In short

ISO 22000 certification in Saudi Arabia at a glance

In Saudi Arabia, ISO 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Which food safety certificate fits a Saudi producer that does not need a GFSI-benchmarked scheme? ISO 22000 often does: it combines HACCP principles with a management system covering context, leadership, prerequisite programmes, hazard control plans, traceability and emergency preparedness, and it suits caterers, packaging makers, storage operators and producers selling to local buyers. Its certificate is issued by an accredited certification body. Two Saudi checks apply. The Saudi Food and Drug Authority's establishment requirements remain in force whatever certificate is held. And the Saudi Accreditation Center's IAF MLA recognition, as IAF recorded it, covers ISO 9001 quality management certification, so confirm the certification body's food safety accreditation through SAAC or another body within the international arrangements. Sites in the Jazan Special Economic Zone, where food processing is a target sector, follow the same route. Sterling's Riyadh office builds the system, trains the food safety team through Sterling Academy and prepares the records the auditor will review. The remaining Saudi questions follow.

The need

Who needs ISO 22000 in Saudi Arabia, and what happens without it

In Saudi Arabia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Caterers, packaging makers and storage operatorsA full food safety management system without GFSI scheme requirements.
  • Producers selling to local retail and hospitality buyersBuyers ask for certified food safety management.

ISO 22000 requirements in Saudi Arabia

Strip away the vocabulary and ISO 22000 requires a company to prove six things about keeping food safe from supplier to customer.

The basics of hygiene are in placePrerequisite programmes cover premises, cleaning, pest control, personal hygiene, water, maintenance and supplier approval.
You analysed the hazardsBiological, chemical and physical hazards are identified for each product and process step, and the controls needed are decided.
Critical controls are monitoredControl measures are validated, monitored and acted on when limits are breached, following HACCP principles.
Unsafe product does not leaveTraceability, handling of potentially unsafe product, withdrawal and recall are planned and tested.
Food safety information flows along the chainInformation is exchanged with suppliers, customers, authorities and your own staff so hazards are not missed.
Leadership reviews and improvesManagement sets food safety policy and objectives, the system is verified and audited, and it is updated as risks change.

In Saudi Arabia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 22000 explained →

Time

How long does ISO 22000 certification take in Saudi Arabia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Saudi Arabia these are the factors that set the timeline.

  • Prerequisite programmes in place at each site
  • Number of product groups and hazard control plans
  • Traceability and recall testing
  • Certification body scheduling around Ramadan, the Eid holidays and the Sunday–Thursday working week

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 22000 certification cost in Saudi Arabia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Saudi Arabia these factors move both.

  • Number of sites and product lines
  • Hygiene and infrastructure upgrades
  • Certification body audit fees quoted separately from consulting
  • Laboratory verification testing

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 22000 consultants and certification bodies in Saudi Arabia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Saudi Arabia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 22000 in Saudi Arabia (1)

InstrumentHow it treats the standard
Saudi Accreditation Center — IAF MLA admission (ISO/IEC 17021-1, ISO 9001 sub-scope)Accreditation
IAF recorded SAAC's MLA scope as ISO 9001 only; confirm the certification body's ISO 22000 accreditation.

Accreditation, audit language and remote audits in Saudi Arabia

Use a certification body accredited for this standard by the Saudi Accreditation Center (SAAC) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). IAF recorded SAAC's MLA scope as ISO 9001 quality management certification, so check that the accreditation scope covers ISO 22000 and your sector. No body is named here unless its scope has been verified. Edition and transition details: ISO 22000 hub →

Audit language

Arabic and English audits are both available in the market; agree the audit and document language with the certification body at application, and follow any Arabic-language requirement of a regulator or government buyer.

Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

ISO 22000 in Saudi Arabia: questions clients ask

Does ISO 22000 replace SFDA requirements?

No. Saudi Food and Drug Authority establishment requirements apply whatever certificate you hold, so ISO 22000 sits beside them and does not stand in for them. Keep checking the SFDA's current requirements for your premises, and ask the authority if you are unsure which of them reach your operation.

ISO 22000 or FSSC 22000?

It depends on your buyers. Choose FSSC 22000 where they require GFSI recognition, and ISO 22000 otherwise. If a retailer or brand owner insists on a GFSI-recognised scheme, the choice is made for you; if nobody does, ISO 22000 may meet the need. Ask your key customers which they accept before committing.

Which accreditation should our ISO 22000 certification body hold?

The body should be accredited for ISO 22000 specifically, by the Saudi Accreditation Center or another accreditation body within the international mutual recognition arrangements. Because IAF recorded SAAC's mutual recognition scope as ISO 9001 quality management, ask the body to confirm that its accreditation covers ISO 22000 and your food sector.
