ISO 37001 certification in the Netherlands at a glance
One Dutch instrument bears on ISO 37001. It does not name the standard. So why do buyers in the Netherlands keep asking for the certificate?
Bribery convictions carry direct commercial consequences for Dutch suppliers. Under the Aanbestedingswet 2012, a contracting authority excludes a candidate or tenderer with an irrevocable conviction for bribery, among other listed offences, although a supplier can present evidence of measures taken to demonstrate its reliability. ISO 37001 gives organisations a structured anti-bribery management system: bribery risk assessment, due diligence on business associates, gifts and hospitality controls, financial and non-financial controls, investigation and raising concerns. It sits alongside the Wet bescherming klokkenluiders, which requires employers with more than 50 employees to have a notification procedure for reporting wrongdoing. Neither law requires ISO 37001, and certification is voluntary, issued by a certification body accredited for the standard by the Raad voor Accreditatie (RvA) or another recognised accreditation body. Sterling, with 20+ years of management-system experience, runs the bribery risk assessment, writes proportionate controls and prepares the evidence for the stage 1 and stage 2 audits. Questions follow.
Who needs ISO 37001 in the Netherlands, and what happens without it
In the Netherlands the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Suppliers to public authoritiesA bribery conviction is a mandatory exclusion ground; measures demonstrating reliability matter.
- Employers with more than 50 employeesThe Wbk requires a reporting procedure, which an anti-bribery system builds on.
- Exporters and firms using agents or intermediaries abroadBusiness associate due diligence is a core ISO 37001 control.

Strip away the vocabulary and ISO 37001 requires a company to prove six things about how it prevents, detects and responds to bribery.
In the Netherlands these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 37001 explained →

How long does ISO 37001 certification take in the Netherlands?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the Netherlands these are the factors that set the timeline.
- Number of entities, countries and business associates in scope
- Completeness of the bribery risk assessment
- Due diligence on agents and intermediaries
- Time needed to generate evidence of internal audit and management review
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 37001 certification cost in the Netherlands?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Netherlands these factors move both.
- Number of entities and high-risk functions
- Volume of business associate due diligence
- Certification body audit fees quoted separately from consulting
- Integration with ISO 37301 or ISO 9001
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 37001 consultants and certification bodies in the Netherlands
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 37001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the Netherlands are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 37001 in the Netherlands (3)
| Instrument | How it treats the standard |
|---|---|
| Aanbestedingswet 2012 — mandatory exclusion grounds | Expected in practice Contracting authorities exclude candidates with an irrevocable conviction for listed offences including bribery; suppliers may show measures taken to demonstrate reliability; ISO 37001 not cited. |
| Wet bescherming klokkenluiders (Wbk) | Related Employers with more than 50 employees must have a notification procedure; ISO 37001 not cited. |
| Raad voor Accreditatie (RvA) — national accreditation body for certification bodies | Market driver Accredited certification for ISO 37001 is available through the Dutch national accreditation body or another body within the international recognition arrangements; no mandate. |
"Expected in practice" means the instrument asks for the outcomes ISO 37001 covers without naming a standard, and ISO 37001 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in the Netherlands
Use a certification body accredited for this standard by the Raad voor Accreditatie (RvA) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 37001 hub →
Audit language
Dutch and English are both used for audits; agree the audit and document language with the certification body at application, and follow any language requirement in a tender or contract.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 37001 in the Netherlands: questions clients ask
Does a Dutch tender exclude suppliers for bribery?
Yes, in defined cases. A contracting authority excludes a candidate or tenderer with an irrevocable conviction for listed offences, including bribery (omkoping), and the supplier may provide evidence of measures taken to demonstrate its reliability. ISO 37001 is not cited, so check the tender and your counsel's advice.
Does the Whistleblowers Protection Act require ISO 37001?
No. The Wbk requires employers with more than 50 employees to have a notification procedure for reporting wrongdoing, and it does not cite ISO 37001. The standard can complement a reporting procedure, but the legal duty stands separately, so confirm with your counsel whether your organisation falls within the Wbk.
Who issues ISO 37001 certificates in the Netherlands?
Certification bodies accredited for ISO 37001 issue these certificates, with accreditation granted by the Raad voor Accreditatie or another body within the international arrangements. Ask to see the accreditation scope covering this standard and your sector, and do not assume a body accredited for other standards also covers it.
