In short

NIS2 compliance in Sweden at a glance

Cybersäkerhetslag (2025:1506) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Sweden ask for evidence that you meet it.

Sweden replaced its earlier act on information security for essential and digital services when the Cybersäkerhetslag (2025:1506) took effect on 15 januari 2026. The law states that it partly implements the NIS2 Directive, and the Cybersäkerhetsförordning (2025:1507) allocates supervision: Energimyndigheten, Transportstyrelsen, Finansinspektionen, Inspektionen för vård och omsorg, Läkemedelsverket, Livsmedelsverket, Post- och telestyrelsen and six county administrative boards, with Försvarets radioanstalt as single point of contact and CSIRT. Operators must take security measures covering risk analysis, incident handling, continuity and supply chain security, train their management, notify the authorities and report significant incidents. No certificate proves compliance; evidence is a working risk-management system. Sterling's Enschede office scopes the obligations, runs the gap assessment, writes the policies and incident procedures, and aligns them with ISO/IEC 27001, with Effivity and Sterling Academy included.

The need

Who needs NIS2 in Sweden, and what happens without it

These are the organisations in Sweden that most often need to show NIS2.

  • Essential and important entities in the sectors the law coversThe law imposes security measures, management training, notification and incident reporting duties.
  • Regions, municipalities and municipal associationsThe law applies to them as public operators, supervised by the county administrative boards.
  • Digital infrastructure and ICT service providersPost- och telestyrelsen supervises digital infrastructure, digital providers and ICT service management between businesses.
  • Banks and financial market infrastructureFinansinspektionen is the sector supervisor, and DORA operates alongside the cyber law.
  • Suppliers to covered entitiesCovered entities must address supply chain security, so suppliers receive security questionnaires and contract clauses.

Requirements

NIS2 requirements in Sweden

Strip away the vocabulary and NIS2 asks essential and important entities to comply in six areas of cyber risk management.

Management is accountableManagement bodies approve cyber risk measures, oversee them, take training and can be held liable for failures.
Risk measures cover the fundamentalsRisk analysis, security policies, incident handling, business continuity and secure acquisition and development are in place.
Supply chain security is managedThe security of suppliers and service providers, including their development practices, is assessed and written into contracts.
Access, cryptography and authentication are controlledAccess control, asset management, cryptography and multi-factor authentication are applied where appropriate.
Significant incidents are reportedSignificant incidents are notified to the national authority or CSIRT in stages, within the deadlines the law sets.
Effectiveness is assessedPolicies test whether the measures work, and staff receive basic cyber hygiene practices and training.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: NIS2 explained →

How Sterling gets a Swedish company compliant with NIS2

How to achieve NIS2 compliance in Sweden

One team from the Enschede office carries the work from scoping to sign-off. Clients across Sweden are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against NIS2 and the Swedish requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before any external review.
    5. Reviews by regulators, customers and auditorsSterling supports the reviews your regulators, customers and auditors run.
    Included in every engagement
    • End to end, from one team
    • Effivity ISO & GRC software

      Time

How long does NIS2 compliance take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

      • Whether the organisation is essential or important and which supervisor applies
      • Number of sites, networks and information systems in scope
      • Supplier and managed-service dependencies
      • Maturity of incident reporting and board training

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does NIS2 compliance cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Sweden these factors move both.

      • Scope of networks and systems to assess
      • Technical remediation and monitoring
      • Supply chain review effort
      • Training of management and staff

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

NIS2 consultants and assessors in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers NIS2 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

          InstrumentHow it treats the standard
          Cybersäkerhetslag (2025:1506)The instrument itself
Issued 2025-12-11, in force from 15 januari 2026; states that it partly implements Directive (EU) 2022/2555; sets security measures (2 kap. 3 §), management training (2 kap. 4 §) and incident reporting (2 kap. 5–8 §§).
          Cybersäkerhetsförordning (2025:1507)The implementing ordinance

Accreditation, audit language and remote audits in Sweden

Compliance, not certification: the law sets duties and supervision, and no certificate proves compliance. Evidence is a documented risk-management and incident-handling system, board training records and notification procedures. ISO/IEC 27001 certification by an accredited body is a recognised way to structure part of that evidence, although the law names no standard. Edition and transition details: NIS2 hub →

          Audit language

Supervisory authorities work in Swedish; internal records and supplier evidence can be kept in Swedish or English.

          Remote and on-site

Gap assessments and policy work can be remote; supervisors may request documents or access to premises under the law's supervisory powers.

NIS2 in Sweden: questions clients ask

Is the Swedish NIS2 law in force?

Yes. The Cybersäkerhetslag (2025:1506) was issued on 11 december 2025 and took effect on 15 januari 2026, with the Cybersäkerhetsförordning (2025:1507). The law states that it partly implements Directive (EU) 2022/2555, so check for later regulations that apply to your sector. Whether the law covers you is a question for counsel or your supervisor.

Which authority supervises my organisation under the Swedish NIS2 law?

It depends on your sector. The ordinance names Energimyndigheten for energy, Transportstyrelsen for transport, Finansinspektionen for banking, Livsmedelsverket for food and drinking water, Läkemedelsverket and IVO for health, and Post- och telestyrelsen for digital infrastructure. County administrative boards supervise public administration and several manufacturing sectors, allocated by where the organisation is based.

Where are NIS2 incidents reported in Sweden?

To the CSIRT unit, which the ordinance gives to Försvarets radioanstalt. Under the Cybersäkerhetsförordning, incident reporting required by the law is made to the CSIRT, while notification of the organisation itself goes to the single point of contact, also Försvarets radioanstalt. Build the reporting route into your incident procedure and confirm timings against the law.

Does Swedish NIS2 compliance require management training?

Yes. The law provides that the persons who make up the management of an operator must complete training on security measures. That puts responsibility on the board and executive team, not only on the IT function. Keep attendance and content records, and check with your counsel which individuals count as management in your organisation.
