In short

ISO 22301 certification in China at a glance

In China, ISO 22301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Business continuity has a current national standard in China: GB/T 30146-2023, an identical adoption of ISO 22301:2019, supported by GB/T 27021.6-2020, which sets competence requirements for bodies auditing and certifying business continuity management systems. CNAS, the national accreditation body, lists BCMS certification bodies as a separate accreditation field, so an accredited certificate is available from CNCA-approved certification bodies. No general Chinese law mandates ISO 22301; demand comes from customers and supervisors who want evidence that critical services survive disruption. Financial institutions and their service providers, data centres, cloud and outsourcing firms, and manufacturers in global supply chains are the usual candidates. The standard requires business impact analysis, risk assessment, continuity strategies and plans, and exercises that prove they work. Production units can link it with the emergency rescue plans required under work safety rules. Sterling's Shanghai office runs the impact analysis, writes the plans, designs the exercises and prepares the evidence for audit, with Effivity and Sterling Academy included.

The need

Who needs ISO 22301 in China, and what happens without it

In China the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Financial institutions and their critical service providersContinuity of critical services is a common customer and supervisory expectation.
  • Data-centre, cloud and IT outsourcing providersClients ask for evidence of tested continuity arrangements.
  • Manufacturers in global supply chainsMultinational buyers assess supplier resilience after supply disruptions.
  • Production units with emergency planning dutiesEmergency rescue plans under work safety rules overlap with incident response in a BCMS.

Requirements

ISO 22301 requirements in China

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In China these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

How Sterling gets a Chinese company certified

Time

How long does ISO 22301 certification take in China?

There is no standard duration: it depends on your scope and on how much of the system already runs. In China these are the factors that set the timeline.

  • Number of critical products, services and sites in scope
  • State of business impact analysis and risk assessment
  • Exercise and test evidence
  • Certification body scheduling around public holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in China?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In China these factors move both.

  • Number of sites and critical activities in scope
  • Recovery infrastructure and alternate-site arrangements
  • Certification body audit fees, quoted separately from consulting
  • Exercise programme design and execution

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in China

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in China are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in China

In China, certification may be carried out only by certification bodies approved by the Certification and Accreditation Administration (CNCA) within their approved scope. Check the body's approval and that its accreditation — by CNAS or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA) — covers ISO 22301 and your sector. No body is named here unless verified. Edition and transition details: ISO 22301 hub →

    Audit language

Chinese and English audits are both available from certification bodies operating in China; agree the audit language and the certificate language at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion; main sites are normally visited on-site.

ISO 22301 in China: questions clients ask

Is ISO 22301 adopted as a Chinese national standard?

Yes. GB/T 30146-2023, Security and resilience — Business continuity management systems — Requirements, is an identical adoption of ISO 22301:2019. A Chinese organisation can therefore work from the national text and the international standard interchangeably, and certificates are issued against the requirements of the standard.

Is BCMS certification accredited in China?

Yes. Among the fields CNAS accredits, it names business continuity management system certification bodies, so a recognised route exists in China. Nothing in the record makes it compulsory. When you shortlist certification bodies, ask each to show its accreditation scope in writing.

    Is ISO 22301 mandatory?

No general mandate for ISO 22301 is recorded for China. Demand is driven by customer and supervisory expectations, so the best test is what your own clients, buyers or supervisors ask for. If a regulator or contract names it, follow that instruction and confirm the point with counsel.
