HACCP certification in the Netherlands at a glance
Food hygiene rules is the instrument itself: it applies to the organisations within its scope, and buyers and partners in the Netherlands ask for evidence that you meet it.
Every food business operating in the Netherlands must work to a food safety plan based on the HACCP principles, or use a hygiene code approved for its sector, and the NVWA checks whether that plan or code is followed. Businesses that make, process, transport or store food must also register their branches with the NVWA. HACCP is therefore first a legal obligation, not a certificate. Voluntary HACCP certification is offered by certification bodies under private schemes, and buyers sometimes ask for it from smaller producers, caterers and logistics providers that are not ready for FSSC 22000 or ISO 22000; check that the body is accredited for the scheme by the Raad voor Accreditatie (RvA) or another recognised accreditation body. Where a sector hygiene code does not fit the processes, a documented HACCP plan with hazard analysis, critical control points, monitoring, corrective action and verification is the route. Sterling's expert and experienced consultants, working from the Enschede office, build that plan, train the team and prepare records for inspection and audit.
Who needs HACCP in the Netherlands, and what happens without it
In the Netherlands the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Food producers and processorsA HACCP-based food safety plan or approved hygiene code is a legal requirement; the NVWA checks it.
- Caterers, hospitality and food retailThe same obligation applies; a hygiene code is often used.
- Food storage and transport businessesBranches must be registered with the NVWA and follow hygiene rules.
- Smaller suppliers asked by buyers for certificationVoluntary HACCP certification is a step before ISO 22000 or FSSC 22000.

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.
In the Netherlands these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

How long does HACCP certification take in the Netherlands?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the Netherlands these are the factors that set the timeline.
- Number of sites and product types
- Whether an approved sector hygiene code fits the processes
- Completeness of monitoring and verification records
- Certification body scheduling where certification is sought
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does HACCP certification cost in the Netherlands?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Netherlands these factors move both.
- Number of sites and processes
- Prerequisite and hygiene upgrades needed
- Certification body fees where certification is sought
- Staff training needs
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
HACCP consultants and certification bodies in the Netherlands
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the Netherlands are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in the Netherlands
HACCP principles are a legal obligation; there is no single statutory HACCP certificate. Voluntary HACCP certification is issued by certification bodies under private schemes; check that the body is accredited for that scheme by the Raad voor Accreditatie (RvA) or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). The NVWA inspects, it does not certify. No body is named here unless verified. Edition and transition details: HACCP hub →
Audit language
Dutch and English are both used for audits; agree the audit and document language with the certification body at application, and follow any language requirement in a tender or contract.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
HACCP in the Netherlands: questions clients ask
Is HACCP mandatory in the Netherlands?
Yes. Food businesses must draw up a food safety plan based on the HACCP principles or use an approved hygiene code, and the NVWA checks compliance. The duty applies to producers, processors, storage, transport, hospitality and retail alike. Ask the NVWA if you are unsure which route fits your business.
Can a hygiene code replace a HACCP plan?
Yes, as an alternative. Instead of writing your own plan, a business may use an approved hygiene code from its sector organisation. The rule is either a plan based on the HACCP principles or such a code, and the NVWA checks whether the one you chose is actually followed.
Does the NVWA issue HACCP certificates?
No. The NVWA inspects food businesses but does not certify them. HACCP principles are a legal obligation with no single statutory certificate, and voluntary certification is issued by certification bodies under private schemes. Check that the body holds accreditation for the scheme from the RvA or an equivalent accreditation body.
Must food businesses register with the NVWA?
Yes. All branches that make, process, transport or store food must be registered with the NVWA. This is a separate obligation from the HACCP-based plan, so a business needs both. Confirm the registration steps for each branch with the NVWA directly.
