In short

ISO 27001 certification in China at a glance

Two Chinese instruments bear on ISO/IEC 27001. Not one of them names it. So why do buyers in China keep asking for the certificate?

Two national frameworks shape information security work for companies operating in China. The cybersecurity classified-protection system, MLPS, grades networks and sets technical baselines; the Personal Information Protection Law and the Network Data Security Management Regulations add security and compliance-audit duties for anyone processing personal or network data. ISO/IEC 27001 sits across both as the management system that keeps controls owned, risk-based and reviewed. China adopts it identically as GB/T 22080-2025, aligned to the 2022 edition and in force since 1 January 2026. Banks and insurers meet MLPS through the National Financial Regulatory Administration's data security measures, and hospitals through the National Health Commission's cybersecurity measures; neither names ISO/IEC 27001, yet both are easier to evidence with a certified ISMS. Certificates come from CNCA-approved certification bodies, ideally CNAS-accredited for ISMS. Sterling's Shanghai office builds the ISMS, maps MLPS and PIPL duties into one control set and prepares clients for audit, with Effivity and Sterling Academy included.

The need

Who needs ISO 27001 in China, and what happens without it

In China the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Banks, insurers and their technology suppliersNFRA's data security measures build on the cybersecurity classified-protection system (MLPS); an ISMS gives the management layer around it.
  • Hospitals and health-IT vendorsNational Health Commission cybersecurity measures rest on MLPS and data laws.
  • Personal information handlers and network data handlersPIPL and the Network Data Security Management Regulations require security measures and regular compliance audits.
  • IT outsourcing, cloud and SaaS providers serving multinational clientsOverseas customers' security questionnaires commonly ask for ISO/IEC 27001.
  • Semiconductor and AI companies in the Lingang Special AreaData security management mechanisms are part of the area's plan.

ISO 27001 requirements in China

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In China these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a Chinese company certified

How to get ISO 27001 certified in China

One team from the Shanghai office carries the work from scoping to certificate. Delivery from the Shanghai office, on-site across mainland China as the scope requires; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27001 and the Chinese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.
Included in every engagement
  • End to end, from one team
  • Effivity ISO & GRC software
  • Preferential Sterling Academy access, with complimentary awareness training for your people
  • Internal auditor training for your audit team, as applicable to your standard
  • Vulnerability assessment on ISMS engagements

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.

Time

How long does ISO 27001 certification take in China?

There is no standard duration: it depends on your scope and on how much of the system already runs. In China these are the factors that set the timeline.

  • Whether MLPS grading and evaluation are already complete and reusable
  • Number of data centres, offices and cloud environments in scope
  • Evidence maturity (logs, access reviews, incident records, internal audit)
  • Certification body scheduling around public holidays and make-up working days

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in China?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In China these factors move both.

  • Number of sites and headcount in scope
  • Complexity of the IT estate and outsourced services
  • Certification body audit fees, quoted separately from consulting
  • Mapping to MLPS and PIPL obligations in the same control set

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in China

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in China are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in China (4)

InstrumentHow it treats the standard
GB/T 22080-2025 Cybersecurity technology — Information security management systems — Requirements (identical adoption of ISO/IEC 27001:2022)National standard
Identical to ISO/IEC 27001:2022, in force from 1 January 2026.
NFRA Measures for Data Security Management of Banking and Insurance InstitutionsExpected in practice
Requires data security on the basis of MLPS; ISO/IEC 27001 not cited.
Network Data Security Management Regulations (State Council Decree No. 790)Expected in practice
Security and compliance-audit duties; ISO/IEC 27001 not cited.
CNAS accreditation of information security management system (ISMS) certification bodies (CNAS-CC01, ISO/IEC 17021-1:2015 IDT)Market driver
Accredited certification for this field is available through China's national accreditation body; no mandate ; CNAS's APAC MRA ISMS sub-scope dates from 15 Jun 2016.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in China

In China, certification may be carried out only by certification bodies approved by the Certification and Accreditation Administration (CNCA) within their approved scope. Check the body's approval and that its accreditation — by CNAS or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA) — covers ISO/IEC 27001 and your sector. No body is named here unless verified. GB/T 22080-2025 (IDT ISO/IEC 27001:2022) replaced GB/T 22080-2016 and has been in force since 1 January 2026. Edition and transition details: ISO/IEC 27001 hub →

Audit language

Chinese and English audits are both available from certification bodies operating in China; agree the audit language and the certificate language at application.

Remote and on-site

Remote review of documentation is at the certification body's discretion; data centres and main offices are normally audited on-site.

ISO 27001 in China: questions clients ask

Is ISO 27001 mandatory in China?

No. None of the drivers recorded for China mandates ISO/IEC 27001 certification. MLPS, the NFRA's data security measures for banks and insurers and the data regulations create expectations for security management, and a certified ISMS can help evidence them, but none of those instruments cites the standard. Check any specific requirement with your regulator or counsel.

Does ISO 27001 replace MLPS (cybersecurity classified protection)?

No. MLPS is a separate national system, and one does not replace the other. Under the Network Data Security Management Regulations, results of important-data risk assessments and MLPS evaluations may be relied on between each other; ISO certificates are not mentioned. A single programme can serve both, with shared controls and evidence.

Which edition applies in China?

GB/T 22080-2025 applies, and it is an identical adoption of ISO/IEC 27001:2022. It replaced GB/T 22080-2016 and has been in force since 1 January 2026. Organisations still working to the older text should check with their certification body how it handles the change.

Who issues the certificate?

A certification body approved by CNCA within its scope issues it. Look for accreditation, ideally from CNAS, the national accreditation body, which lists ISMS certification among its fields, covering ISO/IEC 27001 and your sector. Sterling does not certify, and no certification body is named here as verified.
