ISO 9001 certification in Taiwan at a glance
One Taiwanese instrument bears on ISO 9001. It does not name the standard. So why do buyers in Taiwan keep asking for the certificate?
A quality certificate is the first thing many overseas buyers ask a Taiwanese manufacturer for, and the most common reason a new supplier is approved or not. The Taiwan Accreditation Foundation accredits certification bodies for ISO 9001 among its management system schemes, and it is the body whose accreditation your certificate should carry, or that of an accreditation body within the international mutual recognition arrangements. Public buyers work differently: the Government Procurement Act lets each procuring entity set the tenderer qualifications it needs, so a certificate appears in a tender only if that tender asks for it. The certificate is issued by the accredited certification body; Sterling does not issue it. Sterling designs the system with clients across Taiwan from its Tokyo office, drawing on 20+ years and 8,100+ client engagements in 60+ countries, with Effivity and Sterling Academy included with the engagement.
Who needs ISO 9001 in Taiwan, and what happens without it
In Taiwan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Manufacturers and exporters answering customer auditsOverseas and domestic buyers ask for an accredited quality certificate before approving a supplier.
- Contractors and suppliers bidding for public workProcuring entities may set tenderer qualifications in the tender documents, so a certificate can be a scored or required item.
- Medical device and food suppliers building on a general quality systemA general quality system supports the sector-specific systems that regulators ask them to run.
- Service and software firms formalising deliveryA certified system gives process owners, records and internal audit a common structure.

Take the ISO 9001 readiness checkISO 9001 requirements in Taiwan
Strip away the vocabulary and ISO 9001 requires a company to prove six things about how it delivers what customers order.
In Taiwan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 9001 explained →

How long does ISO 9001 certification take in Taiwan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Taiwan these are the factors that set the timeline.
- Number of sites, shifts and processes in scope
- Existing process documentation and internal audit history
- Customer-specific requirements that must be built in
- Certification body availability around public holidays
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 9001 certification cost in Taiwan?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Taiwan these factors move both.
- Number of employees and sites in scope
- Complexity of processes and outsourced activities
- Certification body audit fees quoted separately from consulting
- Combination with ISO 14001 or ISO 45001 in an integrated system
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 9001 consultants and certification bodies in Taiwan
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 9001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Taiwan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 9001 in Taiwan (2)
| Instrument | How it treats the standard |
|---|---|
| TAF accreditation scheme for quality management system certification bodies | Accreditation TAF lists ISO 9001 quality management system certification among the management system schemes it accredits. |
| Government Procurement Act, Articles 36 and 37 | Expected in practice Procuring entities may set tenderer qualifications limited to those essential to contract performance; the Act does not name ISO 9001. |
"Expected in practice" means the instrument asks for the outcomes ISO 9001 covers without naming a standard, and ISO 9001 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Taiwan
Use a certification body accredited for this standard by the Taiwan Accreditation Foundation (TAF) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. TAF's published scheme for management system certification bodies names this standard. No body is named here unless its accreditation scope has been verified. Audit language
Mandarin Chinese is the working language of most organisations in Taiwan and the Chinese text of a statute prevails over its English version; agree the audit language and the language of controlled documents with the certification body at application, and follow any language requirement in a tender or customer contract.
Remote and on-site
Document review and some interviews can run remotely at the certification body's discretion; production floors, laboratories and service sites in scope are normally visited on-site.
ISO 9001 in Taiwan: questions clients ask
Is ISO 9001 certification mandatory in Taiwan?
No law recorded here makes it mandatory for businesses in general. Demand comes from customers and from tenders, because the Government Procurement Act lets each procuring entity set the tenderer qualifications it considers essential. Read the qualification clause of the tender or the customer contract, and confirm with your counsel if a regulation might apply to your sector.
Which body accredits ISO 9001 certification bodies in Taiwan?
The Taiwan Accreditation Foundation accredits certification bodies for quality management systems, and it lists ISO 9001 among its schemes. An accreditation body within the international mutual recognition arrangements is an alternative. Ask any body for its accreditation certificate and scope so you can see that it covers your sector, not only the standard.
Can the audit be held in English?
Often, but agree it early. Mandarin Chinese is the working language of most organisations in Taiwan, so auditors and records are commonly Chinese. If your customer is overseas you may want English audit reports. Settle the audit language and the language of controlled documents with the certification body at application, and check any language set by your customer.
Does ISO 9001 help a medical device or food business?
It can give the groundwork, but it does not replace the sector rules. Medical device makers must meet the quality management system regulations, which are prescribed with reference to ISO 13485, and designated food businesses must meet food safety control and certification rules. Treat an ISO 9001 system as the base and add what the regulator requires.
