In short

ISO 27701 certification in the Netherlands at a glance

One Dutch instrument bears on ISO/IEC 27701. It does not name the standard. So why do buyers in the Netherlands keep asking for the certificate?

Questions from the Autoriteit persoonsgegevens push privacy teams towards evidence that is more structured than a policy folder. ISO/IEC 27701 sets requirements for a privacy information management system, with controls for controllers and processors that map onto GDPR duties such as records of processing, lawful bases, data subject rights and processor contracts. It does not demonstrate GDPR compliance on its own: the AVG and the Uitvoeringswet AVG (UAVG) remain the legal yardsticks. For SaaS providers, payroll processors and healthcare IT suppliers serving Dutch clients, an accredited ISO/IEC 27701 certificate is a practical way to answer due diligence questionnaires once rather than many times. Certification is carried out by a certification body accredited by the Raad voor Accreditatie (RvA) or another recognised accreditation body, often in the same audit cycle as ISO/IEC 27001. Sterling, with 8,100+ client engagements in 60+ countries, builds the privacy management system, maps GDPR obligations to the controls and prepares the evidence for audit.

The need

Who needs ISO 27701 in the Netherlands, and what happens without it

In the Netherlands the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Processors serving Dutch controllers — SaaS, payroll, HR and cloud providersControllers must use processors that provide sufficient guarantees; a certificate answers due diligence once.
  • Healthcare IT suppliersHealth data handling sits alongside NEN 7510 expectations.
  • Organisations already holding ISO/IEC 27001Extending the management system to privacy reuses existing controls and audits.

Requirements

ISO 27701 requirements in the Netherlands

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In the Netherlands these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

Time

How long does ISO 27701 certification take in the Netherlands?

There is no standard duration: it depends on your scope and on how much of the system already runs. In the Netherlands these are the factors that set the timeline.

  • Number of processing activities and systems in scope
  • Whether an ISO/IEC 27001 system already exists
  • Controller and processor roles to be covered
  • Time needed to generate evidence of internal audit and management review

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in the Netherlands?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Netherlands these factors move both.

  • Number of processing activities and entities
  • Volume of special category data
  • Certification body audit fees quoted separately from consulting
  • Integration with ISO/IEC 27001 audits

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in the Netherlands

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in the Netherlands are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27701 in the Netherlands (2)

    InstrumentHow it treats the standard
Regulation (EU) 2016/679 (GDPR) and the UAVGExpected in practice
The law requires appropriate measures and accountability; it does not cite ISO/IEC 27701.
Raad voor Accreditatie (RvA) — national accreditation body for certification bodiesMarket driver
Accredited certification for ISO/IEC 27701 is available through the Dutch national accreditation body or another body within the international recognition arrangements; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in the Netherlands

Use a certification body accredited for this standard by the Raad voor Accreditatie (RvA) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

Dutch and English are both used for audits; agree the audit and document language with the certification body at application, and follow any language requirement in a tender or contract.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27701 in the Netherlands: questions clients ask

Does ISO 27701 prove GDPR compliance?

No. The GDPR and the UAVG remain the legal yardstick, and the law requires appropriate measures and accountability without citing ISO/IEC 27701. The certificate is supporting evidence of a privacy management system, not a finding of compliance. Take advice from your counsel on where you stand.

Does the Autoriteit persoonsgegevens recognise ISO 27701?

The Autoriteit persoonsgegevens supervises the GDPR, and ISO/IEC 27701 is a voluntary management-system certificate. Nothing in the Dutch GDPR framework shows the AP endorsing the standard, so treat it as optional supporting evidence of good practice and ask the AP directly if you need its position.

Who issues ISO 27701 certificates in the Netherlands?

The certificate comes from a certification body accredited for ISO/IEC 27701, with accreditation from the RvA or another body in the international mutual recognition arrangements. Confirm the scope includes this standard and your sector before applying, since accreditation for other standards does not automatically extend to this one.
