In short

ISO 22301 certification in the Netherlands at a glance

Two Dutch instruments bear on ISO 22301. Not one of them names it. So why do buyers in the Netherlands keep asking for the certificate?

Business continuity stopped being only good practice for many Dutch organisations when the Cyberbeveiligingsbesluit took effect alongside the Cyberbeveiligingswet. Its Article 9 on business continuity and crisis management expects essential and important entities to have an adopted business continuity policy and plan, and to apply that plan when an incident threatens continuity. Financial entities face a parallel expectation under DORA, which the AFM expects to supervise together with DNB. Neither instrument names ISO 22301, and certification is not compulsory, but the standard gives a tested structure for business impact analysis, recovery objectives, continuity plans and exercises that maps well onto both. Certificates are issued by certification bodies accredited by the Raad voor Accreditatie (RvA) or another recognised accreditation body. Sterling's Enschede office runs the impact analysis and risk assessment, writes the plans with the teams who will use them, and facilitates exercises before the stage 1 and stage 2 audits, with Effivity and Sterling Academy included.

The need

Who needs ISO 22301 in the Netherlands, and what happens without it

In the Netherlands the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Essential and important entities under NIS2The Cyberbeveiligingsbesluit requires an adopted business continuity policy and plan.
  • Financial entities and their ICT providersDORA covers ICT risk, incident management and testing.
  • Port, logistics and supply-chain operatorsCustomers depend on uninterrupted flows through the Rotterdam port and industrial area.

Requirements

ISO 22301 requirements in the Netherlands

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In the Netherlands these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

Time

How long does ISO 22301 certification take in the Netherlands?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the Netherlands these are the factors that set the timeline.

  • Number of critical activities and sites in scope
  • Completeness of the business impact analysis
  • Exercise programme needed before audit
  • Alignment with NIS2 or DORA obligations

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in the Netherlands?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Netherlands these factors move both.

  • Number of sites and critical activities
  • Depth of business impact analysis and risk assessment
  • Certification body audit fees quoted separately from consulting
  • Integration with ISO/IEC 27001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in the Netherlands

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the Netherlands are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22301 in the Netherlands (3)

    InstrumentHow it treats the standard
Cyberbeveiligingsbesluit — Artikel 9 (bedrijfscontinuïteit en crisisbeheer)Expected in practice
Essential and important entities must have an adopted business continuity policy and plan and apply the plan in an incident that threatens continuity; ISO 22301 is not named (the explanatory note gives ISO 22361 as an example for a crisis plan).
Digital Operational Resilience Act (DORA)Expected in practice
ICT risk management, incident management and testing for financial entities; ISO 22301 not cited.
Raad voor Accreditatie (RvA) — national accreditation body for certification bodiesMarket driver
Accredited certification for ISO 22301 is available through the Dutch national accreditation body or another body within the international recognition arrangements; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO 22301 covers without naming a standard, and ISO 22301 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in the Netherlands

Use a certification body accredited for this standard by the Raad voor Accreditatie (RvA) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 22301 hub →

    Audit language

Dutch and English are both used for audits; agree the audit and document language with the certification body at application, and follow any language requirement in a tender or contract.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 22301 in the Netherlands: questions clients ask

Does NIS2 require ISO 22301 in the Netherlands?

No. The Cyberbeveiligingsbesluit requires essential and important entities to adopt a business continuity policy and plan and apply it when an incident threatens continuity, but it does not name ISO 22301. The explanatory note gives ISO 22361 as an example for a crisis plan. Confirm your obligations with counsel.

Does ISO 22301 help with DORA?

It can support the evidence. DORA covers ICT risk management, incident management and testing for financial entities, and it does not cite ISO 22301. A certified continuity system gives you continuity and testing records to show, but the supervisor decides what is sufficient.

Who issues ISO 22301 certificates in the Netherlands?

ISO 22301 certificates come from a certification body that holds accreditation for this standard from the Raad voor Accreditatie, or from an equivalent body in the international arrangements. Check that the scope covers ISO 22301 and your sector before you commit to an audit programme.
