In short

ISO 27001 certification in Taiwan at a glance

Cyber Security Management Act (Ministry of Digital Affairs) refers to ISO/IEC 27001, yet none of the Taiwanese instruments checked makes it compulsory. Buyers in Taiwan ask for it anyway.

An information security certificate often decides whether a contractor keeps working for a Taiwanese public body. The Cyber Security Management Act, administered by the Ministry of Digital Affairs, tells government agencies and designated non-government agencies to make their outsourcing contractors manage cyber security or obtain impartial third-party certification. The Taiwan Accreditation Foundation accredits certification bodies for ISO/IEC 27001, including a CNS 27001 scheme written for the Act, and names the Administration for Cyber Security among the authorities that rely on its accreditation. The Personal Data Protection Act separately requires non-government agencies holding personal data files to implement security and maintenance measures, which an ISMS helps evidence. The certificate itself is issued by an accredited certification body, never by Sterling. Sterling builds the ISMS for Taiwanese clients from its Tokyo office, drawing on 20+ years and 8,100+ client engagements in 60+ countries, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 27001 in Taiwan, and what happens without it

In Taiwan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Contractors that run or maintain systems for government agenciesThe Cyber Security Management Act expects an outsourcing contractor's procedures and environments to incorporate comprehensive cyber security management measures or obtain impartial third-party certification.
  • Critical infrastructure providers, government-owned enterprises and designated foundationsThey count as specific non-government agencies under the Act, which sets cyber security responsibility levels and protection measures for them.
  • Companies holding personal data filesThe Personal Data Protection Act requires non-government agencies to implement security and maintenance measures, and an ISMS gives those measures a managed structure.
  • ICT, cloud and software providers selling to enterprise customersEnterprise buyers commonly ask suppliers for independent evidence of an information security management system.

Requirements

ISO 27001 requirements in Taiwan

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.

You know what you are protectingThe scope is defined: the information, systems, locations and people that matter, and who inside and outside relies on them.
Management owns itTop management sets the information security policy and objectives, assigns roles and gives the effort the resources it needs.
You decided what could go wrong, and what to do about itSecurity risks are assessed against agreed criteria, and each is treated with a recorded choice of safeguards and the reasons for it.
The safeguards work every dayAccess, suppliers, devices, backups, incidents and staff awareness are managed as routine operations, not one-off projects.
You can show itPolicies, risk decisions and records are kept, so an auditor sees the system working in practice rather than on paper.
You check yourselvesSecurity performance is measured, internal audits and management reviews take place, and what they find is put right.

In Taiwan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How Sterling gets a Taiwanese company certified

  2. Gap assessment against ISO/IEC 27001 and the Taiwanese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.
  3. Your system built with your team in EffivityRisks, controls, evidence, incidents and reviews in one live system the auditor can see.
  4. Internal audit, management review and corrective actionsYour internal auditors trained by Sterling; the evidence proven before the certification body arrives.

Time

How long does ISO 27001 certification take in Taiwan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Taiwan these are the factors that set the timeline.

  • Scope across sites, cloud services and outsourced operations
  • Maturity of existing risk assessment and policies
  • Whether the Cyber Security Management Act scheme requirements apply to the contract
  • Certification body scheduling

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27001 certification cost in Taiwan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Taiwan these factors move both.

  • Number of staff, sites and systems in scope
  • Complexity of outsourced and cloud services
  • Certification body audit fees quoted separately from consulting
  • Remediation of technical controls found in the gap assessment

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27001 consultants and certification bodies in Taiwan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Taiwan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 27001 in Taiwan (3)

InstrumentHow it treats the standard
Cyber Security Management Act (Ministry of Digital Affairs)Refers to / expects
Outsourcing contractors of government agencies and specific non-government agencies incorporate comprehensive cyber security management measures or obtain impartial third-party certification.
TAF accreditation scheme for information security management system certification bodiesAccreditation
TAF lists ISO/IEC 27001 and an ISO/IEC 27001 (CNS 27001) Cyber Security Management Act certification scheme, and names the Administration for Cyber Security among the authorities that use its accreditation results.
Personal Data Protection Act, Article 20-1Expected in practice
Non-government agencies possessing personal data files implement security and maintenance measures; no certificate is named.

"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Taiwan

Use a certification body accredited for this standard by the Taiwan Accreditation Foundation (TAF) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. TAF's published scheme for management system certification bodies names this standard. No body is named here unless its accreditation scope has been verified. Audit language

Mandarin Chinese is the working language of most organisations in Taiwan and the Chinese text of a statute prevails over its English version; agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.

Remote and on-site

Document review and some interviews can run remotely at the certification body's discretion; production floors, laboratories and service sites in scope are normally visited on-site.

ISO 27001 in Taiwan: questions clients ask

Does the Cyber Security Management Act require ISO 27001 certification?

It does not name ISO/IEC 27001. The Act requires the contractors of government agencies and specific non-government agencies to incorporate comprehensive cyber security management measures or obtain impartial third-party certification, and TAF accredits a CNS 27001 scheme written for the Act. Ask the contracting agency which route it accepts, and confirm the position with the Administration for Cyber Security.

Who accredits ISO 27001 certification bodies in Taiwan?

The Taiwan Accreditation Foundation lists information security management system certification among the schemes it accredits, including ISO/IEC 27001. A certification body accredited by another accreditation body within the international mutual recognition arrangements is also possible. Whichever you choose, ask for the written accreditation scope and check it covers ISO/IEC 27001 and your sector.

Is an ISO 27001 certificate enough to satisfy the PDPA security duty?

Not by itself. The Personal Data Protection Act requires non-government agencies with personal data files to implement security and maintenance measures, and it names no certificate. A certified ISMS is strong evidence of managed security, but the measures must still fit the personal data you hold. Your counsel or the competent authority can confirm what the detailed rules ask.

Can one ISMS serve both a government contract and private customers?

Usually yes. Build one ISMS to ISO/IEC 27001, then check whether the contract calls for the extra requirements of the Act-specific CNS 27001 scheme that TAF lists. The certificate's scope statement shows which scheme applies. Settle this with the contracting agency and the certification body before the audit is booked, not after.
