In short

PCI DSS compliance in the Netherlands at a glance

One Dutch instrument bears on PCI DSS. It does not name the standard. So why do buyers in the Netherlands keep asking for evidence of it?

Card payments run through Dutch web shops, payment service providers, contact centres and hospitality chains, and every organisation that stores, processes or transmits cardholder data is expected by the card brands to meet PCI DSS. The standard is owned by the PCI Security Standards Council; it is not a law, and there is no certificate in the ISO sense. Compliance is validated either by a Qualified Security Assessor through a Report on Compliance or through a self-assessment questionnaire, depending on what the payment brands and the acquirer require for the merchant or service provider level. Card data is also personal data, so the security duties of the AVG apply in parallel, with the Autoriteit persoonsgegevens supervising that side. Sterling's Enschede office defines the cardholder data environment, reduces scope, prepares policies and evidence for each requirement and supports the QSA assessment or self-assessment, with Effivity software and Sterling Academy training included in the engagement. Local questions follow.

PCI DSS requirements in the Netherlands

Strip away the vocabulary and PCI DSS asks any business that stores, processes or transmits card data to comply in six areas.

You know where card data livesThe cardholder data environment is scoped, data flows are mapped and the environment is segmented where possible.
Networks are protectedNetwork security controls restrict traffic to and from systems that handle card data, and configurations are hardened.
Stored data is minimised and protectedOnly the card data you need is kept, sensitive authentication data is not retained after authorisation except under issuer rules, and the rest is protected.
Access is restricted and authenticatedAccess to card data is limited to people who need it, with unique IDs and multi-factor authentication where required.
Systems are logged and testedActivity is logged and reviewed, vulnerabilities are scanned and patched, and penetration testing is carried out.
Policies and people keep it runningSecurity policies, staff awareness, vendor management and incident response keep controls working between assessments.

In the Netherlands these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: PCI DSS explained →

Time

How long does PCI DSS compliance take in the Netherlands?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the Netherlands these are the factors that set the timeline.

  • Size and segmentation of the cardholder data environment
  • Merchant or service provider level and validation type
  • Remediation of technical controls
  • Scheduling with the QSA

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does PCI DSS compliance cost in the Netherlands?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In the Netherlands these factors move both.

  • Scope of the cardholder data environment
  • QSA fees quoted separately from consulting
  • Technical remediation and tooling
  • Number of payment channels

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

PCI DSS consultants and assessors in the Netherlands

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers PCI DSS and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the Netherlands are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive PCI DSS in the Netherlands (2)

    InstrumentHow it treats the standard
PCI Security Standards Council — Qualified Security Assessor programmeScheme rule
PCI DSS is maintained by the PCI SSC; QSAs are qualified by the Council to assess compliance.
Regulation (EU) 2016/679 (GDPR) and the UAVGExpected in practice
Appropriate security of personal data, including card data; PCI DSS not cited.

"Expected in practice" means the instrument asks for the outcomes PCI DSS covers without naming a standard, and PCI DSS is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in the Netherlands

Compliance, not certification: PCI DSS compliance is validated by a Qualified Security Assessor (Report on Compliance) or by a self-assessment questionnaire, as the payment brands and the acquirer require for the merchant or service provider level. No QSA is named here unless verified. Edition and transition details: PCI DSS hub →

    Audit language

Reports and attestations are issued in English.

    Remote and on-site

QSAs may perform parts of the assessment remotely under PCI SSC guidance; on-site testing at the QSA's discretion.

PCI DSS in the Netherlands: questions clients ask

Is PCI DSS a law in the Netherlands?

No. PCI DSS is not a law in the Netherlands. It is a standard maintained by the PCI Security Standards Council, and it is enforced through card brand and acquirer contracts rather than statute. Your acquirer tells you what applies to your business, so start with that conversation.

Does a Dutch merchant need a QSA?

It depends on your level and on what the acquirer requires. Compliance is validated either by a Qualified Security Assessor, through a Report on Compliance, or by a self-assessment questionnaire, as the payment brands and the acquirer require for your merchant or service provider level. Ask your acquirer which route it expects.

Does the GDPR apply to card data?

Yes, in parallel. Card data is personal data, so the GDPR's duty of appropriate security applies alongside PCI DSS, which the GDPR does not cite. Meeting one does not discharge the other, and your counsel can advise on the overlap.
