ISO and GRC certification in the Netherlands at a glance
Demand for certification in the Netherlands comes from regulation, public procurement and customer due diligence. The Autoriteit persoonsgegevens supervises the GDPR under the Uitvoeringswet AVG, and the Cyberbeveiligingswet, which implements NIS2, enters into force with its decree on 15 augustus 2026. Government organisations follow BIO2, which is based on ISO/IEC 27001. Healthcare providers must use NEN 7510 and NEN 7512, and financial entities fall under DORA, supervised by the AFM and DNB. Food businesses answer to the NVWA on HACCP, medical device makers to the IGJ under the MDR, and every employer to the Nederlandse Arbeidsinspectie. Tenders under the Aanbestedingswet 2012 may ask for quality or environmental evidence, and the CO₂ Performance Ladder rewards certified organisations. Demand is strongest in IT, SaaS and managed services, government suppliers, healthcare and medical technology, financial services and fintech, high-tech manufacturing, logistics and port services, and food and agri-food. Certificates are issued by certification bodies accredited by the Raad voor Accreditatie, the national accreditation body, not by Sterling. Sterling's Enschede office supports Dutch organisations through preparation, drawing on 8,100+ client engagements in 60+ countries and 20+ years of experience, with Effivity and Sterling Academy included with the engagement.

Regulators and laws that drive certification in the Netherlands (11)
| Law or regulator | What it asks for | Standards it cites |
|---|---|---|
| General Data Protection Regulation (GDPR; in Dutch AVG) and its Dutch implementing act Autoriteit persoonsgegevens (AP) — the UAVG states that the AP is the supervisory authority referred to in the GDPR | The GDPR applies to organisations based in the EU that process personal data, wherever the processing takes place, and to organisations outside the EU that offer goods or services to individuals in the EU or monitor their behaviour; non-EU companies must appoint a representative in the EU. The UAVG sets out Dutch implementing rules. | |
| Dutch government (Baseline Information Security for Government) Government organisations — central government, municipalities, provinces and water authorities | Baseline Informatiebeveiliging Overheid 2 (BIO2) — the fundamental standards framework for information security across all levels of government; the page states BIO2 is based on NEN-EN-ISO/IEC 27001:2023 (nl) and NEN-EN-ISO/IEC 27002:2022 (nl). | ISO/IEC 27001 |
| Competent authorities and supervising officials designated under the Cyberbeveiligingswet Essential and important entities under NIS2 | Cyberbeveiligingswet (Wet van 8 juli 2026, implementing Directive (EU) 2022/2555) and the Cyberbeveiligingsbesluit; Article 35 of the decree states that the Cyberbeveiligingswet and the decree enter into force on 15 augustus 2026. The decree's explanatory note states that existing frameworks such as ISO 27001 and NEN 7510 were used as the starting point; it does not mandate certification. | |
| Minister of Health, Welfare and Sport (order in council) Healthcare providers (zorgaanbieders) and operators of electronic exchange systems | Besluit elektronische gegevensverwerking door zorgaanbieders — healthcare providers must ensure safe and careful use of electronic systems in accordance with NEN 7510 and NEN 7512 (NEN 7510: the standard for organising information security in healthcare); the decree does not name ISO/IEC 27001. | |
| Autoriteit Financiële Markten (AFM) and De Nederlandsche Bank (DNB) Financial entities — investment firms, insurers, collective investment schemes, trading platforms, crowdfunding providers and others | Digital Operational Resilience Act (DORA) — EU regulation on ICT risk management, IT incident management, testing, supervision of critical IT service providers and governance; the AFM states it is expected that the AFM and DNB will collectively supervise compliance. | |
| Inspectie Gezondheidszorg en Jeugd (IGJ) — the supervisory body for medical devices Medical device manufacturers, importers and distributors | Regulation (EU) 2017/745 (MDR), applicable since 26 May 2021, and the IVDR — manufacturers must set up a quality management system (including risk management, clinical evaluation, post-market surveillance and serious-incident reporting); certain devices must be inspected by a notified body before CE marking; devices must be registered in EUDAMED. ISO 13485 is not named on these pages. | |
| Nederlandse Voedsel- en Warenautoriteit (NVWA) Food businesses — producers, processors, storage, transport, hospitality and retail | Food hygiene rules — businesses must draw up a food safety plan based on the HACCP principles or use an approved hygiene code from their sector organisation; the NVWA checks whether the plan or code is followed; all branches must be registered with the NVWA. | HACCP |
| Nederlandse Arbeidsinspectie (Netherlands Labour Authority, NLA) All employers | Working Conditions Act (Arbowet) — risk inventory and evaluation (RI&E) with a plan of action, support from a certified occupational health and safety service or expert; the NLA checks compliance. ISO 45001 is not cited. | |
| Autoriteit persoonsgegevens (supervision of AI and algorithms) and Rijksinspectie Digitale Infrastructuur (RDI), as listed on the government business portal Providers and deployers of AI systems | EU Artificial Intelligence Act — bans certain AI practices; providers of high-risk AI systems must, among other things, have a risk management system and a quality management system. ISO/IEC 42001 is not cited. | |
| Huis voor Klokkenluiders (Dutch Whistleblowers Authority) Employers with more than 50 employees, and some sectors regardless of size | Wet bescherming klokkenluiders (Whistleblowers Protection Act, Wbk) — employers must have a notification procedure for reporting wrongdoing or suspected wrongdoing safely and confidentially. | |
| Rijksdienst voor Ondernemend Nederland (RVO, Netherlands Enterprise Agency) — reporting channel Locations with large energy use, and large companies | Energy saving obligation (energy-saving measures and reporting for locations above the thresholds stated on the page) and the EED audit obligation for large companies; reports are submitted via RVO's ePortal. ISO 50001 is not mentioned on the page. |
Accreditation and recognition
- Raad voor Accreditatie (RvA, Dutch Accreditation Council): National accreditation body — designated by the Dutch government in 2010 under European Regulation 765/2008; accredits laboratories, inspection bodies, certification bodies and verification bodies; member of the European co-operation for Accreditation (EA).
Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.
Cities
Tenders and procurement
- Aanbestedingswet 2012 — quality assurance and environmental management evidence (Dutch legislature (contracting authorities apply it)): Where a contracting authority asks for an independent statement that a supplier meets quality standards, it must refer to quality assurance schemes based on the European series of standards, certified by conformity assessment bodies, and accept equivalent certificates from bodies in other EU member states (and other evidence of equivalent measures in defined cases). For environmental management it refers to EMAS or other environmental management standards based on European or international standards and certified by conformity assessment bodies.
- TenderNed (Dutch government): The Dutch government's tendering system: an announcement platform where contracting authorities publish tenders and an application for fully digital procedures. It does not itself require ISO certificates; each tender sets its own selection criteria, which must be proportionate to the contract.
- CO₂ Performance Ladder (SKAO (Foundation for Climate Friendly Procurement and Business)): A procurement instrument and certification scheme for green public procurement: certified organisations gain an award advantage in tenders that use it. The page does not cite ISO 14001 or ISO 50001.
- 'Pas toe of leg uit' (comply-or-explain) list of open standards (Bureau Forum Standaardisatie): The Cyberbeveiligingsbesluit's explanatory note states that the ISO 27001 and ISO 27002 standards have applied to government since they were placed on the comply-or-explain list of Bureau Forum Standaardisatie, and that they form the basis of the BIO, mandatory for central and decentralised government.
- Aanbestedingswet 2012 — mandatory exclusion grounds (Dutch legislature (contracting authorities apply it)): A contracting authority excludes a candidate or tenderer with an irrevocable conviction for listed offences, including bribery (omkoping); a supplier may provide evidence of measures taken to demonstrate its reliability.

