ISO 45001 certification in China at a glance

One Chinese instrument bears on ISO 45001. It does not name the standard. So why do buyers in China keep asking for the certificate?

Emergency preparedness is a legal duty for every production and business unit in China. Under the State Council's Regulations on Emergency Responses to Work Safety Accidents, units must identify and assess the risks of possible accidents and prepare matching emergency rescue plans. ISO 45001 takes that duty further, into hazard identification, worker participation, contractor control, incident investigation and continual improvement, and gives multinational customers a recognised way to check it. China adopts the standard identically as GB/T 45001-2020, and CNAS, the national accreditation body, added occupational health and safety management systems to its APAC mutual recognition scope in 2021. Certification follows stage 1 and stage 2 audits by a certification body approved by CNCA, ideally CNAS-accredited for this field. Plants, contractors and logistics operators usually integrate it with ISO 9001 and ISO 14001. Sterling's Shanghai office builds the system on site, trains supervisors and internal auditors, and prepares the evidence, with Effivity and Sterling Academy included.

The need

Who needs ISO 45001 in China, and what happens without it

In China the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Manufacturing and processing plantsUnits must identify and assess work safety accident risks and prepare emergency rescue plans; ISO 45001 structures that work.
  • Suppliers to multinational groupsGroup supplier codes commonly require certified occupational health and safety systems.
  • Construction, engineering and facilities contractorsClients and main contractors use OH&S certification in prequalification.
  • Logistics operators in free trade zonesWarehousing and port operations carry high-risk activities that buyers audit.

ISO 45001 requirements in China

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In China these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

How Sterling gets a Chinese company certified

How to get ISO 45001 certified in China

One team from the Shanghai office carries the work from scoping to certificate. Delivery from the Shanghai office, on-site across mainland China as the scope requires; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO 45001 and the Chinese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.

Time

How long does ISO 45001 certification take in China?

There is no standard duration: it depends on your scope and on how much of the system already runs. In China these are the factors that set the timeline.

  • Number of sites and high-risk activities in scope
  • State of hazard identification, risk assessment and emergency plans
  • Evidence of worker consultation and participation
  • Certification body scheduling around public holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in China?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In China these factors move both.

  • Number of sites and headcount in scope
  • Risk profile of operations and contractors on site
  • Certification body audit fees, quoted separately from consulting
  • Integration with ISO 9001 and ISO 14001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in China

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in China are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in China

In China, certification may be carried out only by certification bodies approved by the Certification and Accreditation Administration (CNCA) within their approved scope. Check the body's approval and that its accreditation — by CNAS or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA) — covers ISO 45001 and your sector. No body is named here unless verified. Edition and transition details: ISO 45001 hub →

Audit language

Chinese and English audits are both available from certification bodies operating in China; agree the audit language and the certificate language at application.

Remote and on-site

Operational sites are visited on-site; remote elements are at the certification body's discretion.

ISO 45001 in China: questions clients ask

Is ISO 45001 required by Chinese work safety law?

No. Work safety law imposes duties of its own: under State Council Decree No. 708, production and business units must identify and assess the risks of accidents and prepare emergency rescue plans. Those duties exist independently of ISO 45001, which is voluntary. The management system can help structure the work, but confirm obligations with counsel.

Is GB/T 45001 the same as ISO 45001?

Yes. GB/T 45001-2020, Occupational health and safety management systems — Requirements with guidance for use, is an identical adoption of ISO 45001:2018. Customers asking for either number are asking for the same requirements. Certification itself still comes from an approved certification body.

Is a CNAS-accredited ISO 45001 certificate recognised abroad?

Possibly. CNAS's APAC MRA covers an OHSMS sub-scope from 3 March 2021, and CNAS states that Global ACI took over the functions of the IAF and ILAC from 1 January 2026. Confirm CNAS's current Global ACI listing and ask your overseas customer whether it accepts the certificate.
