ISO 22301 certification in Sweden at a glance
One Swedish instrument bears on ISO 22301. It does not name the standard. So why do buyers in Sweden keep asking for the certificate?
Continuity management and crisis management sit in the list of minimum security measures in the Cybersäkerhetslag (2025:1506), so Swedish operators in energy, transport, health, digital infrastructure and public administration already owe their supervisor a credible answer on disruption. Financial firms answer to Finansinspektionen under DORA, and ports, hospitals and freight operators face the same question from customers. ISO 22301 supplies a recognised structure: business impact analysis, recovery strategies, exercises and management review. Certification is issued by a certification body accredited by Swedac or by another accreditation body within the international recognition arrangements; Swedac's published sub-area list does not name ISO 22301, so check the body's accreditation scope first. Sterling's Enschede office builds the analysis, plans and exercise programme, with Effivity software and Sterling Academy training included in the engagement.
Who needs ISO 22301 in Sweden, and what happens without it
In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Entities covered by the Swedish cybersecurity lawContinuity management and crisis management are named among the minimum security measures.
- Banks, insurers and other financial entitiesDORA places operational resilience duties on firms supervised by Finansinspektionen.
- Healthcare and medical technology providersCare and device supply cannot stop; regulators supervise cyber duties for providers and manufacturers.
- Port, freight and energy operatorsDisruption at a hub such as the Port of Gothenburg spreads through supply chains.

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.
In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

How long does ISO 22301 certification take in Sweden?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.
- Business impact analysis for critical services
- Recovery strategies and alternative sites or suppliers
- Exercise programme and evidence of tests
- Management commitment and review records
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22301 certification cost in Sweden?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sweden these factors move both.
- Number of critical services and sites in scope
- Recovery solutions and testing effort
- Certification body fees quoted separately from consulting
- Integration with information security systems
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22301 consultants and certification bodies in Sweden
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 22301 in Sweden (3)
| Instrument | How it treats the standard |
|---|---|
| Cybersäkerhetslag (2025:1506), 2 kap. 3 § | Expected in practice The minimum security measures include continuity management and crisis management, without naming a standard. |
| Regulation (EU) 2022/2554 (DORA) | Related Finansinspektionen states that DORA began to apply in January 2025 and requires firms to manage ICT risk, report incidents, test digital operational resilience and manage third-party risk. |
| Swedac — accreditation scope for management-system certification | Accreditation Swedac's published list of management-system sub-areas does not name ISO 22301, so the certification body's accreditation scope should be checked. |
"Expected in practice" means the instrument asks for the outcomes ISO 22301 covers without naming a standard, and ISO 22301 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Sweden
Certification by a certification body accredited by Swedac or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Swedac's published list of management-system sub-areas does not name ISO 22301, so ask the certification body how its competence for this standard is covered by its accreditation. Audit language
Audits can be held in Swedish or English; agree the language with the certification body at application.
Remote and on-site
Document review may be remote; exercises, recovery sites and critical operations are usually observed on-site.
ISO 22301 in Sweden: questions clients ask
Does the Swedish cybersecurity law require business continuity management?
Yes, as one of the minimum security measures. The Cybersäkerhetslag lists continuity management and crisis management among the areas operators' measures must at least cover. It does not name ISO 22301, so the standard is a structure for meeting the duty, not a legal requirement. Confirm how the law applies to you with counsel or your supervisor.
How does DORA relate to ISO 22301 in Sweden?
DORA does not name the standard, but it sets duties on most firms supervised by Finansinspektionen: ICT risk management, incident reporting, digital operational resilience testing and ICT third-party risk. An ISO 22301 system gives a structure for continuity planning and exercises that supports those duties. Finansinspektionen's guidance remains the authority for what it expects.
Is ISO 22301 on Swedac's list of accredited sub-areas?
Not by name. Swedac's published management-system sub-areas cover quality, environment, safety, food safety, information security, medical devices and energy standards, and continuity management is not among them. That does not rule certification out, but ask any certification body to show the accreditation scope it works under and how that scope covers ISO 22301.
What does an ISO 22301 audit look at beyond documents?
Auditors want to see the system working: the business impact analysis, the recovery strategies, and evidence that exercises were run and acted upon. Document review can often be done remotely, while exercises, recovery sites and critical operations are usually observed on-site. Management's involvement in reviews is also examined.
