ISO 45001 certification in the Netherlands at a glance
One Dutch instrument bears on ISO 45001. It does not name the standard. So why do buyers in the Netherlands keep asking for the certificate?
Dutch employers already work within a demanding legal frame for health and safety: the Working Conditions Act requires a risk inventory and evaluation (RI&E) with a plan of action, support from a certified occupational health and safety service or expert, and the Netherlands Labour Authority checks compliance. ISO 45001 does not replace any of that. What it adds is a management system around it, covering leadership commitment, worker participation, hazard identification beyond the RI&E, contractor control, incident investigation and internal audit, that clients in construction, manufacturing and port logistics recognise across borders. Certification is voluntary and comes from a certification body accredited for ISO 45001 by the Raad voor Accreditatie (RvA) or another accreditation body within the international recognition arrangements. Sterling's expert and experienced consultants work from the Enschede office to connect the existing RI&E, plan of action and health and safety contracts to the standard's requirements, so the system builds on documents the business already maintains. Local questions are answered below.
Who needs ISO 45001 in the Netherlands, and what happens without it
In the Netherlands the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- All employers building on the RI&EThe Working Conditions Act already requires an RI&E and plan of action; ISO 45001 adds the management system.
- Construction and installation contractorsMain contractors and clients use occupational health and safety certification in prequalification.
- Port, logistics and industrial operators around RotterdamHigh-risk operations and contractor control benefit from a certified system.
- Manufacturers in Brainport EindhovenMultinational customers include health and safety in supplier audits.

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.
In the Netherlands these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How long does ISO 45001 certification take in the Netherlands?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the Netherlands these are the factors that set the timeline.
- Number of sites and high-risk activities in scope
- Quality and currency of the existing RI&E and plan of action
- Worker consultation and participation arrangements
- Time needed to generate evidence of internal audit and management review
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 45001 certification cost in the Netherlands?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Netherlands these factors move both.
- Number of sites and headcount in scope
- Number of contractors and high-risk tasks
- Certification body audit fees quoted separately from consulting
- Integration with ISO 14001 or ISO 9001
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 45001 consultants and certification bodies in the Netherlands
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the Netherlands are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Dutch and English are both used for audits; agree the audit and document language with the certification body at application, and follow any language requirement in a tender or contract.

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 45001 in the Netherlands: questions clients ask
Does ISO 45001 replace the RI&E?
No. The Arbowet requires a risk inventory and evaluation (RI&E) with a plan of action and certified occupational health and safety support, and the Nederlandse Arbeidsinspectie checks compliance. Those duties remain even with a certificate, so confirm your position with the NLA or your counsel.
Is ISO 45001 mandatory in the Netherlands?
No Dutch law requires it, and the Arbowet does not cite it. Demand comes from clients and contractors who ask suppliers for evidence of a managed health and safety system. Check each customer's contract wording to see what they expect.
Who issues ISO 45001 certificates in the Netherlands?
Certification bodies accredited for ISO 45001 issue them. That accreditation comes from the RvA or another body within the international mutual recognition arrangements, and the scope must cover this standard and your sector. Ask any body you are considering to show its scope before you agree to an audit.
