ISO 27001 certification in the Netherlands at a glance
Baseline Informatiebeveiliging Overheid 2 (BIO2) refers to ISO/IEC 27001, yet none of the Dutch instruments checked makes it compulsory. Buyers in the Netherlands ask for it anyway.
Government buyers set the tone for information security in Dutch procurement. Every government organisation works to the Baseline Informatiebeveiliging Overheid (BIO2), which is based on NEN-EN-ISO/IEC 27001:2023 and NEN-EN-ISO/IEC 27002:2022, and suppliers handling government data are routinely asked how their own controls compare. Since the Cyberbeveiligingswet came into force on 15 August 2026, essential and important entities under NIS2 also carry a statutory duty of care for their network and information systems; the Cyberbeveiligingsbesluit's explanatory note records that existing frameworks such as ISO 27001 and NEN 7510 were the starting point. ISO/IEC 27001 certification remains voluntary and is issued by a certification body, preferably one accredited by the Raad voor Accreditatie (RvA), after stage 1 and stage 2 audits of the information security management system. Sterling's Enschede office supports organisations from scoping and risk assessment through the Statement of Applicability, internal audit and management review, with Effivity software and Sterling Academy training included in the engagement.
Who needs ISO 27001 in the Netherlands, and what happens without it
In the Netherlands the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Suppliers handling data for central and local governmentGovernment organisations work to BIO2, which is based on ISO/IEC 27001 and 27002, and carry those expectations into supplier contracts.
- Essential and important entities under NIS2The Cyberbeveiligingswet imposes a duty of care for network and information systems; the decree's explanatory note names ISO 27001 as one of the frameworks used as the starting point.
- Healthcare providers and health IT suppliersThe healthcare decree requires NEN 7510 and NEN 7512; ISO/IEC 27001 certification is often held alongside.
- ICT providers to banks, insurers and investment firmsDORA covers ICT risk management and supervision of critical IT service providers.
- SaaS and managed-service providers around Brainport Eindhoven and Kennispark TwenteCustomers' security questionnaires ask for an accredited certificate.

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.
In the Netherlands these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How long does ISO 27001 certification take in the Netherlands?
There is no standard duration: it depends on your scope and on how much of the system already runs. In the Netherlands these are the factors that set the timeline.
- Number of locations, data centres and cloud services in scope
- Maturity of the risk assessment and Statement of Applicability
- Overlap with BIO2, NEN 7510 or NIS2 measures already in place
- Certification body scheduling around the summer holiday period
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27001 certification cost in the Netherlands?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In the Netherlands these factors move both.
- Headcount and number of sites in scope
- Number of systems and outsourced suppliers
- Certification body audit fees quoted separately from consulting
- Integration with ISO/IEC 27701 or NEN 7510 work
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27001 consultants and certification bodies in the Netherlands
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in the Netherlands are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 27001 in the Netherlands (4)
| Instrument | How it treats the standard |
|---|---|
| Baseline Informatiebeveiliging Overheid 2 (BIO2) | Refers to / expects BIO2 is based on NEN-EN-ISO/IEC 27001:2023 (nl) and NEN-EN-ISO/IEC 27002:2022 (nl); applies to government organisations, not directly to suppliers. |
| Cyberbeveiligingswet and Cyberbeveiligingsbesluit | Expected in practice Duty of care and measures for NIS2 entities; the explanatory note states ISO 27001 and NEN 7510 were used as the starting point; certification not mandated. |
| Comply-or-explain list of Bureau Forum Standaardisatie (as stated in the Cyberbeveiligingsbesluit's explanatory note) | Refers to / expects ISO 27001 and ISO 27002 apply to government through the comply-or-explain list. |
| Besluit elektronische gegevensverwerking door zorgaanbieders | Does not name the standard Requires NEN 7510 and NEN 7512 for healthcare providers. |
"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in the Netherlands
Use a certification body accredited for this standard by the Raad voor Accreditatie (RvA) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 27001 hub →
Audit language
Dutch and English are both used for audits; agree the audit and document language with the certification body at application, and follow any language requirement in a tender or contract.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 27001 in the Netherlands: questions clients ask
Is ISO 27001 mandatory for Dutch government suppliers?
Not by general law. BIO2 binds government organisations and is based on ISO/IEC 27001, but supplier requirements are set per contract or tender. TenderNed does not itself require ISO certificates, so read the specific tender or contract, and ask the contracting authority if the wording is unclear.
Does ISO 27001 certification satisfy the Cyberbeveiligingswet?
No. The Cyberbeveiligingswet sets its own duty of care and measures. The explanatory note says ISO 27001 and NEN 7510 were a starting point for the decree, and it does not mandate certification. Certification can support your approach but cannot replace meeting the legal measures.
NEN 7510 or ISO 27001 for a Dutch healthcare organisation?
The decree names NEN 7510 and NEN 7512 for healthcare providers, not ISO/IEC 27001. For legal purposes, therefore, NEN 7510 is the reference point. ISO 27001 is a different standard and does not replace the decree's wording. Your counsel or the Ministry can advise how your organisation should handle both.
Who issues ISO 27001 certificates in the Netherlands?
Use a certification body accredited for ISO 27001 by the RvA or by another accreditation body within the international recognition arrangements. Its scope has to cover the standard and your sector, and the Raad voor Accreditatie's register is the place to verify that.
