Halal certification certification in Indonesia at a glance
Undang-undang (UU) Nomor 33 Tahun 2014 tentang Jaminan Produk Halal (as amended by the Cipta Kerja legislation) requires Halal certification for the organisations it covers. Most Indonesian buyers ask for it anyway.
“Wajib bersertifikat halal” — three words in Undang-Undang Nomor 33 Tahun 2014 tentang Jaminan Produk Halal set the rule for products that enter, circulate and are traded in Indonesia. The certificate is issued by Badan Penyelenggara Jaminan Produk Halal (BPJPH), the government body the law empowers to issue and revoke halal certificates and labels, after a Lembaga Pemeriksa Halal (LPH) has examined the product and its production, and the fatwa step the law sets out. Implementing regulations stage the obligation by product category, so manufacturers, importers and brand owners should check where their products sit. Behind every certificate sits the company's own discipline: documented ingredients and suppliers, halal and non-halal processes kept apart, and changes in composition reported. Sterling's Jakarta office helps food, cosmetics and consumer-product businesses build that system, collect supplier evidence and run internal checks before the LPH visit; certification remains with BPJPH. The detailed route and common questions follow.
Who needs Halal certification in Indonesia, and what happens without it
For some organisations in Indonesia it is a legal requirement. For most, the question comes from a buyer, a regulator or a partner that wants proof before it signs. These are the organisations that get asked.
- Food and beverage manufacturers selling in IndonesiaProducts entering, circulating and traded in Indonesia must be halal-certified.
- Importers and brand ownersThe obligation covers products that enter Indonesia, not only local production.
- Cosmetics, pharmaceutical and other consumer-product makersThe law's product definition extends beyond food; implementing regulations set the stages by category.
- Ingredient and packaging suppliers to certified producersCertified producers need halal evidence for their materials and must report composition changes.

Take the Halal certification readiness checkHalal certification requirements in Indonesia
Strip away the vocabulary and halal certification asks a company to prove six things about how its products meet halal requirements.
In Indonesia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: Halal certification explained →

How long does Halal certification certification take in Indonesia?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Indonesia these are the factors that set the timeline.
- Number of products, recipes and ingredients to document
- Availability of supplier halal evidence for materials
- Separation of halal and non-halal processes and facilities
- BPJPH and LPH scheduling, including around Ramadan and Idul Fitri
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does Halal certification certification cost in Indonesia?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Indonesia these factors move both.
- Number of products and production sites
- BPJPH and LPH fees, separate from consulting
- Changes needed to separate facilities or replace ingredients
- Laboratory testing where needed
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
Halal certification consultants and certification bodies in Indonesia
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers Halal certification and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Indonesia are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Halal certification in Indonesia: questions clients ask
Who issues halal certificates in Indonesia?
Badan Penyelenggara Jaminan Produk Halal (BPJPH) issues halal certificates in Indonesia, after a Lembaga Pemeriksa Halal (LPH) has examined the product and process. Applicants therefore deal with BPJPH as the issuer and an LPH as the examiner, not with a general certification body.
Do imported products need Indonesian halal certification?
Yes, in principle. The obligation in UU 33/2014 covers products that enter Indonesia as well as those circulating and traded there, so an imported product falls within the law's reach. Confirm the application route for your product with BPJPH, as implementing rules decide the detail.
Does the obligation apply to every product category now?
Not necessarily. The obligation is staged by product category in implementing regulations, so timing differs between categories. Check the current schedule with BPJPH for your own product before you plan, because a general answer may be out of date. Confirm the applicable stage for your goods before setting a plan, since categories can move at different times.
What does the business itself have to maintain?
Certification is not the end of the work. The business must keep halal and non-halal processes separate, report any change in product composition, and display the halal label correctly. Build those three duties into routine procedures, so that a recipe or supplier change never goes unreported.
