In short

ISO 27001 certification in Sweden at a glance

MSBFS 2020:6 (föreskrifter om informationssäkerhet för statliga myndigheter) refers to ISO/IEC 27001, yet none of the Swedish instruments checked makes it compulsory. Buyers in Sweden ask for it anyway.

State authorities must run a systematic, risk-based information security effort supported by ISO/IEC 27001 and 27002 or an equivalent, according to MSBFS 2020:6, and that expectation travels down to the suppliers who host, process or administer their data. The Cybersäkerhetslag adds duties for entities in energy, transport, health, digital infrastructure and public administration, and its list of minimum security measures, from risk analysis to supply chain security, matches what an information security management system organises. ISO/IEC 27001 certification is awarded by a certification body accredited by Swedac or by another accreditation body within the international recognition arrangements, never by Sterling. Sterling's Enschede office builds the scope, risk assessment, Statement of Applicability and internal audit programme, with Effivity software and Sterling Academy training included in the engagement. Questions Swedish buyers raise follow below.

The need

Who needs ISO 27001 in Sweden, and what happens without it

In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • State authorities and agenciesMSBFS 2020:6 expects a systematic, risk-based information security effort supported by ISO/IEC 27001 and 27002 or an equivalent.
  • Entities covered by the Swedish cybersecurity lawThe law lists risk analysis, incident handling, continuity and supply chain security among the minimum measures, which an information security management system organises.
  • SaaS and ICT providers around Kista Science CityCustomers in regulated sectors ask suppliers for independent evidence of information security.
  • ICT suppliers to banks, insurers and other financial entitiesDORA, supervised by Finansinspektionen, raises scrutiny of ICT third-party risk.

ISO 27001 requirements in Sweden

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a Swedish company certified

Time

How long does ISO 27001 certification take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

  • Scope and number of sites, data centres and cloud services
  • Maturity of risk assessment and the Statement of Applicability
  • Supplier and cloud dependencies to be evidenced
  • Availability of internal audit and management review records

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sweden these factors move both.

  • Number of sites, systems and staff in scope
  • Technical remediation and monitoring tools
  • Certification body audit fees quoted separately from consulting
  • Integration with an existing quality management system

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Sweden (3)

InstrumentHow it treats the standard
MSBFS 2020:6 (föreskrifter om informationssäkerhet för statliga myndigheter)Refers to / expects
4 § requires the authority's systematic, risk-based information security work to be supported by SS-EN ISO/IEC 27001:2017 and SS-EN ISO/IEC 27002:2017 or an equivalent.
Cybersäkerhetslag (2025:1506), 2 kap. 3 §Expected in practice
Appropriate and proportionate security measures covering risk analysis, incident handling, continuity, supply chain security and more; no standard is named.
Swedac — accreditation for information security management system certificationAccreditation
Swedac states that it is a signatory to the multilateral recognition arrangements for management-system certification with a listed sub-area for ISO 27001.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Sweden

Certification by a certification body accredited by Swedac or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Swedac lists ISO 27001 among its management-system sub-areas; check the scope shown on the certification body's accreditation before you sign. Edition and transition details: ISO/IEC 27001 hub →

Audit language

Audits can be held in Swedish or English; agree the language of the audit and of the controlled documents with the certification body at application.

Remote and on-site

Stage audits combine document review, which can be remote, with on-site checks of premises and technical controls; the certification body decides the mix under its accreditation rules.

ISO 27001 in Sweden: questions clients ask

Do Swedish state authorities have to be ISO 27001 certified?

Not in those words. MSBFS 2020:6 requires a state authority to run a systematic, risk-based information security effort supported by ISO/IEC 27001 and 27002 or an equivalent, and its general advice tells an authority that picks another standard to document how it compares. The duty concerns method, not a certificate, so read each contract for the evidence requested.

Does Sweden's NIS2 law require ISO 27001?

No standard is named. The Cybersäkerhetslag requires appropriate and proportionate technical, operational and organisational measures and lists topics they must at least cover, among them risk analysis, incident handling, continuity and crisis management, and supply chain security. An ISO/IEC 27001 system is one structured way to organise and evidence those topics. Confirm sufficiency with your counsel or supervisor.

Who accredits ISO 27001 certification bodies in Sweden?

Swedac, the national accreditation body, accredits certification bodies in Sweden and lists information security management system certification under ISO 27001 as a sub-area. A certification body accredited elsewhere within the recognition arrangements may be used instead. Look at the accreditation scope on its certificate to confirm it fits your organisation.

Can a Swedish buyer make ISO 27001 a tender condition?

Yes, it may. Swedac explains that a procuring authority can require a supplier, product or process to be certified according to a standard, which then becomes a qualification requirement to be met when the bid is submitted. Each tender sets its own wording, so read the procurement documents for the requirement and for whether equivalent evidence is accepted.
