In short

ISO 27001 certification in Indonesia at a glance

Peraturan BSSN Nomor 8 Tahun 2020 tentang Sistem Pengamanan dalam Penyelenggaraan Sistem Elektronik requires ISO/IEC 27001 for the organisations it covers. Most Indonesian buyers ask for it anyway.

Peraturan BSSN Nomor 8 Tahun 2020 is unusually direct about which standard applies. It requires electronic systems in the strategic category to apply SNI ISO/IEC 27001, the Indonesian adoption of the standard, together with BSSN's own cyber security standards; high-risk systems apply SNI ISO/IEC 27001 and/or BSSN standards, and low-risk systems one or the other. The category comes from the operator's self-assessment, verified by BSSN. Personal data adds a second driver: Undang-Undang Nomor 27 Tahun 2022 requires controllers to apply technical and operational measures to protect it. One distinction matters in practice — the regulation describes an SMPI certificate issued by a certification body recognised by BSSN, which is not the same as an accredited ISO/IEC 27001 certificate, and some organisations need both. Sterling implements the information security management system from its Jakarta office, maps BSSN and data protection obligations into one control set and prepares clients for the audit. The route and frequent questions are below.

The need

Who needs ISO 27001 in Indonesia, and what happens without it

For some organisations in Indonesia it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.

  • Operators of strategic electronic systemsBSSN Regulation 8/2020 requires strategic systems to apply SNI ISO/IEC 27001 plus BSSN standards.
  • Operators of high-risk and low-risk electronic systemsSNI ISO/IEC 27001 is one of the permitted security standards for these categories.
  • Any organisation processing personal data under UU PDPThe law requires technical operational measures to protect personal data; a certified ISMS is a practical way to evidence them.
  • IT, SaaS and data-centre providers selling to enterprisesEnterprise buyers ask for ISO/IEC 27001 in vendor due diligence.

ISO 27001 requirements in Indonesia

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Indonesia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets an Indonesian company certified

How to get ISO 27001 certified in Indonesia

One team from the Jakarta office carries the work from scoping to certificate. Jakarta and Java on-site from the Jakarta office; other islands on-site by arrangement; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27001 and the Indonesian requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
Included in every engagement
  • End to end, from one team
  • Effivity ISO & GRC software
  • Preferential Sterling Academy access, with complimentary awareness training for your people
  • Internal auditor training for your audit team, as applicable to your standard
  • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

Time

How long does ISO 27001 certification take in Indonesia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Indonesia these are the factors that set the timeline.

  • BSSN category of the electronic systems in scope
  • Number of sites, data centres and cloud services in scope
  • Evidence maturity (logs, access reviews, internal audit) before stage 2
  • Certification body scheduling around Ramadan, Idul Fitri and cuti bersama

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Indonesia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Indonesia these factors move both.

  • Number of sites and headcount in scope
  • Complexity of the IT estate and outsourced services
  • Certification body audit fees quoted separately from consulting
  • Mapping BSSN, OJK and UU PDP requirements alongside the ISMS

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Indonesia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Indonesia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Indonesia (2)

InstrumentHow it treats the standard
Peraturan BSSN Nomor 8 Tahun 2020 tentang Sistem Pengamanan dalam Penyelenggaraan Sistem ElektronikRequires
Strategic electronic systems must apply SNI ISO/IEC 27001 (plus BSSN and sector standards); high-risk systems SNI ISO/IEC 27001 and/or BSSN standards; low-risk systems either.
Undang-undang (UU) Nomor 27 Tahun 2022 tentang Pelindungan Data PribadiExpected in practice
Controllers must prepare and apply technical operational measures to protect personal data; no standard cited and no certificate required.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Indonesia

Use a certification body accredited for this standard by Komite Akreditasi Nasional (KAN) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation for Indonesia has been verified. Note that BSSN Regulation 8/2020 describes a separate SMPI certificate issued by a Lembaga Sertifikasi recognised by BSSN; check which certificate your category and customers require. Audit language

Audits are conducted in Bahasa Indonesia or English; agree the audit and document language with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27001 in Indonesia: questions clients ask

Is ISO 27001 mandatory in Indonesia?

Partly. BSSN Regulation 8 of 2020 mandates SNI ISO/IEC 27001 for strategic electronic systems, and it is an option for high-risk and low-risk systems. UU PDP requires security measures but no certificate. Whether the mandate reaches you depends on your system's category, so confirm it with BSSN or your counsel.

What is the difference between an SMPI certificate and ISO 27001 certification?

The SMPI certificate is issued by a Lembaga Sertifikasi recognised by BSSN under the regulation, while ISO 27001 certification comes from a certification body accredited by Komite Akreditasi Nasional (KAN) or another body within the international arrangements. Check which one your system's category calls for.

How is our electronic system's category decided?

The operator assesses it. You self-assess the electronic system against ten criteria, including process criticality and the impact of system failure, and BSSN then verifies the result. The category in turn decides whether ISO 27001 is mandatory, so the self-assessment deserves care.

Does ISO 27001 help with UU PDP compliance?

It supports it, but does not prove it. UU PDP requires controllers to apply technical operational measures, and an ISO 27001 system provides a framework for them. ISO/IEC 27701 extends the system to privacy, which suits the law's wider obligations better.
