ISO 27701 certification in China at a glance

One Chinese instrument bears on ISO/IEC 27701. It does not name the standard. So why do buyers in China keep asking for the certificate?

Privacy certification in China runs on two tracks. The official one is personal information protection certification, introduced by the State Administration for Market Regulation and the Cyberspace Administration of China in 2022, carried out by approved certification bodies and recognised by the PIPL as one route for providing personal information abroad. The international one is ISO/IEC 27701, which extends an ISO/IEC 27001 information security management system into a privacy information management system for controllers and processors. They are not interchangeable, but the work overlaps heavily: records of processing, impact assessments, rights handling, vendor control and the regular compliance audits the PIPL requires. Multinationals often use ISO/IEC 27701 for group-wide assurance and China's official certification or the CAC standard contract for transfers. China adopts ISO/IEC 27001 identically as GB/T 22080-2025, the usual foundation. Sterling's Shanghai office builds the privacy controls on the ISMS, maps them to PIPL duties and prepares the audit evidence, with Effivity and Sterling Academy included.

The need

Who needs ISO 27701 in China, and what happens without it

In China the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Personal information handlers subject to the PIPLA privacy information management system organises PIPL duties such as security measures, impact assessments and compliance audits.
  • Multinationals with cross-border personal information flowsAn internationally recognised privacy certificate supports group privacy programmes alongside China's official routes.
  • SaaS and cloud processors serving overseas clientsClients abroad ask for ISO/IEC 27701 as privacy assurance.

Requirements

ISO 27701 requirements in China

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In China these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How Sterling gets a Chinese company certified

How to get ISO 27701 certified in China

One team from the Shanghai office carries the work from scoping to certificate. Delivery from the Shanghai office, on-site across mainland China as the scope requires; remote delivery for distributed teams.

  1. Discovery call and scopeEntities, locations, regulators and target date, agreed before any proposal.
  2. Gap assessment against ISO/IEC 27701 and the Chinese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.
  5. Certification body stage 1 and stage 2, then surveillanceAn accredited body audits and decides. Sterling supports the audits and the three-year cycle.

Time

How long does ISO 27701 certification take in China?

There is no standard duration: it depends on your scope and on how much of the system already runs. In China these are the factors that set the timeline.

  • Whether an ISO/IEC 27001 ISMS is already in place
  • Volume and sensitivity of personal information and number of processing activities
  • Cross-border data flows and the PIPL route chosen
  • Certification body scheduling around public holidays

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in China?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In China these factors move both.

  • Scope of processing activities and systems
  • Whether China's official personal information protection certification is pursued as well
  • Certification body audit fees, quoted separately from consulting
  • Integration with PIPL compliance audits

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in China

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in China are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27701 in China (3)

    InstrumentHow it treats the standard
Personal Information Protection Law of the PRCExpected in practice
Security, audit and impact-assessment duties; ISO/IEC 27701 not cited.
Personal Information Protection Certification (SAMR and CAC Announcement 2022 No. 37)Parallel official route
China's own personal information protection certification by approved bodies; separate from ISO/IEC 27701.
    GB/T 22080-2025 (identical adoption of ISO/IEC 27001:2022)Foundation
    ISO/IEC 27701 extends an ISO/IEC 27001-based ISMS.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in China

ISO/IEC 27701 certification is issued by certification bodies whose accreditation covers it; in China the body must also be approved by CNCA. ISO/IEC 27701 is distinct from China's official personal information protection certification under SAMR and CAC rules. No body is named here unless verified. Audit language

Chinese and English audits are both available from certification bodies operating in China; agree the audit language and the certificate language at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion.

ISO 27701 in China: questions clients ask

Does ISO 27701 make us PIPL compliant?

No. ISO/IEC 27701 organises privacy controls, but PIPL obligations such as audits, impact assessments and filings remain with the organisation. The law requires regular compliance audits and impact assessments before sensitive personal information is processed or personal information is provided outside China. A certificate does not replace them, so confirm duties with counsel or the regulator.

What is China's personal information protection certification?

It is the official certification under SAMR and CAC Announcement 2022 No. 37, carried out by approved certification bodies under their implementation rules. It is voluntary and runs as a parallel route, separate from ISO/IEC 27701, so the two are not interchangeable. Which one a customer or counterparty accepts is worth asking before you invest in either.

Do we need ISO 27001 first?

Yes, in practice. ISO/IEC 27701 extends an ISO/IEC 27001-based information security management system, and GB/T 22080-2025 is China's identical adoption of ISO/IEC 27001:2022. If you have no ISMS yet, build that foundation first and then add the privacy layer on top of it, rather than trying to start with the extension alone.
