In short

SOC 2 attestation in Sweden at a glance

One Swedish instrument bears on SOC 2. It does not name the standard. So why do buyers in Sweden keep asking for the report?

Sooner or later a Swedish software company selling to US enterprises receives a security questionnaire that ends with one request: send your SOC 2 report. Swedish banks and insurers raise similar questions once DORA, which Finansinspektionen describes as covering ICT risk and ICT third-party risk, reaches their supplier contracts. Finansinspektionen's description does not cite SOC 2; the report is an attestation, not a certification, written by a licensed CPA firm that examines the controls behind the trust services categories chosen. Type 1 describes design at a date, Type 2 reports on operation across a period. Where a company also pursues ISO/IEC 27001, one control set can serve both. Sterling's Enschede office maps controls, drafts policies, tests readiness and supports the CPA firm's fieldwork, with Effivity software and Sterling Academy training included.

The need

Who needs SOC 2 in Sweden, and what happens without it

In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • SaaS and cloud providers in Kista and beyond selling to US customersUS buyers commonly ask for a SOC 2 report in procurement.
  • ICT providers to banks and insurersDORA increases scrutiny of ICT third-party risk, and financial entities ask for assurance reports.
  • Managed service providers to entities under the cybersecurity lawCovered entities must address supply chain security and ask suppliers for evidence.
  • Fintech and payment startupsInvestors and enterprise customers look for independent assurance on controls.

Requirements

SOC 2 requirements in Sweden

Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.

You describe your system accuratelyA system description sets out your services, infrastructure, people, data and the boundaries of what the report covers.
Security is designed inControls protect the system against unauthorised access and use; security is the one category every SOC 2 report includes.
Access is granted on need and reviewedLogical and physical access is approved on need, removed when no longer required and reviewed regularly.
Changes and operations are controlledSystem changes are authorised and tested, and operations are monitored so incidents are detected and handled.
Risks and vendors are assessedRisks to your commitments, including those coming from vendors and business partners, are assessed and acted on.
Controls work over timeFor a Type 2 report, a licensed CPA firm tests that the controls operated effectively across the review period.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How Sterling gets a Swedish company ready for its SOC 2 report

How to get a SOC 2 report in Sweden

One team from the Enschede office carries the work from scoping to report. Clients across Sweden are served from Sterling's Enschede office, on-site where the work needs it and remotely otherwise.

    1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
    2. Gap assessment against SOC 2 and the Swedish requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
    3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
    4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before any external review.

    Time

How long does SOC 2 attestation take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

    • Type 1 versus Type 2 and the length of the observation period
    • Trust services categories in scope
    • Maturity of control evidence
    • Scheduling with the CPA firm

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

    Cost

How much does SOC 2 attestation cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In Sweden these factors move both.

    • Trust services categories and systems in scope
    • CPA firm fees quoted separately from consulting
    • Tooling for evidence collection
    • Remediation of control gaps

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

    Choosing a partner

SOC 2 consultants and auditors in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

    • Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
    • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
    • Ask for client references in your sector; Sterling’s client letters are available on request.
    • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive SOC 2 in Sweden (2)

      InstrumentHow it treats the standard
AICPA — System and Organization Controls (SOC) suiteAttestation framework
AICPA describes SOC as a suite of service offerings CPAs may provide in connection with system-level controls of a service organisation.
Regulation (EU) 2022/2554 (DORA)Expected in practice
Finansinspektionen states that DORA requires firms to manage ICT risk and ICT third-party risk; SOC 2 is not cited.

"Expected in practice" means the instrument asks for the outcomes SOC 2 covers without naming a standard, and SOC 2 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Sweden

Attestation, not certification: a SOC 2 report is issued by a licensed CPA firm under AICPA standards after examining the service organisation's controls. It is not issued by Swedac or by a certification body, and no firm is named here. Edition and transition details: SOC 2 hub →

      Audit language

Reports are issued in English; fieldwork with Swedish-speaking teams is common.

      Remote and on-site

CPA firms commonly perform fieldwork remotely with system access; on-site visits are at the firm's discretion.

SOC 2 in Sweden: questions clients ask

      Is SOC 2 a certification?

No. A SOC 2 report is an attestation by a licensed CPA firm, not a certificate granted by an accreditation or certification body. Describe it accurately to customers as a report on controls, say which firm issued it, and note whether it is Type 1 or Type 2. The distinction matters in due diligence.

Does Finansinspektionen require a SOC 2 report?

No. Finansinspektionen describes DORA as covering ICT risk, incident reporting, resilience testing and third-party risk, and it does not cite SOC 2. Demand comes from customers, particularly US buyers and financial entities, who accept the report as assurance. Ask each customer what evidence it will take.

SOC 2, ISO 27001 or an ISAE report for European customers?

European buyers often ask for ISO/IEC 27001 certification or an ISAE assurance report, while SOC 2 mainly meets US demand. A single control framework can serve several of these, which spares duplicated work. Ask your top customers which evidence they accept before you decide the order of work.

Who issues a SOC 2 report for a Swedish company?

A licensed CPA firm, engaged by the company, examines the controls and issues the report under AICPA standards. Neither Swedac nor Sterling issues it. Sterling prepares the controls, evidence and readiness work ahead of the firm's examination, so that the examination tests a system that already runs.
