workspace, and each country's regulatory layer is added where it applies: NCA ECC and the Saudi PDPL for Saudi entities, the UAE IA Standard, DESC ISR and the UAE PDPL in the Emirates. The gap analysis sets out which sites need on-site work and which can be supported remotely.
