ISO 22000 for logistics: what food shippers and auditors expect of cold stores, warehouses and fleets

Clause by clause: ISO 22000:2018 requirements: every clause explained →

What changes when the organisation stores or moves food rather than making it: why manufacturers and retailers ask, what belongs in a warehouse or fleet scope, where auditors sample PRPs, temperature excursions, segregation, recall and subcontracted hauliers, and how the system meets client requirements and the FSSC 22000 route.

Key points

  • Food manufacturers and retailers ask their cold stores, 3PL warehouses and hauliers for ISO 22000 because the product is only as safe as the last chamber and trailer it passed through.
  • Prerequisite programmes for this sector are written against ISO 22002-5:2025 (transport and storage) together with ISO 22002-100:2025, not the food manufacturing part.
  • Auditors follow the temperature record, from the reefer download and chamber logger to the decision taken on each excursion.
  • Subcontracted hauliers and overflow warehouses stay your responsibility: the scope and the controls have to reach them.

Why logistics and cold chain operators are asked for ISO 22000

The request rarely comes from the operator's own management. It arrives in a food manufacturer's tender, a retailer's approved-carrier list or a brand owner's supplier review. The operator is asked to show that temperature, hygiene and traceability are managed, not merely promised in a service level agreement.

ISO 22000 was written for this position: its scope explicitly includes organisations providing transportation, storage and distribution services. Where a client's supplier programme asks for GFSI-recognised certification, the route is FSSC 22000, whose transport and storage category combines ISO 22000 with ISO 22002-100 and ISO 22002-5. The choice is set out in HACCP vs ISO 22000 vs FSSC 22000: which one, and when.

Scope for a warehouse, cold store or fleet

A useful scope names each site and the service in the words a shipper uses: ambient, chilled and frozen storage of packaged food at two distribution centres, cross-docking, and temperature-controlled delivery by owned and subcontracted vehicles. Inside sit receiving and dispatch docks, chambers and blast freezers, refrigeration maintenance, the warehouse management system that records lots and locations, and customer service where complaints and recall calls land.

Three scope mistakes recur in logistics. The first is certifying the main warehouse while an overflow site handles the same clients' stock. The second is leaving subcontracted hauliers out, as if a third-party truck took the food outside the system; it does not, and the controls over that haulier must be defined and verified. The third is describing the business as "logistics" when it also re-packs or relabels, work that must be stated so the certification body audits what is really done. The general rules are in ISO 22000 scope: sites, products and processes, and the mistakes that cost you.

Where the requirements bite in storage and distribution

Requirement areaWhat it means for a cold store, 3PL or fleetEvidence the auditor samples
Prerequisite programmesBuilding and dock condition, pest control, cleaning of chambers, racking and vehicles, waste, maintenance and staff hygiene, selected against ISO 22002-5:2025 with ISO 22002-100:2025Dock and chamber walk, pest contractor reports and trends, cleaning schedules for trailers and containers with pre-loading inspection checks
Temperature control and excursionsThe hazard analysis decides how temperature is controlled at receiving, in storage and in transit, with limits or criteria for each regime and a response when a reading goes outside themChamber logger and reefer download records, calibration of probes, receiving temperature checks, the hold and decision record for each excursion
Segregation and cross-contactKeeping allergens, raw and ready-to-eat products, non-food items and chemicals apart in storage and in mixed loads, and dealing with damaged or leaking packsLocation rules in the warehouse system, marked zones, mixed-load rules, damaged-goods area and spillage records
Traceability, withdrawal and recallKnowing which lot sits in which location or vehicle, when it arrived and to whom it was delivered, so a client's recall can be answered quicklyA timed trace from a client lot to every delivery, reconciled quantities, the withdrawal procedure and client contact list
Externally provided servicesSubcontracted hauliers, pest control, cleaning contractors and refrigeration engineers working to requirements you set and verifyHaulier approval and agreements, vehicle and driver checks, contractor service reports, performance review of subcontractors

The PRP method is in Prerequisite programmes and ISO 22002-1: what a plant needs; the hazard analysis in Hazard analysis, OPRPs and CCPs: the hazard control plan.

Client requirements, food law and FSSC 22000

Every shipper brings its own conditions: temperature ranges by product, receiving rejection criteria, rules on mixed loads, notification of excursions, and its own audits of your sites. Recorded as customer requirements, they are answered from one set of records instead of a file per client.

National food law still applies beside the certificate, including any registration and official inspection of storage and transport premises; the system keeps that evidence and does not replace it. If a client later asks for FSSC 22000, the same system is the base: the scheme adds its own requirements, among them transport, storage and warehousing rules such as stock rotation on FEFO and FIFO principles, food defence and food fraud mitigation. Many operators also hold ISO 9001 for service quality; see Integrating ISO 22000 with ISO 9001 and ISO 14001: one system, one audit.

What a logistics engagement looks like

Duration depends on the number of sites and temperature regimes, the condition of docks, chambers and vehicles, how many subcontracted hauliers must be brought under control, and how long operations must run under the system for temperature, cleaning and traceability records to build up. The warehouse and fleet managers, the food safety team leader, refrigeration maintenance, customer service and whoever contracts hauliers all take part. With Design™, Sterling guides your team to build and own the system; with Drive™, Sterling carries more of the documentation, internal audit and readiness work so dispatch keeps moving.

How Sterling works with storage and distribution operators

A cold chain your clients can audit without surprises.

Our expert and experienced consultants build the system around your docks, chambers, vehicles and hauliers, then test it with a timed trace exercise and internal audit before the certification body arrives. Records live in Effivity, included with the engagement, at no additional cost. Sterling does not certify; an independent, accredited certification body audits and decides. We ensure successful certification for our clients.

ISO 22000 for logistics: questions operators ask

Is ISO 22000 certification for cold storage possible if we never open the product?

Yes. ISO 22000 applies to storage and distribution services, and the hazard analysis still covers what can go wrong without opening a pack: temperature abuse, damaged packaging, pests, cross-contact in mixed loads and loss of traceability.

Which PRP standard applies to ISO 22000 for logistics and warehousing?

ISO 22002-5:2025 for transport and storage, used together with ISO 22002-100:2025, which holds the requirements common to the whole food, feed and packaging chain. FSSC 22000 requires this pair for its transport and storage category.

How should a cold store handle a temperature excursion?

By placing the affected product on hold, assessing it against the criteria agreed with the client, recording the decision and its basis, and informing the client as the agreement requires. The cause is then corrected.

Do subcontracted hauliers need their own ISO 22000 certificate?

Not necessarily. Your system must set and verify requirements for them, such as vehicle cleanliness, temperature capability and records, whether or not they hold a certificate; a certificate can form part of how you approve them.