- Port of Rotterdam (port and industrial area): logistics, industry and energy, energy transition
- Brainport Eindhoven: high-tech systems, automotive (Automotive Campus), manufacturing industry (Brainport Industries Campus), technology R&D (High Tech Campus Eindhoven)

Questions Dutch clients ask
Are certification audits in the Netherlands conducted in Dutch or English?
Either, by agreement. Dutch is the official language and English is the everyday working language of many Dutch businesses, so tell the certification body at application which you want for the audit and for controlled documents. Expect Dutch-language records in public-sector and healthcare engagements, and follow any language clause written into a tender or contract.
Which accreditation should a certification body hold for the Netherlands?
Look for accreditation by the Raad voor Accreditatie (RvA), the national accreditation body designated by the Dutch government in 2010. It is a co-signatory of the ILAC-MRA and the IAF-MLA, whose functions passed to Global Accreditation Cooperation Incorporated in 2026. Recognition is not blanket, so check the certification body's RvA scope for the specific standard you need.
Do Dutch government tenders require ISO certificates?
Not as a general rule. Where a contracting authority asks for an independent statement on quality or environmental management, it must refer to schemes certified by conformity assessment bodies and accept equivalent certificates from other EU member states. Beyond that, each tender sets its own selection criteria, which must be proportionate to the contract, so read the tender documents themselves.
Is the Dutch NIS2 law in force?
Yes. Article 35 of the Cyberbeveiligingsbesluit states that the Cyberbeveiligingswet and the decree enter into force on 15 augustus 2026. The law implements Directive (EU) 2022/2555. Whether your organisation is an essential or important entity depends on the legal tests, so confirm your position with your counsel or the competent authority.
Do Dutch healthcare providers need NEN 7510 or ISO 27001?
The decree requires NEN 7510 and NEN 7512. Under the Besluit elektronische gegevensverwerking door zorgaanbieders, healthcare providers must use electronic systems safely and carefully in accordance with those two standards, and ISO/IEC 27001 is not named. Treat NEN 7510 as the legal reference, and confirm how it applies to you with your counsel or the Ministry.
Which body supervises the GDPR in the Netherlands?
The Autoriteit persoonsgegevens (AP). The Uitvoeringswet Algemene verordening gegevensbescherming states that the AP is the supervisory authority referred to in the GDPR, so Dutch organisations deal with it for complaints, breach questions and oversight of how personal data is handled.
