In short

ISO 27701 certification in Taiwan at a glance

In Taiwan, ISO/IEC 27701 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Privacy certification gives Taiwanese companies a way to show customers how personal data is managed, although the Personal Data Protection Act names no certificate. The Act regulates collection, processing and use, gives people rights to inquire, obtain copies, correct, stop use and erase, and requires security measures from non-government agencies that hold personal data files. The Taiwan Accreditation Foundation lists a CNS 27701 certification scheme, so accredited certification is available when a customer asks for it. ISO/IEC 27701 builds on an ISO/IEC 27001 system, which makes the sequence natural for companies that already run one. The certificate is issued by an accredited certification body, never by Sterling. Sterling builds the privacy information management system from its Tokyo office, with 20+ years and 8,100+ client engagements in 60+ countries behind it, and Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 27701 in Taiwan, and what happens without it

In Taiwan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Companies that hold customer, member or patient dataThe Personal Data Protection Act regulates collection, processing and use, and a privacy information management system organises those duties.
  • Processors and outsourcing providers handling data for othersAnyone commissioned to process data is treated as acting for the commissioning agency under the Act.
  • Groups with cross-border data flowsThe competent authority may restrict transfers on listed grounds, so documented controls help.
  • Companies holding ISO/IEC 27001 that want privacy assuranceThe privacy extension builds on an existing ISMS.

Requirements

ISO 27701 requirements in Taiwan

Strip away the vocabulary and ISO/IEC 27701 requires a company to prove six things about how it handles personal data.

You know whose data you hold and whyYou know what personal data you process, for which purposes and on what basis, and whether you act as controller, processor or both.
Privacy has an ownerManagement assigns responsibility for privacy and sets objectives, so everyone who handles personal data knows their role.
You assessed the privacy risksRisks to the people whose data you process are assessed and treated, including when new products and processes are designed.
People can exercise their rightsRequests to access, correct or delete data, and other individual rights, run through a defined and timely process.
Sharing and suppliers are controlledDisclosures, transfers and processors are governed by agreements and checks, so data is used only as agreed.
You can demonstrate itRecords of processing, notices and decisions are kept, and the privacy system is audited and reviewed like any management system.

In Taiwan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27701 explained →

How Sterling gets a Taiwanese company certified

How to get ISO 27701 certified in Taiwan

One team from the Tokyo office carries the work from scoping to certificate. Clients across Taiwan are served from Sterling's Tokyo office, on-site where the work needs it and remotely otherwise.

  2. Gap assessment against ISO/IEC 27701 and the Taiwanese requirements that apply to youControls you already run for your regulators and customers are reused, not rebuilt.

Time

How long does ISO 27701 certification take in Taiwan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Taiwan these are the factors that set the timeline.

  • Maturity of the existing ISMS
  • Personal data inventory and processing records
  • Number of processors and cross-border transfers
  • Certification body availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 27701 certification cost in Taiwan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Taiwan these factors move both.

  • Number of processing activities and systems in scope
  • Vendor and transfer review workload
  • Certification body fees quoted separately from consulting
  • Control remediation found in the gap assessment

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 27701 consultants and certification bodies in Taiwan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 27701 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Taiwan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

    InstrumentHow it treats the standard
    TAF CNS 27701 certification schemeAccreditation
TAF lists a certification scheme for ISO/IEC TS 27006-2 (CNS 27701) privacy information management among the schemes it accredits.
    Personal Data Protection ActRelated
Duties on notice, purpose, data subject rights, security measures and cross-border transfer; no certificate is named.
Preparatory Office of the Personal Data Protection CommissionRegulator
Publishes announcements and draft regulations under the Act.

Accreditation, audit language and remote audits in Taiwan

Use a certification body accredited for this standard by the Taiwan Accreditation Foundation (TAF) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. TAF's published scheme for management system certification bodies names this standard. TAF lists a CNS 27701 certification scheme, so confirm which scheme and which scope your customer expects. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO/IEC 27701 hub →

    Audit language

Mandarin Chinese is the working language of most organisations in Taiwan and the Chinese text of a statute prevails over its English version; agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.

    Remote and on-site

Document review and some interviews can run remotely at the certification body's discretion; production floors, laboratories and service sites in scope are normally visited on-site.

ISO 27701 in Taiwan: questions clients ask

Does the PDPA require ISO 27701?

No. The Personal Data Protection Act names no certificate, and ISO/IEC 27701 is voluntary. TAF lists a CNS 27701 certification scheme, so accredited certification is available when a customer or tender asks for it. It can support evidence of privacy management, but the Act's duties still have to be met in practice. Confirm the details with your counsel.

Do we need ISO 27001 before ISO 27701?

In practice, yes or at the same time. ISO/IEC 27701 extends an information security management system with privacy requirements, so a certified or working ISO/IEC 27001 system is the usual base. Check the certification body's scheme rules on whether the two must be audited together, and plan one integrated set of documents.

Which accreditation body covers ISO 27701 certification in Taiwan?

The Taiwan Accreditation Foundation lists a CNS 27701 privacy information management certification scheme among those it accredits. An accreditation body within the international mutual recognition arrangements is a further route. Ask the certification body for its written accreditation scope and confirm that it names ISO/IEC 27701 and covers your type of personal data processing.

Does an ISO 27701 certificate prove PDPA compliance?

No. A certificate shows that an accredited certification body found your privacy information management system meets the standard. The Act sets legal duties on notice, rights, security and transfers, and supervisors judge compliance against the Act. Use the certificate as supporting evidence and keep your records, notices and data subject procedures current.
