HACCP certification in Maldives at a glance

Two Maldivian instruments bear on HACCP. Not one of them names it. So why do buyers in Maldives keep asking for the certificate?

Critical control points in a Maldivian tuna plant look very different from those in a resort pastry kitchen, yet both businesses face the same question from customers: show us the hazard analysis. The Food Safety Act, Law No. 6/2024, requires food producers and preparation premises to register with the Maldives Food and Drug Authority and hold a licence, and the Fisheries Act reaches places that process fish for export. Neither law names HACCP, but buyers, airline caterers and hotel groups rely on it as the baseline of food safety control. A HACCP plan identifies hazards, sets critical limits, monitors them and records corrective action and verification. Certificates are issued by a certification body against a published HACCP standard, so check the scheme and accreditation behind any certificate. Sterling's Mumbai office leads the hazard analysis with your team, trains staff through Sterling Academy and keeps monitoring records organised in Effivity.

The need

Who needs HACCP in Maldives, and what happens without it

In Maldives the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Fish processors and canneries supplying overseas buyersBuyers and importing authorities commonly expect HACCP-based control at processing plants covered by the Fisheries Act.
  • Resort, hotel and airline catering kitchensFood preparation premises must register with the MFDA, and hospitality groups use HACCP to show hazard control.
  • Bakeries, beverage makers and small food producersProducers need registration and a licence from the Authority before production starts.

Requirements

HACCP requirements in Maldives

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Maldives these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Maldives?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Maldives these are the factors that set the timeline.

  • Number of products and process flows to analyse
  • State of prerequisite hygiene programmes
  • Monitoring and verification records available for review

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Maldives?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Maldives these factors move both.

  • Number of sites and process flows
  • Equipment or layout changes for hygiene control
  • Staff training across shifts and islands

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Maldives

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Maldives are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Maldives (2)

    InstrumentHow it treats the standard
Food Safety Act (Law No. 6/2024) and the Maldives Food and Drug AuthorityDoes not name the standard
It sets registration, licensing and hygiene duties; a HACCP plan is a common way to show those duties are met.
Fisheries Act of the Maldives (Law No. 14/2019, as amended)Does not name the standard
It reaches places processing fish for export, whose buyers set the food safety evidence they need.

Accreditation, audit language and remote audits in Maldives

A HACCP certificate is issued by a certification body against a HACCP standard or code of practice that the body or a scheme owner publishes; it is not a single international ISO standard. Choose a body accredited for that HACCP scheme by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA) where accreditation is available, and confirm that your buyer accepts the scheme and the certificate. Edition and transition details: HACCP hub →

    Audit language

Dhivehi is the national language and Acts are published in it, while regulator websites and many Gazette bid notices are in English; audits commonly run in English with interviews in Dhivehi where staff prefer it. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

    Remote and on-site

Plan reviews can be remote; validation of critical control points and the certification audit take place on-site during production or service.

HACCP in Maldives: questions clients ask

Is HACCP a legal requirement in the Maldives?

The Food Safety Act does not name HACCP. It requires food producers and preparation premises to register with the Maldives Food and Drug Authority and hold the licence the Act describes, and the Authority sets further rules. Many buyers and hospitality groups still expect a HACCP plan, so confirm current licensing conditions with the Authority.

Who certifies HACCP for a Maldivian kitchen or plant?

A certification body that audits against a published HACCP standard or code; HACCP is not one ISO standard. Check which scheme the body uses, whether accreditation covers it, and whether your buyer accepts that certificate. Sterling builds the hazard analysis and plan with your team, while the body runs the audit and decides.

Should a tuna exporter choose HACCP or ISO 22000?

Let the buyer decide. Plants covered by the Fisheries Act that export fish usually need HACCP-based control in any case, and some buyers accept a HACCP certificate while others ask for ISO 22000 or FSSC 22000. Starting with a sound HACCP plan keeps every option open, because each of those schemes builds on hazard analysis.

How much of a HACCP project can run remotely?

The document work can. Flow diagrams, hazard analysis and plan drafts are reviewed remotely, but critical control points must be validated where food is produced or served, and the certification audit takes place on-site. For resorts this means planning visits around guest service, tides and transfers between islands.
