ISO and GRC certification in Maldives at a glance

Resort operators, tuna processors, contractors and banks across the Maldives meet ISO and GRC requirements through a small set of national laws and the expectations of overseas buyers. The Food Safety Act, Law No. 6/2024, set up the Maldives Food and Drug Authority to register and license food producers and premises, including those that export. The Workplace Safety and Health Act, Law No. 2/2024, asks every employer for a health and safety policy and a health and safety officer at each workplace, while the Environment Protection and Preservation Act requires an impact assessment report before projects that may significantly change the environment. The Maldives Monetary Authority licenses banks and oversees payment systems, and public bodies post invitations for bids in the Government Gazette. Demand comes from resorts and hospitality, fisheries, construction, food distribution, financial services and state-owned companies, from Malé to the outer atolls. Certificates come from accredited certification bodies, never from Sterling. Sterling's Mumbai office serves Maldivian clients on-site and remotely, bringing 8,100+ client engagements in 60+ countries, 20+ years of practice, and Effivity and Sterling Academy with every engagement.

Regulators and laws that drive certification in Maldives (7)

Law or regulatorWhat it asks forStandards it cites
Constitution of the Republic of Maldives (2008), Article 24
no regulator named in Article 24; enforced through the courts
Article 24 states that everyone's private and family life, home and private communications are to be respected, and that every person must respect these rights in others. It is a constitutional right, not a data protection code: it sets no registration, breach or transfer rules and cites no ISO standard.
Maldives Food and Drug Authority (MFDA), a government office established under section 8 of the Food Safety Act and run under the Ministry; the Minister answers to Parliament for it
food safety, food imports and exports, medicines
Law No. 6/2024, the Food Safety Act (Dhivehi: ކާބޯތަކެތީގެ ރައްކާތެރިކަމުގެ ޤާނޫނު), in force from 23 August 2024 as the legislation portal states. It covers food produced and used in the country and food imported and exported; food producers must register their premises with the Authority before production and hold a licence under section 47, food preparation premises must also register, and the Authority sets the rules for referral laboratories. The Act does not name HACCP, ISO 22000 or any certification scheme.
Maldives Monetary Authority (MMA), the central bank, established under Law No. 6/81
banking and payments
Law No. 24/2010, the Maldives Banking Act, under which the MMA licenses banks and weighs an applicant's financial and managerial capacity and risk management procedures; and Law No. 8/2021, the National Payment System Act, under which the MMA oversees payment systems. Neither law names an ISO standard.
the Ministry responsible for employment, a Workplace Safety and Health Advisory Council that advises the Minister, a Director General for Workplace Safety and Health who monitors compliance, and the Labour Relations Authority established under the Employment Act
workplace safety and health (all employers)
Law No. 2/2024, the Workplace Safety and Health Act, in force from 2 April 2024 as the legislation portal states. Employers carry general duties for the safety and health of employees, must prepare a health and safety policy as the regulations set out, and must appoint a health and safety officer at every workplace. The Act does not cite ISO 45001.
the Ministry responsible for the environment
environment and development projects
Law No. 4/93, the Environment Protection and Preservation Act: before any project that may significantly change the environment, an environmental impact assessment report is prepared and submitted to the Ministry, which sets when one is needed. The Act does not cite ISO 14001.
the Ministry responsible for tourism
tourism and resorts
Law No. 2/99, the Maldives Tourism Act, which designates tourism zones and islands and governs the leasing of islands for tourist resorts; the Government Gazette lists its fifteenth and sixteenth amendments as Laws No. 2/2025 and 26/2025. The Act does not name any ISO standard.
the Ministry responsible for fisheries
fisheries and fish processing for export
Law No. 14/2019, the Fisheries Act of the Maldives, which reaches people, vessels and places engaged in processing and export among other fisheries activities; the Government Gazette lists its second amendment as Law No. 14/2026. The Act does not name HACCP or ISO 22000.

Accreditation and recognition

Look for a certification body whose accreditation scope covers your standard and sector, from a national accreditation body recognised under the international arrangements of Global ACI (Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Sterling does not certify.

    Tenders and procurement

    • Invitations for bids in the Government Gazette (the issuing government body or state-owned company): Public bodies and state companies publish invitations for bids in the Government Gazette (gazette.gov.mv); each notice and its bid document set the qualification criteria. A notice for a company owned by the Maldives Monetary Authority, for example, shares the detailed requirements only with registered bidders. No general rule requiring ISO certification is recorded.

    Economic zones

    • Special Economic Zones under Law No. 24/2014 (Special Economic Zones Act): investment projects approved by the Board of Investments, integrated tourism and large-scale real estate development

    Requirements, clause by clause

What the standards require, clause by clause

Before you start in Maldives, read what each clause and subclause requires of you, how to implement it, the evidence auditors look for and the mistakes to avoid.

    Questions Maldivian clients ask

Who regulates food safety in the Maldives?

The Maldives Food and Drug Authority does. It is a government office set up by the Food Safety Act, Law No. 6/2024, and run under the Ministry. The Act covers food made and used in the country as well as imports and exports; producers register their premises with the Authority before production and need a licence, and food preparation premises register too. The Act names no certification scheme.

What does the Workplace Safety and Health Act require of employers?

It gives employers general duties for the safety and health of their staff. Each employer prepares a health and safety policy in the form the regulations set and appoints a health and safety officer at every workplace. A Director General for Workplace Safety and Health monitors compliance, and an advisory council guides the Minister. The Act does not mention ISO 45001; ask your counsel how it applies to your sites.

Is personal privacy protected by Maldivian law?

Yes, as a constitutional right. Article 24 of the Constitution says everyone's private and family life, home and private communications are to be respected, and that every person must respect these rights in others. It sets no registration, breach-reporting or transfer rules for businesses, so take advice from your counsel on how privacy duties affect your own operations.

Where are public tenders in the Maldives announced?

In the Government Gazette. Public bodies and state-owned companies publish invitations for bids at gazette.gov.mv, and each notice and its bid document set their own qualification criteria; some share the detailed requirements only with registered bidders. Read each bid document for any certificate it asks you to hold, because no general rule requiring ISO certification applies across all tenders.

In what language are certification audits run in the Maldives?

Usually English, with interviews in Dhivehi where staff prefer it. Dhivehi is the national language and Acts are published in it, while regulator websites and many Gazette bid notices use English. Agree the audit language, any interpreter and the language of controlled documents with the certification body when you apply, since the body decides what it can staff.
