In short

ISO 14001 certification in China at a glance

One Chinese instrument bears on ISO 14001. It does not name the standard. So why do buyers in China keep asking for the certificate?

Pollutant discharge permits, not certificates, set the legal baseline for many Chinese manufacturers. The State Council's Regulations on the Administration of Pollutant Discharge Permits have applied since 1 March 2021, and a site's monitoring, records and reporting must stand up to the ecology and environment authorities. ISO 14001 is the management system that turns those duties into owned processes: a legal register, aspects and impacts, operational controls, emergency preparedness and internal audit. China publishes it as GB/T 24001-2016, an identical adoption of ISO 14001:2015, and CNAS, the national accreditation body, has held APAC recognition for environmental management system certification since 2004. European and multinational buyers increasingly ask suppliers for the certificate, and it fits with energy and carbon reporting work. Certification is granted only by CNCA-approved certification bodies after stage 1 and stage 2 audits. Sterling's Shanghai office prepares the system, the evidence and the internal audit, with Effivity and Sterling Academy included in every engagement.

The need

Who needs ISO 14001 in China, and what happens without it

In China the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Manufacturers holding pollutant discharge permitsPermit obligations are easier to manage and evidence inside an environmental management system.
  • Exporters supplying European and multinational buyersSupplier codes and sustainability questionnaires commonly ask for ISO 14001.
  • Industrial parks and manufacturing clusters such as Suzhou Industrial ParkMultinational tenants' group policies often require certified environmental systems at each site.
  • Energy-intensive producersAn EMS integrates naturally with the energy management system key energy-using units must run.

Requirements

ISO 14001 requirements in China

Strip away the vocabulary and ISO 14001 requires a company to prove six things about how its activities affect the environment.

You know your environmental impactsYou have identified how your activities, products and services interact with the environment and which of those impacts are significant.
You know the rules that applyEnvironmental laws, permits and other commitments that apply to you are identified, and you check regularly that you meet them.
Leadership commits to protecting the environmentTop management sets an environmental policy that commits to preventing pollution and meeting obligations, with objectives to deliver it.
Significant impacts are under controlOperations linked to significant impacts are planned and controlled, taking a life-cycle view of what you buy, make and deliver.
You are ready for an incidentPotential environmental emergencies such as spills or releases are identified, and the response is planned and tested where practicable.
You track performance and improveEnvironmental performance is monitored, compliance is evaluated, and the system is audited and reviewed by management to improve.

In China these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 14001 explained →

How Sterling gets a Chinese company certified

How to get ISO 14001 certified in China

One team from the Shanghai office carries the work from scoping to certificate. Delivery from the Shanghai office, on-site across mainland China as the scope requires; remote delivery for distributed teams.

  2. Gap assessment against ISO 14001 and the Chinese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.

Time

How long does ISO 14001 certification take in China?

There is no standard duration: it depends on your scope and on how much of the system already runs. In China these are the factors that set the timeline.

  • Number of sites and the complexity of their permits and discharges
  • Availability of monitoring data and compliance records
  • Maturity of aspects, legal register and emergency preparedness
  • Certification body scheduling around public holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 14001 certification cost in China?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In China these factors move both.

  • Number of sites and headcount in scope
  • Environmental complexity of processes
  • Certification body audit fees, quoted separately from consulting
  • Integration with ISO 9001 or ISO 45001

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 14001 consultants and certification bodies in China

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 14001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in China are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 14001 in China (3)

GB/T 24001-2016 Environmental management systems — Requirements with guidance for use (identical adoption of ISO 14001:2015)National standard
Recommended national standard, identical to ISO 14001:2015.
Regulations on the Administration of Pollutant Discharge Permits (State Council Decree No. 736)Does not name the standard
Legal permit regime that an EMS helps a site manage.
CNAS accreditation of environmental management system (EMS) certification bodies (CNAS-CC01, ISO/IEC 17021-1:2015 IDT)Market driver
Accredited certification for this field is available through China's national accreditation body; no mandate ; CNAS's APAC MRA EMS sub-scope dates from 08 Jul 2004.

Accreditation, audit language and remote audits in China

In China, certification may be carried out only by certification bodies approved by the Certification and Accreditation Administration (CNCA) within their approved scope. Check the body's approval and that its accreditation — by CNAS or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA) — covers ISO 14001 and your sector. No body is named here unless verified. Edition and transition details: ISO 14001 hub →

Audit language

Chinese and English audits are both available from certification bodies operating in China; agree the audit language and the certificate language at application.

Remote and on-site

Production sites are normally audited on-site; document review elements may be remote at the certification body's discretion.

ISO 14001 in China: questions clients ask

Does ISO 14001 replace a pollutant discharge permit?

No. A pollutant discharge permit is a legal requirement under State Council Decree No. 736, in force from 1 March 2021, and the regulations do not cite ISO 14001. An environmental management system helps a site manage its compliance with its permits but cannot stand in for one. Confirm permit duties with the ecology and environment department or counsel.

Is GB/T 24001 the same as ISO 14001?

Yes. GB/T 24001-2016, Environmental management systems — Requirements with guidance for use, is an identical adoption of ISO 14001:2015 and is a recommended national standard. Companies may therefore use either number, though a certificate will be issued against the requirements as the certification body states them.

Who issues ISO 14001 certificates in China?

Certificates come from bodies that CNCA, the department supervising certification and accreditation, has approved for the scope concerned. Separately, look at whether the body's accreditation by CNAS, or another accreditation body inside the international mutual recognition arrangements, covers ISO 14001 and your sector. Foreign representative offices may not certify.
