In short

ISO 45001 certification in Vietnam at a glance

Decree No. 35/2022/NĐ-CP on industrial parks and economic zones refers to ISO 45001, yet none of the Vietnamese instruments checked makes it compulsory. Buyers in Vietnam ask for it anyway.

Factory floors in Vietnam's electronics, automation and materials clusters — the priority fields of Saigon Hi-Tech Park and Hoa Lac Hi-Tech Park — carry the risks ISO 45001 is designed to control: machinery, chemicals, noise and shift work. Demand comes mainly from multinational customers' supplier codes and from parent companies that run a single occupational health and safety system across countries. The standard requires hazard identification, worker consultation and participation, evaluation of legal compliance, incident investigation and continual improvement. A certification body issues the certificate after a two-stage audit; BoA includes occupational health and safety management systems in its IAF MLA programme list, so accredited certification is available locally. With 20+ years in management-system consulting, Sterling supports the hazard register, legal register, operational controls and internal audit from its Ho Chi Minh City office, and Effivity and Sterling Academy are included. Local questions follow.

The need

Who needs ISO 45001 in Vietnam, and what happens without it

In Vietnam the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Manufacturers in precision mechanics, automation and electronics clustersMachinery, chemical and shift-work risks; customers' supplier codes ask for OH&S systems.
  • Tenants of hi-tech parks in Hanoi's Hoa Lac areaMultinational parents run one OH&S system across countries.
  • Industrial park manufacturers supplying export brandsSupplier audits commonly cover occupational health and safety.

Requirements

ISO 45001 requirements in Vietnam

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Vietnam these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Vietnam?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Vietnam these are the factors that set the timeline.

  • Completeness of hazard identification and legal register
  • Worker consultation and participation records
  • Number of provinces, industrial parks and sites in scope
  • Scheduling around the Tết break

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Vietnam?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Vietnam these factors move both.

  • Number of sites and high-risk activities
  • Safety equipment and engineering controls
  • Certification body audit fees quoted separately from consulting
  • Translation of documents between Vietnamese and English where auditors or parent companies need both

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Vietnam

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Vietnam are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Vietnam (2)

InstrumentHow it treats the standard
BoA (National Accreditation Bureau) — VICAS accreditation of certification bodies; IAF MLA programme list includes occupational health and safety management systemsMarket driver
Accredited certification for this management-system type is available through Vietnam's national accreditation body; no mandate.
Decree No. 35/2022/NĐ-CP on industrial parks and economic zones — eco-industrial park criteriaRefers to / expects
Eco-industrial park criteria refer to ISO production and environmental management systems; ISO 45001 is not named.

Accreditation, audit language and remote audits in Vietnam

Use a certification body accredited for this standard by BoA (Vietnam's National Accreditation Bureau, VICAS programme) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); BoA lists occupational health and safety management systems among its IAF MLA programmes. Check that the accreditation scope covers the standard and your sector, and that the body is registered to provide certification services in Vietnam (accreditation[1], to verify). No body is named here unless its Vietnam accreditation scope has been verified. Edition and transition details: ISO 45001 hub →

Audit language

Agree the audit language (Vietnamese or English) and the document language with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 45001 in Vietnam: questions clients ask

Is ISO 45001 certification accredited in Vietnam?

Yes. BoA lists occupational health and safety management systems among its IAF MLA programmes under VICAS, so accredited ISO 45001 certification can be had in Vietnam. Check that the body's scope matches your sector and that it is registered to provide certification services in Vietnam.

Who asks Vietnamese manufacturers for ISO 45001?

Customers' supplier codes and multinational parents are where the request comes from. Read your own customer contracts and supplier codes to see what each one asks for before you plan the work, then agree a scope that answers them and keeps the programme proportionate.

Can contract and agency workers be included in scope?

Yes, to a point. The standard expects worker consultation and participation and the control of contractors, so contract and agency workers under your control are reasonable candidates for scope. Settle the boundary with the certification body at application, based on who is exposed to your hazards.
