In short

ISO 27001 certification in Vietnam at a glance

Two Vietnamese instruments bear on ISO/IEC 27001. Not one of them names it. So why do buyers in Vietnam keep asking for the certificate?

The State Bank of Vietnam's Circular No. 09/2020/TT-NHNN sets out how banks, payment intermediaries and other covered institutions secure their information systems, including a rule that cloud providers they select hold a valid international certification for information security assurance. The circular does not name ISO/IEC 27001, but for a cloud, software or managed-service provider selling into Vietnamese finance it is the certificate most often put forward. The Law on Personal Data Protection No. 91/2025/QH15, in force since 1 January 2026, adds pressure on every organisation handling personal data of Vietnamese citizens. Certification is granted by a certification body after a two-stage audit of the information security management system and its Statement of Applicability; BoA lists information security management systems among its IAF MLA programmes. Sterling's Ho Chi Minh City office prepares the risk assessment, controls, evidence and internal audit, with Effivity and Sterling Academy included. Questions specific to Vietnam follow.

The need

Who needs ISO 27001 in Vietnam, and what happens without it

In Vietnam the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Cloud, data-centre and managed-service providers to Vietnamese banksCircular 09/2020 requires selected cloud providers to hold a valid international certification on information security assurance.
  • Banks, payment intermediaries and credit information companiesCovered by the SBV's information system safety rules.
  • Organisations processing personal data of Vietnamese citizensThe Law on Personal Data Protection requires protection measures, impact assessments and breach notification.
  • Software and IT outsourcing firms in hi-tech parks serving overseas clientsCustomers request certified information security in procurement.

ISO 27001 requirements in Vietnam

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Vietnam these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

Time

How long does ISO 27001 certification take in Vietnam?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Vietnam these are the factors that set the timeline.

  • Number of sites, data centres and cloud services in scope
  • Maturity of risk assessment and Statement of Applicability
  • Scheduling around the Tết break

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Vietnam?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Vietnam these factors move both.

  • Number of locations, systems and headcount in scope
  • Technical remediation (logging, access control, backup)
  • Certification body audit fees quoted separately from consulting
  • Translation of documents between Vietnamese and English where auditors or parent companies need both

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Vietnam

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Vietnam are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Vietnam (3)

InstrumentHow it treats the standard
Circular No. 09/2020/TT-NHNN on information system safety in banking operations (SBV)Expected in practice
Third-party cloud providers must hold a valid international certification on information security assurance; online transaction systems must comply with TCVN 11930:2017; ISO/IEC 27001 is not named.
Law on Personal Data Protection No. 91/2025/QH15Expected in practice
Security, impact assessment and breach-notification duties; does not cite any standard.
BoA (National Accreditation Bureau) — VICAS accreditation of certification bodies; IAF MLA programme list includes information security management systemsMarket driver
Accredited certification for this management-system type is available through Vietnam's national accreditation body; no mandate.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Vietnam

Use a certification body accredited for this standard by BoA (Vietnam's National Accreditation Bureau, VICAS programme) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); BoA lists information security management systems among its IAF MLA programmes. Check that the accreditation scope covers the standard and your sector, and that the body is registered to provide certification services in Vietnam (accreditation[1], to verify). No body is named here unless its Vietnam accreditation scope has been verified. Edition and transition details: ISO/IEC 27001 hub →

Audit language

Agree the audit language (Vietnamese or English) and the document language with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27001 in Vietnam: questions clients ask

Do Vietnamese banks require ISO 27001 from cloud providers?

Circular No. 09/2020/TT-NHNN requires third-party cloud providers to have IT infrastructure with a valid international certification on information security assurance, but it does not name ISO/IEC 27001. Confirm with each bank which certification it will accept before you tender, and keep the bank's wording on file.

Does ISO 27001 satisfy the Law on Personal Data Protection?

Not by itself. The law cites no standard, so no certificate proves compliance. ISO/IEC 27001 supports its security duties, and ISO/IEC 27701 adds privacy controls. Ask your counsel which duties, such as impact assessments and breach notification, still need separate action.

Is ISO 27001 certification accredited in Vietnam?

Yes. BoA lists information security management systems among its IAF MLA programmes under VICAS, so ISO/IEC 27001 certification from a locally accredited body is available. Check that the body's scope covers the standard and your sector, and confirm its registration to provide certification services in Vietnam.

How does ISO 27001 relate to TCVN 11930?

They are separate requirements. TCVN 11930:2017 is a national standard that online transaction systems of covered banking-sector organisations must meet under Circular No. 09/2020/TT-NHNN, and ISO/IEC 27001 is not named there. A bank-facing project should address TCVN 11930 on its own terms, even where ISO/IEC 27001 is in place.
