NIS2 compliance in the Netherlands at a glance

Cyberbeveiligingswet (Wet van 8 juli 2026, implementing Directive (EU) 2022/2555) is the instrument itself: it applies to the organisations within its scope, and buyers and partners in the Netherlands ask for evidence that you meet it.

The Cyberbeveiligingswet, the Dutch law implementing Directive (EU) 2022/2555, entered into force on 15 August 2026 together with the Cyberbeveiligingsbesluit. Organisations classed as essential or important entities now carry a duty of care to manage risks to their network and information systems, with specific measures in the decree covering areas such as business continuity, crisis management and the security of the supply chain, plus incident notification duties under the law. Supervision is carried out by the competent authorities designated under the law. There is no NIS2 certificate: compliance is demonstrated through governance decisions, risk assessments, implemented measures and records that a supervisor can examine. The decree's explanatory note records that existing frameworks such as ISO 27001 and NEN 7510 served as the starting point, which is why many entities use an ISO/IEC 27001 management system as the backbone. Sterling's Enschede office helps clients confirm whether they are in scope, runs the gap analysis against the decree and builds the evidence, with Effivity included.

Requirements

NIS2 requirements in the Netherlands

Strip away the vocabulary and NIS2 asks essential and important entities to comply in six areas of cyber risk management.

Management is accountableManagement bodies approve cyber risk measures, oversee them, take training and can be held liable for failures.
Risk measures cover the fundamentalsRisk analysis, security policies, incident handling, business continuity and secure acquisition and development are in place.
Supply chain security is managedThe security of suppliers and service providers, including their development practices, is assessed and written into contracts.
Access, cryptography and authentication are controlledAccess control, asset management, cryptography and multi-factor authentication are applied where appropriate.
Significant incidents are reportedSignificant incidents are notified to the national authority or CSIRT in stages, within the deadlines the law sets.
Effectiveness is assessedPolicies test whether the measures work, and staff receive basic cyber hygiene practices and training.

In the Netherlands these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: NIS2 explained →

      Time

How long does NIS2 compliance take in the Netherlands?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the Netherlands these are the factors that set the timeline.

      • Whether the organisation is an essential or important entity
      • Number of group entities and services in scope
      • Maturity of existing ISO/IEC 27001, BIO2 or NEN 7510 controls
      • Supply chain review

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does NIS2 compliance cost in the Netherlands?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In the Netherlands these factors move both.

      • Number of entities, sites and systems in scope
      • Remediation of technical measures
      • Incident response and reporting arrangements
      • Management training and governance work

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

NIS2 consultants and assessors in the Netherlands

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers NIS2 and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in the Netherlands are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in the Netherlands

Compliance, not certification: there is no NIS2 certificate. Evidence is the entity's scoping assessment, governance decisions, risk assessments, implemented measures, incident procedures and records available to the competent authority. ISO/IEC 27001 certification by an accredited body is an optional framework many entities use. Edition and transition details: NIS2 hub →

          Audit language

Supervisory correspondence is in Dutch; internal policies and evidence can be kept in Dutch or English.

          Remote and on-site

Gap analysis and evidence reviews can be on-site or remote; supervision follows the competent authority's procedures.

NIS2 in the Netherlands: questions clients ask

Is NIS2 law in force in the Netherlands?

Yes. The Dutch law implementing NIS2 is the Cyberbeveiligingswet, and its decree states that both enter into force on 15 augustus 2026. Whether your organisation is covered depends on a scoping assessment, so confirm with your counsel or the competent authority.

          Is there a NIS2 certificate?

No. NIS2 is compliance, not certification. Evidence is your scoping assessment, governance decisions, risk assessments, implemented measures, incident procedures and records available to the competent authority. ISO/IEC 27001 certification by an accredited body is an optional framework many entities use.

Does ISO 27001 certification make an entity NIS2 compliant?

No. ISO 27001 was a starting point for the decree, but the legal measures still have to be met. Certification can support your programme without replacing it, and the Cyberbeveiligingswet does not mandate it. Ask your counsel which measures apply.

Does the Cyberbeveiligingswet cover business continuity?

Yes. The decree sets out measures that include business continuity and crisis management, along with supply chain security. It also states that the law and decree enter into force on 15 augustus 2026, so continuity planning belongs in your NIS2 work.
