ISO 22000 certification in Maldives at a glance
Two Maldivian instruments bear on ISO 22000. Not one of them names it. So why do buyers in Maldives keep asking for the certificate?
Fish leaves Maldivian processing plants for buyers who want proof that hazards are controlled, and that proof is usually a certified food safety management system. At home, the Food Safety Act, Law No. 6/2024, gave the Maldives Food and Drug Authority power to register and license food producers, importers and preparation premises, so the same discipline now matters to resort kitchens, caterers and cold stores. ISO 22000 combines prerequisite programmes, hazard analysis, operational controls and management review in one system that an accredited certification body can audit. It does not replace registration with the Authority, and buyers differ in the scheme they accept: some ask for FSSC 22000 instead. Sterling's Mumbai office maps the requirements of your buyers and licence conditions onto the system, prepares the plant or kitchen for audit and keeps evidence current in Effivity. Certification itself comes from the accredited body, never from Sterling.
Who needs ISO 22000 in Maldives, and what happens without it
In Maldives the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Tuna and fish processors exporting their productsThe Fisheries Act reaches places that process fish for export, and importing buyers commonly expect a certified food safety system.
- Food producers registered with the MFDAThe Food Safety Act requires producers to register premises with the Authority and hold a licence before production.
- Resort and hotel kitchens and catering companiesFood preparation premises must register with the Authority, and resort groups ask caterers for evidence of food safety control.
- Importers, cold stores and distributorsThe Food Safety Act covers food imported into the Maldives as well as food produced there.

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.
In Maldives these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

How long does ISO 22000 certification take in Maldives?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Maldives these are the factors that set the timeline.
- Readiness of prerequisite programmes such as cleaning, pest control and water quality
- Number of production lines, kitchens or islands in scope
- Availability of verification and testing records
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 22000 certification cost in Maldives?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Maldives these factors move both.
- Number of sites and food chain categories
- Infrastructure upgrades found in the gap assessment
- Laboratory testing and calibration needs
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 22000 consultants and certification bodies in Maldives
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Maldives are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 22000 in Maldives (2)
| Instrument | How it treats the standard |
|---|---|
| Food Safety Act (Law No. 6/2024) and the Maldives Food and Drug Authority | Does not name the standard The Act sets registration, licensing and hygiene duties for food businesses; a certified food safety management system is one way to evidence control. |
| Fisheries Act of the Maldives (Law No. 14/2019, as amended) | Does not name the standard It reaches people, vessels and places processing fish for export; export buyers set certification requirements. |
Accreditation, audit language and remote audits in Maldives
Choose a certification body accredited for this standard by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), and check that the accreditation scope covers the standard and your sector; the buyer or regulator decides which accreditation it accepts. Ask the certification body whether its scope covers your food chain category, and confirm that your export buyer accepts certificates under that accreditation. Audit language
Dhivehi is the national language and Acts are published in it, while regulator websites and many Gazette bid notices are in English; audits commonly run in English with interviews in Dhivehi where staff prefer it. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Stage 1 document review can sometimes be remote; the stage 2 audit and surveillance visits take place at processing plants, kitchens and cold stores while they operate.
ISO 22000 in Maldives: questions clients ask
Does the Food Safety Act require ISO 22000?
No. The Act, Law No. 6/2024, requires food producers and food preparation premises to register with the Maldives Food and Drug Authority and hold the relevant licence, but it names no certification scheme. ISO 22000 is a voluntary framework that helps show the controls behind that registration. Check the licensing conditions for your premises with the Authority.
Why do Maldivian fish exporters pursue ISO 22000?
Because their customers abroad usually ask for it. The Fisheries Act covers places that process fish for export, while the importing buyer decides which certificate it wants to see. ISO 22000 shows hazard control, traceability and verification across the plant, so ask each buyer whether it accepts ISO 22000 or needs a scheme such as FSSC 22000.
Can resort kitchens be certified to ISO 22000?
Yes. Catering and food service fall within the standard, and resort groups often certify central kitchens and outlets together. The certification body visits kitchens while they operate, so plan audits around guest service and island access. Registration of food preparation premises with the Authority remains a separate legal step.
What slows an ISO 22000 project in the Maldives?
Weak prerequisite programmes and missing verification records cause most delays. Cleaning, pest control and water quality need to be running and recorded before the audit, and each extra kitchen, line or island adds sampling. Infrastructure fixes found in the gap assessment and testing needs drive both time and cost.
