In short

FSSC 22000 certification in the Netherlands at a glance

In the Netherlands, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

FSSC 22000 is a Dutch-owned scheme with global reach: Foundation FSSC, the non-profit and independent scheme owner, is based in the Netherlands, and its food safety management system certification is recognised by the Global Food Safety Initiative (GFSI). The scheme combines ISO 22000 with sector-specific prerequisite programmes and FSSC additional requirements, which is why retailers and brand owners buying from Dutch food processors, packaging makers and ingredient suppliers often specify it. Legal duties still sit underneath: food businesses must register with the NVWA and work to a food safety plan based on HACCP principles or an approved hygiene code. Certification is carried out by a certification body licensed by Foundation FSSC and accredited for the scheme, in the Netherlands commonly through the Raad voor Accreditatie (RvA). Sterling's Enschede office serves food producers nationwide, from the Foodvalley region to the Rotterdam port area, preparing prerequisite programmes, hazard analysis, food defence and food fraud plans for audit.

  • Food packaging manufacturersFSSC 22000 covers packaging manufacture as well as food.

FSSC 22000 requirements in the Netherlands

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In the Netherlands these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in the Netherlands?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the Netherlands these are the factors that set the timeline.

  • Number of sites and product categories in scope
  • Maturity of prerequisite programmes and HACCP plans
  • Food defence and food fraud assessments
  • Certification body scheduling for audits

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in the Netherlands?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Netherlands these factors move both.

  • Number of sites and production lines
  • Product categories and processes
  • Certification body audit fees quoted separately from consulting
  • Infrastructure or prerequisite programme upgrades

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in the Netherlands

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the Netherlands are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive FSSC 22000 in the Netherlands (3)

Raad voor Accreditatie (RvA) — national accreditation body for certification bodiesMarket driver
Accredited certification for FSSC 22000 is available through the Dutch national accreditation body or another body within the international recognition arrangements; no mandate.

Use a certification body licensed by Foundation FSSC and accredited for the scheme by the Raad voor Accreditatie (RvA) or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). FSSC 22000 in the Netherlands: questions clients ask

Is FSSC 22000 a Dutch scheme?

Largely, yes. Foundation FSSC, the non-profit and independent owner of the scheme, is based in the Netherlands, and the FSSC food safety management system is GFSI-recognised. That does not make it a Dutch legal requirement, and sites anywhere can use the scheme.

Is FSSC 22000 required by Dutch law?

No. The legal baseline for Dutch food businesses is a HACCP-based food safety plan or an approved hygiene code, together with registration with the NVWA. FSSC 22000 sits above that baseline as a voluntary scheme, so choose it when customers or retailers ask for it, and check obligations with the NVWA.

What is the difference between FSSC 22000 and ISO 22000?

ISO 22000 is a management system standard, while FSSC 22000 is a scheme built on it. FSSC 22000 combines ISO 22000 with sector prerequisite programmes and FSSC additional requirements. A site certified to the scheme therefore meets more than the ISO standard alone asks for.
