In short

ISO 27001 certification in Nepal at a glance

Cyber Resilience Guidelines 2023 (Nepal Rastra Bank) refers to ISO/IEC 27001, yet none of the Nepali instruments checked makes it compulsory. Buyers in Nepal ask for it anyway.

Payment institutions licensed by Nepal Rastra Bank were told in the Cyber Resilience Guidelines 2023 to benchmark their cyber resilience frameworks against industry standards such as the ISO/IEC 27000 series, and to obtain assurance from participants and suppliers, including third-party certification. Banks then pass that expectation to software houses, data centres and outsourcing providers. Privacy law adds weight: the Privacy Act, 2075 (2018) prohibits unauthorised access to electronic information, and the Individual Privacy Regulations, 2077 require it to be kept confidential and secure. ISO/IEC 27001 is the certifiable way to show those controls work, with certification by a body accredited for information security management. Sterling's Mumbai office runs the risk assessment, Statement of Applicability, control build and internal audit, with Effivity for evidence and Sterling Academy awareness training included with the engagement.

The need

Who needs ISO 27001 in Nepal, and what happens without it

In Nepal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Payment service providers and other NRB-licensed payment institutionsNRB's Cyber Resilience Guidelines 2023 point their frameworks to the ISO/IEC 27000 series as a benchmark.
  • IT, software and outsourcing firms serving banksThe guidelines let institutions ask third parties for a certification, accreditation or external audit of their security capability.
  • Organisations holding customer data electronicallyThe Individual Privacy Regulations, 2077 require electronic information to be kept confidential and secure against unauthorised access.

ISO 27001 requirements in Nepal

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Nepal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a Nepali company certified

  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.

Time

How long does ISO 27001 certification take in Nepal?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Nepal these are the factors that set the timeline.

  • Scope: entities, locations, data centres and cloud services
  • Maturity of risk assessment and existing controls
  • Supplier and bank customer requirements
  • Certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Nepal?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Nepal these factors move both.

  • Headcount and number of locations in scope
  • Control remediation such as logging, access and backup
  • Certification body audit fees quoted separately from consulting
  • Penetration testing and other technical assurance

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Nepal

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Nepal are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Nepal (3)

InstrumentHow it treats the standard
Cyber Resilience Guidelines 2023 (Nepal Rastra Bank)Refers to / expects
Licensed institutions' cyber resilience frameworks should use industry standards such as the ISO/IEC 27000 series as benchmarks, and third-party certification is accepted as a form of assurance.
Individual Privacy Regulations, 2077 (वैयक्तिक गोपनीयता सम्बन्धी नियमावली, २०७७)Expected in practice
Electronic information must be kept confidential and secure against unauthorised access; the Regulations name no standard.
Privacy Act, 2075 (2018)Expected in practice
Prohibits unauthorised access to information held in electronic means; names no standard.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Nepal

Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), and check that the accreditation scope covers the standard and your sector. NBSM, the national standards body, describes no national accreditation body for certification bodies, so certificates used in Nepal usually carry accreditation from an accreditation body in another economy; ask for the accreditation certificate and scope. Audit language

Most Nepali laws and official notices are issued in Nepali, and the Nepal Law Commission publishes English translations of many Acts, including the Privacy Act. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Stage audits combine on-site visits to offices and data centres with remote review of records and cloud configurations, at the certification body's discretion.

ISO 27001 in Nepal: questions clients ask

Does Nepal Rastra Bank require ISO 27001?

It points to it without mandating certification. The Cyber Resilience Guidelines 2023 ask institutions licensed by NRB's Payment Systems Department to benchmark their frameworks against standards such as the ISO/IEC 27000 series, and accept third-party certification as one form of assurance. NRB assesses each institution against its own risk-based approach, so confirm expectations with your supervisor.

Can ISO 27001 help with Nepal's privacy rules?

Yes, on the security side. The Privacy Act prohibits unauthorised access to information held electronically, and the 2077 Regulations require electronic information to be kept confidential and secure. ISO 27001 gives you the risk assessment and controls to show that. Consent and disclosure rules still need their own processes, so have your counsel review them.

Why do Nepali IT vendors seek ISO 27001?

Because their banking and payment clients are encouraged to check them. NRB's guidelines suggest institutions ask suppliers for an assessment of their security capability, such as a certification or external audit. An accredited ISO 27001 certificate answers that request once instead of in every customer questionnaire.

Who certifies ISO 27001 in Nepal?

A certification body accredited for information security management within the international recognition arrangements; the certificate usually comes from a body accredited in another economy. Ask for the accreditation certificate, confirm that its scope covers ISO/IEC 27001 and your services, and check whether the body accepts remote audit days for cloud-hosted systems.
