ISO 9001 certification in Vietnam at a glance

One Vietnamese instrument bears on ISO 9001. It does not name the standard. So why do buyers in Vietnam keep asking for the certificate?

Which suppliers will a multinational buyer in Saigon Hi-Tech Park or a VSIP industrial park shortlist? Usually those that can show a working quality management system, and ISO 9001 remains the common evidence. Vietnam's Law on Bidding No. 22/2023/QH15 does not itself demand the certificate — each set of bidding documents on the national e-procurement system sets its own criteria — yet export customers and foreign-invested manufacturers routinely ask for it at supplier approval. The certificate is issued by a certification body after stage 1 and stage 2 audits; choose one accredited for quality management systems by BoA, Vietnam's National Accreditation Bureau, whose VICAS programme lists quality management among its IAF MLA scopes, or by another body within the international recognition arrangements. Sterling's Ho Chi Minh City office takes clients from gap assessment through documentation, internal audit and management review to that audit, with Effivity software and Sterling Academy training included in the engagement. The need

Who needs ISO 9001 in Vietnam, and what happens without it

In Vietnam the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Manufacturers supplying multinational buyers in hi-tech parks and industrial parksSupplier approval by export customers and foreign-invested manufacturers commonly asks for a certified quality management system.
  • Industrial park tenants such as those in VSIP parksParent companies and customers ask suppliers how quality is managed.
  • Bidders for public contractsThe Law on Bidding leaves certificate requirements to each set of bidding documents.
  • Medical device and food businesses building a base systemISO 9001 often precedes or sits alongside ISO 13485 or ISO 22000.

ISO 9001 requirements in Vietnam

Strip away the vocabulary and ISO 9001 requires a company to prove six things about how it delivers what customers order.

You know what customers expectYou understand customer and other relevant requirements, and confirm you can meet them before you accept an order or contract.
Leadership sets direction and owns qualityTop management sets the quality policy and objectives, assigns responsibilities and makes sure the system has the people and resources it needs.
Your key processes are defined and controlledWork is planned, documented where it matters and carried out under controlled conditions, including the work you outsource.
You deal with risks before they biteRisks and opportunities that could affect your products, services or customer satisfaction are identified and acted on in proportion.
Problems get fixed at the rootComplaints, defects and nonconformities are recorded, corrected and traced to their cause so the same problem does not return.
You measure, review and improvePerformance and customer satisfaction are monitored, internal audits and management reviews take place, and the results drive improvement.

In Vietnam these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 9001 explained →

Time

How long does ISO 9001 certification take in Vietnam?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Vietnam these are the factors that set the timeline.

  • Maturity of existing procedures and records
  • Time needed to generate evidence of internal audit and management review
  • Number of provinces, industrial parks and sites in scope
  • Scheduling around the Tết break

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 9001 certification cost in Vietnam?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Vietnam these factors move both.

  • Number of sites and headcount in scope
  • Complexity of processes and outsourced activities
  • Certification body audit fees quoted separately from consulting
  • Translation of documents between Vietnamese and English where auditors or parent companies need both

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 9001 consultants and certification bodies in Vietnam

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 9001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Vietnam are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 9001 in Vietnam (2)

InstrumentHow it treats the standard
Law No. 22/2023/QH15 on Bidding — national e-procurement systemDoes not name the standard
The law does not mention ISO certificates; individual bidding documents set their own criteria.
BoA (National Accreditation Bureau) — VICAS accreditation of certification bodies; IAF MLA programme list includes quality management systemsMarket driver
Accredited certification for this management-system type is available through Vietnam's national accreditation body; no mandate.

Accreditation, audit language and remote audits in Vietnam

Use a certification body accredited for this standard by BoA (Vietnam's National Accreditation Bureau, VICAS programme) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); BoA lists quality management systems among its IAF MLA programmes. Check that the accreditation scope covers the standard and your sector, and that the body is registered to provide certification services in Vietnam (accreditation[1], to verify). No body is named here unless its Vietnam accreditation scope has been verified. Edition and transition details: ISO 9001 hub →

Audit language

Agree the audit language (Vietnamese or English) and the document language with the certification body at application.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 9001 in Vietnam: questions clients ask

Is ISO 9001 required for Vietnamese public tenders?

Not as a matter of statute. Law No. 22/2023/QH15 on Bidding does not mention ISO certificates, so each set of bidding documents decides for itself. One tender may ask for ISO 9001 and another may not. Check the criteria in every bidding document you plan to answer.

Who issues the ISO 9001 certificate in Vietnam?

A certification body issues it, not a consultant. Select one accredited for ISO 9001 by BoA under VICAS, or by an accreditation body within the IAF MLA arrangements, whose functions passed to Global Accreditation Cooperation Incorporated in 2026. Confirm its scope covers your sector and that it is registered in Vietnam.

Can one certificate cover a head office in Ho Chi Minh City and factories in other provinces?

Generally yes. Multi-site scope falls under the certification body's sampling rules, and the number of provinces, industrial parks and sites in scope shapes how long the work takes. Give the body your full site list at application and agree the sampling approach with it.

Can the audit be held in Vietnamese?

Yes. Vietnamese is the national language, but the audit may also run in English if the certification body and you agree. Settle this at application together with the language for controlled documents, and follow any regulator or client contract language requirement that applies to you.
