In short

HACCP certification in Saudi Arabia at a glance

In Saudi Arabia, HACCP is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Hazard analysis and critical control points are the core of food safety control in kitchens, catering units and factories, and HACCP certification is a common way for Saudi food businesses to show buyers that the principles are applied, documented and verified. The Saudi Food and Drug Authority sets the requirements for food establishments, so check its current rules for your activity before choosing a certification scope; a certificate does not replace them. Certificates are issued by a certification body, and the one you choose should hold accreditation for HACCP-based food safety certification through the Saudi Accreditation Center or another body within the international arrangements, because SAAC's IAF MLA recognition, as IAF recorded it, covers ISO 9001 only. Hospitality groups, airline and hospital caterers, and suppliers to retail chains are typical candidates. Sterling's Riyadh office runs the hazard analysis, sets critical limits and monitoring, trains food handlers through Sterling Academy and prepares the records the auditor will sample. Questions Saudi food businesses ask are answered below.

The need

Who needs HACCP in Saudi Arabia, and what happens without it

In Saudi Arabia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Hotels, restaurants and catering unitsHACCP certification shows buyers and guests that food safety principles are applied.
  • Airline, hospital and industrial caterersContract customers ask for documented hazard control.
  • Suppliers to retail chainsRetail buyers ask for evidence of hazard analysis and critical control points.

HACCP requirements in Saudi Arabia

Strip away the vocabulary and HACCP asks a food business to prove six things about how it controls food safety hazards.

A team knows the product and processA competent team has described each product, its intended use and a verified flow diagram of how it is made.
Hazards are analysedEvery significant hazard at each step is identified, and the measures that will control it are decided.
Critical control points have limitsThe steps where control is essential are identified, each with critical limits that separate safe from unsafe.
Monitoring and correction are routineEach critical point is monitored, and corrective action is defined in advance and taken whenever a limit is breached.
The plan is verifiedChecks confirm the plan works, from validating limits to reviewing records and reassessing when anything changes.
Records prove itDocuments and records show the plan was followed, ready for customers, auditors and food inspectors.

In Saudi Arabia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: HACCP explained →

Time

How long does HACCP certification take in Saudi Arabia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Saudi Arabia these are the factors that set the timeline.

  • Number of outlets, kitchens or production areas
  • Existing prerequisite programmes and monitoring records
  • Food handler training status
  • Certification body scheduling around Ramadan, the Eid holidays and the Sunday–Thursday working week

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does HACCP certification cost in Saudi Arabia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Saudi Arabia these factors move both.

  • Number of sites and menu or product complexity
  • Certification body audit fees quoted separately from consulting
  • Equipment and monitoring upgrades at critical control points
  • Staff training

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

HACCP consultants and certification bodies in Saudi Arabia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers HACCP and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Saudi Arabia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive HACCP in Saudi Arabia (1)

    InstrumentHow it treats the standard
    Saudi Accreditation Center — IAF MLA admission (ISO/IEC 17021-1, ISO 9001 sub-scope)Accreditation
IAF recorded SAAC's MLA scope as ISO 9001 only; confirm the certification body's accreditation for HACCP-based schemes.

Accreditation, audit language and remote audits in Saudi Arabia

Certificates are issued by a certification body; choose one whose accreditation covers HACCP-based food safety certification, through SAAC or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). Certification does not replace Saudi Food and Drug Authority requirements. No body is named here unless verified. Edition and transition details: HACCP hub →

    Audit language

Arabic and English audits are both available in the market; agree the audit and document language with the certification body at application, and follow any Arabic-language requirement of a regulator or government buyer.

    Remote and on-site

Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.

HACCP in Saudi Arabia: questions clients ask

Does HACCP certification replace SFDA requirements?

No. HACCP certification does not replace the requirements of the Saudi Food and Drug Authority. Check the SFDA's current requirements for your establishment and treat the certificate as a separate matter. Where a requirement is unclear for your kitchen or plant, put the question to the SFDA directly.

Which accreditation should our HACCP certification body hold?

Choose a body whose accreditation covers HACCP-based food safety certification, granted by SAAC or another accreditation body within the international mutual recognition arrangements. The certificate itself is issued by the certification body. IAF recorded SAAC's mutual recognition scope as ISO 9001 only, so ask to see the HACCP-related scope in writing.

Should we choose HACCP, ISO 22000 or FSSC 22000?

It depends on the operation. HACCP suits kitchens and smaller operations; ISO 22000 suits an organisation that wants a full management system; FSSC 22000 is the choice where buyers ask for GFSI recognition. Ask your main buyers which of the three they accept before you decide.
