In short

ISO 22301 certification in Taiwan at a glance

In Taiwan, ISO 22301 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Continuity planning in Taiwan is driven by customers, boards and supervisors more than by a single statute, because none of the laws behind this page names ISO 22301. The nearest legal thread is the Cyber Security Management Act, under which government agencies and specific non-government agencies cooperate with the competent authority in cyber security drills, giving recovery objectives a place to be tested. Certification to ISO 22301 comes from a certification body accredited by the Taiwan Accreditation Foundation or by an accreditation body within the international mutual recognition arrangements, whose written scope must name the standard. Sterling does not certify. Sterling runs the business impact analysis, plans and exercises for Taiwanese infrastructure, cloud and manufacturing clients from its Tokyo office, with Effivity and Sterling Academy included with the engagement.

The need

Who needs ISO 22301 in Taiwan, and what happens without it

In Taiwan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Critical infrastructure providers and government-owned enterprisesThey are specific non-government agencies under the Cyber Security Management Act, which includes cyber security drills planned with the competent authority.
  • Data centre, cloud and managed service providersCustomers ask how services recover from outages and cyber incidents.
  • Manufacturers in tightly scheduled supply chainsBuyers test how a supplier keeps delivering when a plant or system fails.
  • Listed and financial companiesBoards and investors expect tested continuity arrangements.

Requirements

ISO 22301 requirements in Taiwan

Strip away the vocabulary and ISO 22301 requires a company to prove six things about how it keeps operating when something goes wrong.

You know what must keep runningA business impact analysis identifies your priority activities and how quickly each one must be resumed after disruption.
Leadership owns continuityTop management sets continuity policy and objectives, assigns roles and backs the programme with people and budget.
You assessed what could disrupt youRisks of disruption to priority activities, and to the resources they depend on, are assessed and treated.
Plans are written and readyResponse and recovery plans, and a defined incident response structure, exist for the scenarios that matter most to you.
You have tested themPlans are exercised, and lessons from exercises and real incidents are fed back into them.
You keep the programme currentContinuity performance is evaluated, internal audits and management reviews take place, and the programme improves over time.

In Taiwan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22301 explained →

Time

How long does ISO 22301 certification take in Taiwan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Taiwan these are the factors that set the timeline.

  • Business impact analysis across processes and sites
  • Dependency on suppliers and shared systems
  • Exercise and testing programme
  • Certification body availability

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22301 certification cost in Taiwan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Taiwan these factors move both.

  • Number of sites, critical processes and recovery systems in scope
  • Recovery site and backup investment
  • Certification body fees quoted separately from consulting
  • Exercise facilitation effort

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22301 consultants and certification bodies in Taiwan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22301 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Taiwan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22301 in Taiwan (2)

    InstrumentHow it treats the standard
Cyber Security Management Act, drills provisionRelated
Agencies cooperate with the competent authority in planning and conducting cyber security drills; the Act does not name ISO 22301.
TAF accreditation of management system certification bodies (ISO/IEC 17021-1)Accreditation
TAF lists several management system schemes; confirm with a certification body whether its accreditation covers ISO 22301.

Accreditation, audit language and remote audits in Taiwan

Use a certification body accredited for ISO 22301 by the Taiwan Accreditation Foundation or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); ask for the written accreditation scope and check it names this standard. No body is named here unless its accreditation scope has been verified. Edition and transition details: ISO 22301 hub →

    Audit language

Mandarin Chinese is the working language of most organisations in Taiwan and the Chinese text of a statute prevails over its English version; agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.

    Remote and on-site

Document review and some interviews can run remotely at the certification body's discretion; production floors, laboratories and service sites in scope are normally visited on-site.

ISO 22301 in Taiwan: questions clients ask

Does Taiwanese law require ISO 22301?

None of the laws on this page names it. Continuity expectations come from customers, boards and sector supervisors rather than from a general Taiwanese statute. The Cyber Security Management Act does ask agencies to cooperate in cyber security drills with the competent authority. Check your sector regulator's rules and your customer contracts, and confirm with counsel if you are in a regulated industry.

How does continuity planning connect with cyber security drills?

Drills are where the two meet. The Cyber Security Management Act requires government agencies and specific non-government agencies to cooperate with the competent authority in planning and conducting cyber security drills, and a continuity programme gives those exercises recovery objectives to test against. Align exercise scenarios with the incident response plan so one drill proves both.

What accreditation should a continuity management certificate carry?

Ask for the certification body's accreditation certificate and read its scope line by line. A body can hold accreditation from the Taiwan Accreditation Foundation for quality or security audits without being covered for business continuity, because each scope is individual. Accreditation within the international mutual recognition arrangements is equally valid evidence. The scope must name ISO 22301.

Can ISO 22301 and ISO 27001 be audited together?

Often they can. The two standards share risk assessment, incident handling and supplier management, so one integrated system and a combined audit are common where the certification body holds accreditation for both. Each keeps its own scope and certificate. Ask the body at application whether it will combine audits and how it will schedule them.
