In short

ISO 9001 certification in Sweden at a glance

Lag (2016:1145) om offentlig upphandling, 15 kap. 14 § refers to ISO 9001, yet none of the Swedish instruments checked makes it compulsory. Buyers in Sweden ask for it anyway.

Public buyers in Sweden ask for a certificate only when the tender says so, and when they do, Lag (2016:1145) om offentlig upphandling tells them how: quality assurance systems based on relevant European standard series, certified by bodies accredited for the task, with equivalent EEA certificates accepted. That is the route ISO 9001 takes into most bids, and private customers set their own conditions, often through supplier questionnaires. The certificate is issued by a certification body accredited by Swedac, which lists ISO 9001 as a management-system sub-area, or by another accreditation body within the international recognition arrangements. Sterling's Enschede office prepares the process map, documented information, internal audits and management review, with Effivity and Sterling Academy included, so that the certification body's audit finds a system that is actually used.

The need

Who needs ISO 9001 in Sweden, and what happens without it

In Sweden the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Suppliers bidding to state, regional and municipal buyersThe procurement act tells authorities how to refer to quality assurance certificates when they ask for them.
  • Manufacturers and logistics operators around the Port of GothenburgIndustrial customers and freight chains ask suppliers for a certified quality system.
  • Technology and service firms in Kista and similar clustersEnterprise customers include certified quality management in supplier questionnaires.
  • Medical technology and life science suppliersA quality management system is the base on which ISO 13485 and sector requirements are built.

ISO 9001 requirements in Sweden

Strip away the vocabulary and ISO 9001 requires a company to prove six things about how it delivers what customers order.

You know what customers expectYou understand customer and other relevant requirements, and confirm you can meet them before you accept an order or contract.
Leadership sets direction and owns qualityTop management sets the quality policy and objectives, assigns responsibilities and makes sure the system has the people and resources it needs.
Your key processes are defined and controlledWork is planned, documented where it matters and carried out under controlled conditions, including the work you outsource.
You deal with risks before they biteRisks and opportunities that could affect your products, services or customer satisfaction are identified and acted on in proportion.
Problems get fixed at the rootComplaints, defects and nonconformities are recorded, corrected and traced to their cause so the same problem does not return.
You measure, review and improvePerformance and customer satisfaction are monitored, internal audits and management reviews take place, and the results drive improvement.

In Sweden these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 9001 explained →

Time

How long does ISO 9001 certification take in Sweden?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Sweden these are the factors that set the timeline.

  • Number of sites and processes in scope
  • State of documented information and internal audit records
  • Customer requirements to be mapped into the system
  • Availability of management review evidence

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 9001 certification cost in Sweden?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Sweden these factors move both.

  • Number of sites and headcount in scope
  • Process complexity and outsourced processes
  • Certification body fees quoted separately from consulting
  • Integration with other management systems

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 9001 consultants and certification bodies in Sweden

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 9001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Sweden are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 9001 in Sweden (3)

InstrumentHow it treats the standard
Lag (2016:1145) om offentlig upphandling, 15 kap. 14 §Refers to / expects
Where an authority requires an independent certificate on quality assurance standards, it must refer to systems based on relevant European standard series and certified by accredited bodies, and accept equivalent EEA certificates.
Swedac — accreditation for quality management system certificationAccreditation
Swedac states that it is a signatory to the multilateral recognition arrangements for management-system certification with a listed sub-area for ISO 9001.
Swedac — certification in procurement and follow-upMarket driver
Certification to a standard can be set as a qualification requirement at bid submission, and accreditation can support follow-up.

Accreditation, audit language and remote audits in Sweden

Certification by a certification body accredited by Swedac or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). ISO 9001 is one of the sub-areas Swedac lists for management-system certification. Edition and transition details: ISO 9001 hub →

Audit language

Swedish and English are both workable for audits; confirm the language of the audit and of the documented information with the certification body, and follow any tender language clause.

Remote and on-site

Remote audit elements are at the certification body's discretion; production, warehouse and service sites are normally visited.

ISO 9001 in Sweden: questions clients ask

Does a Swedish public tender have to accept an ISO 9001 certificate?

If the authority asks for an independent certificate on quality assurance, it must point to systems built on relevant European standard series and certified by accredited bodies, and it must accept an equivalent certificate from a body established in the EEA. Whether a certificate is demanded at all is decided by each tender, so check the notice.

Which body accredits ISO 9001 certification bodies in Sweden?

Swedac is the national accreditation body for Sweden, and ISO 9001 certification of quality management systems is one of the sub-areas it lists. A certification body accredited elsewhere within the same recognition arrangements is also an option. Whichever you pick, the accreditation scope printed on the certificate is the thing to compare against your activities.

Can ISO 9001 be required after a contract is awarded?

It can. Swedac points out that accreditation can be used in follow-up so that the requirements set in a procurement are met continuously rather than only on the day of the bid. A buyer may therefore keep asking for a valid certificate through the life of a contract; the contract terms show whether yours does.

Is ISO 9001 certification a legal duty in Sweden?

It is usually a customer or tender condition rather than a statutory one. Demand comes from procurement conditions, supplier requirements and the discipline a quality management system brings. Where a sector regulator or a customer contract does call for it, that specific text decides, and your counsel can confirm which applies to your business.
