SOC 2 attestation in China at a glance
One Chinese instrument bears on SOC 2. It does not name the standard. So why do buyers in China keep asking for the report?
Vendor due diligence by US enterprise customers is what puts a SOC 2 report on the agenda of software, cloud and data-processing companies in China; no Chinese regulator asks for one. What the customer receives is an attestation rather than a certificate. A licensed CPA firm tests the controls a service organisation runs, judged against the AICPA trust services criteria: security always, with availability, processing integrity, confidentiality or privacy where chosen. A Type 1 report looks at design on a single date, a Type 2 at operation across a period. China's own duties under the PIPL and the Network Data Security Management Regulations apply regardless, so firms in the Shanghai Pilot Free Trade Zone and the Lingang Special Area often build one control set that also serves ISO/IEC 27001, adopted nationally as GB/T 22080-2025. From its Shanghai office Sterling writes the system description, controls and evidence plan, tests readiness and supports the CPA firm during fieldwork; Effivity and Sterling Academy are included in the engagement.
Who needs SOC 2 in China, and what happens without it
In China the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- SaaS and cloud providers selling to US enterprisesUS buyers commonly request a SOC 2 report in vendor due diligence.
- IT outsourcing and data-processing providers serving overseas clientsClients' auditors rely on independent assurance over service-organisation controls.
- Technology firms in the Shanghai Pilot Free Trade Zone and Lingang Special AreaInternational customers ask for independent controls assurance.
Not sure which of these applies to you?Answer a short set of questions and your readiness report arrives by e-mail.
Take the SOC 2 readiness checkSOC 2 requirements in China
Strip away the vocabulary and SOC 2 asks a service organisation to report on six things about the controls behind its service.
In China these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: SOC 2 explained →

How long does SOC 2 attestation take in China?
There is no standard duration: it depends on your scope and on how much of the system already runs. In China these are the factors that set the timeline.
- Type 1 versus Type 2 and the length of the observation period
- Number of trust services categories in scope
- Maturity of control evidence
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does SOC 2 attestation cost in China?
The cost has two parts: the consulting work to build and prove the system, and the CPA firm’s fees, which are quoted separately. In China these factors move both.
- Number of trust services categories and systems in scope
- CPA firm fees, quoted separately from consulting
- Tooling for evidence collection
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
SOC 2 consultants and auditors in China
Two different organisations are involved. A consultant helps you build the system and prove it works; a licensed CPA firm then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers SOC 2 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in China are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

SOC 2 in China: questions clients ask
Is SOC 2 a certification?
No. SOC 2 is an attestation: a licensed CPA firm issues a report on the controls at a service organisation. Nobody certifies you. The report is framed against the trust services criteria for security, availability, processing integrity, confidentiality or privacy. Your customer will tell you whether it wants a report on all of them or fewer.
Can a company in China get a SOC 2 report?
Yes. The examination is performed by a licensed CPA firm under AICPA standards, so a company in China can ask such a firm to carry out the examination. Chinese data duties, including the PIPL and the Network Data Security Management Regulations, apply alongside the report and are not replaced by it.
SOC 2 or ISO 27001 for Chinese and overseas customers?
ISO/IEC 27001, adopted as GB/T 22080-2025, is the national adoption and fits MLPS work. SOC 2 serves US customer demand. Many organisations run both, so decide by who is asking you for assurance, and let that drive the order in which you take them on.
