In short

ISO 27701 certification in Vietnam at a glance

Two Vietnamese instruments bear on ISO/IEC 27701. Not one of them names it. So why do buyers in Vietnam keep asking for the certificate?

Since the Law on Personal Data Protection No. 91/2025/QH15 took effect on 1 January 2026, controllers and processors handling personal data of Vietnamese citizens — including foreign organisations directly involved in that processing — answer to a specialised personal data protection agency within the Ministry of Public Security. The law requires impact assessments for processing and for cross-border transfers, and prompt notification of qualifying breaches to that agency. ISO/IEC 27701 does not replace those duties, but it gives a privacy information management system built on ISO/IEC 27001 in which records of processing, impact assessments, transfer controls and breach handling are run and audited. Certification is issued by a certification body accredited for the standard; BoA does not list privacy information management separately among its IAF MLA programmes, so confirm the body's accreditation. Sterling's Ho Chi Minh City office maps the data flows and builds the controls, with Effivity and Sterling Academy included. Questions follow.

The need

Who needs ISO 27701 in Vietnam, and what happens without it

In Vietnam the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Controllers and processors of personal data of Vietnamese citizensThe Law on Personal Data Protection sets impact assessment, transfer and breach duties.
  • Foreign organisations directly processing Vietnamese personal dataWithin the law's scope.
  • Personal data processing service providersNot covered by the small-enterprise option and serve controllers who need assurance.
  • Banks and payment intermediaries handling customer informationCircular 09/2020 contract rules for systems processing customer personal information.

ISO 27701 requirements in Vietnam

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Vietnam these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

Time

How long does ISO 27701 certification take in Vietnam?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Vietnam these are the factors that set the timeline.

  • Existing ISO/IEC 27001 certification (ISO/IEC 27701 extends it)
  • Completeness of data inventories and records of processing
  • Number of cross-border data flows
  • Scheduling around the Tết break

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Vietnam?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Vietnam these factors move both.

  • Number of processing activities and systems
  • Data mapping and consent tooling
  • Certification body audit fees quoted separately from consulting

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Vietnam

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Vietnam are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27701 in Vietnam (2)

    InstrumentHow it treats the standard
Law on Personal Data Protection No. 91/2025/QH15Expected in practice
Impact assessments for processing and cross-border transfer, breach notification to the specialised agency, designated data protection staff; does not cite any standard or require certification.
Circular No. 09/2020/TT-NHNN on information system safety in banking operations (SBV)Expected in practice
Contracts with third parties for systems processing customers' personal information must contain information-security commitments; no standard named.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27701 covers without naming a standard, and ISO/IEC 27701 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Vietnam

BoA's published IAF MLA programme list does not include privacy information management systems as a separate programme; confirm that the chosen certification body holds accreditation for this standard from BoA or from an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA), and that the scope covers your sector. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

Agree the audit language (Vietnamese or English) and the document language with the certification body at application.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 27701 in Vietnam: questions clients ask

Does ISO/IEC 27701 certification mean compliance with Vietnam's Law on Personal Data Protection?

No. The law cites no standard, so certification is not the same as compliance. ISO/IEC 27701 gives you a management system in which the law's duties can be organised and evidenced, but each duty must still be met in its own right. Confirm the position with your counsel.

Does the law apply to foreign companies?

Many foreign organisations are caught. The scope extends to foreign bodies directly involved in or related to handling personal data of Vietnamese citizens, and of Vietnamese-origin people without determined nationality living in Vietnam with an identity certificate. Whether you fall within it is for counsel to advise.

    What breach notification rule applies?

The specialised personal data protection agency must be notified no later than 72 hours after a qualifying violation is discovered. The law has been in force since 1 January 2026. What amounts to a qualifying violation, and when discovery occurs, are legal points on which you should consult counsel.

    Do small companies get relief?

Partly. Small enterprises and start-ups may choose whether to apply the impact-assessment articles and the duty to designate data protection staff for five years from the effective date. The option excludes those providing personal data processing services, directly processing sensitive personal data or processing data of a large number of data subjects. Confirm eligibility with counsel.
