In short

ISO 45001 certification in Nepal at a glance

Two Nepali instruments bear on ISO 45001. Not one of them names it. So why do buyers in Nepal keep asking for the certificate?

Tunnel crews on a hydropower project and kiln operators in a cement plant work under the same statute. The Labour Act, 2074 obliges every employer to adopt and register a safety and health policy, to control hazardous substances, to train workers in a language they understand and to issue protective equipment free of charge, and it requires a safety and health committee wherever twenty or more people work. ISO 45001 turns those duties into a managed system with risk assessment, consultation and corrective action. The Department of Labour and Occupational Safety oversees compliance, while certification comes from an accredited certification body. Sterling's Mumbai office runs gap assessments, hazard registers and internal audits on-site where the work needs it, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 45001 in Nepal, and what happens without it

In Nepal the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Every employer with a workplaceThe Labour Act, 2074 requires a safety and health policy, registered with the labour office, and a set of employer duties to workers.
  • Establishments with twenty or more workersThe Act requires them to form a safety and health committee.
  • Hydropower, tunnelling and construction contractorsHigh-hazard project work draws scrutiny from lenders, project owners and tender evaluators.
  • Cement and steel plantsHeavy industry handles chemical and physical hazards that the Act's employer duties address directly.

Requirements

ISO 45001 requirements in Nepal

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Nepal these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Nepal?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Nepal these are the factors that set the timeline.

  • Number of sites, shifts and contractors in scope
  • Maturity of hazard identification and incident records
  • Safety and health committee set-up and worker consultation
  • Access to remote project sites in the monsoon

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Nepal?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Nepal these factors move both.

  • Headcount, contractors and number of sites
  • High-risk activities such as tunnelling, lifting and confined spaces
  • Certification body audit fees quoted separately from consulting
  • Training needs across languages and shifts

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Nepal

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Nepal are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Nepal (2)

InstrumentHow it treats the standard
Labour Act, 2074 (श्रम ऐन, २०७४) and Labour Rules, 2075Does not name the standard
Requires an employer safety and health policy registered with the office, employer duties on safe environment, hazardous substances, training and free protective equipment, and a safety and health committee in establishments with twenty or more workers; the Labour Rules, 2075 set the labour audit report format.
Public Procurement Act, 2063, Public Procurement Rules and standard bidding documents (Public Procurement Monitoring Office)Expected in practice
Each bidding document decides whether a safety management certificate is requested.

"Expected in practice" means the instrument asks for the outcomes ISO 45001 covers without naming a standard, and ISO 45001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Nepal

Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), and check that the accreditation scope covers the standard and your sector. NBSM, the national standards body, describes no national accreditation body for certification bodies, so certificates used in Nepal usually carry accreditation from an accreditation body in another economy; ask for the accreditation certificate and scope. Audit language

Most Nepali laws and official notices are issued in Nepali, and the Nepal Law Commission publishes English translations of many Acts, including the Privacy Act. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Stage audits are held at operating sites; document review and some interviews can be remote at the certification body's discretion.

ISO 45001 in Nepal: questions clients ask

What safety duties does Nepal's Labour Act place on employers?

Several concrete ones. Employers must make and implement a safety and health policy and register it with the office, provide a safe working environment, control chemical, physical and biological hazards, give information and training in a suitable language and supply protective equipment without charging workers. Confirm current detail with the Department of Labour and Occupational Safety.

Does ISO 45001 satisfy the Labour Act?

Not by itself, but it covers much of the ground. The Act names no ISO standard; its policy, committee and employer-duty requirements stand on their own. An ISO 45001 system gives you the hazard identification, training records and corrective action that make those duties demonstrable. Ask your counsel which statutory records an inspector expects.

When must a workplace set up a safety and health committee?

When it has twenty or more workers. The Labour Act, 2074 requires such establishments to form a safety and health committee, and its functions follow the Act and Rules. In an ISO 45001 system the committee is a natural channel for worker consultation and participation, so build its minutes into your evidence.

Who certifies ISO 45001 in Nepal?

An accredited certification body within the international recognition arrangements, usually accredited in another economy. Check the accreditation scope against your sector, especially for construction or hydropower work, before you commit, and ask whether its auditors can visit remote project sites during active work so that the audit samples real operations.
