In short

NCA Essential Cybersecurity Controls compliance in Saudi Arabia at a glance

Essential Cybersecurity Controls (ECC-2:2024), National Cybersecurity Authority is the instrument itself: it applies to the organisations within its scope, and buyers and partners in Saudi Arabia ask for evidence that you meet it.

Mandatory for government agencies — ministries, authorities and establishments — and their affiliated companies inside and outside the Kingdom, the Essential Cybersecurity Controls (ECC-2:2024) also bind every private sector entity that owns, operates or hosts critical national infrastructure. The National Cybersecurity Authority evaluates compliance through self-assessment, periodic reports from its compliance tool and field auditing visits. There is no ECC certificate: compliance is shown through governance documents, risk assessments, implemented controls and the evidence the NCA's tool asks for. The controls span cybersecurity governance, defence, resilience aspects of business continuity, and third-party and cloud computing cybersecurity, so suppliers to covered entities are drawn in through their contracts. Other organisations are encouraged, though not required, to apply them. Sterling works from its Riyadh office on gap assessments against each control, remediation plans, policies and the evidence pack, and can align the same work with ISO/IEC 27001 where an accredited certificate is also wanted. The questions covered entities and their suppliers ask are answered below.

      Time

How long does NCA Essential Cybersecurity Controls compliance take in Saudi Arabia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Saudi Arabia these are the factors that set the timeline.

      • Number of controls already implemented and evidenced
      • Size of the technology estate, including OT, cloud and third parties
      • Availability of cybersecurity function staffing
      • Workshop scheduling around Ramadan, the Eid holidays and the Sunday–Thursday working week

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

      Cost

How much does NCA Essential Cybersecurity Controls compliance cost in Saudi Arabia?

The cost has two parts: the consulting work to build and prove the system, and any external assessor’s fees, which are quoted separately. In Saudi Arabia these factors move both.

      • Scope of systems and entities covered
      • Technical remediation and tooling
      • Third-party and cloud provider reviews
      • Policy and procedure set in Arabic and English

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

        Choosing a partner

NCA Essential Cybersecurity Controls consultants and assessors in Saudi Arabia

Two different organisations are involved. A consultant helps you build the system and prove it works; your regulators, customers and auditors then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

        • Check that the body’s accreditation or approval covers NCA Essential Cybersecurity Controls and your sector, and that its certificates can be verified online.
        • Ask the consultant how the local requirements in Saudi Arabia are mapped into the same system, so nothing runs twice.
        • Ask for client references in your sector; Sterling’s client letters are available on request.
        • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

The ECC is published in Arabic and English; agree the language of policies and evidence with the entity's own governance and any NCA submission.

          Remote and on-site

Gap assessment and evidence work can be on-site or remote; NCA field auditing visits are at the NCA's discretion.

NCA Essential Cybersecurity Controls in Saudi Arabia: questions clients ask

Who must comply with the NCA ECC?

The ECC covers government agencies (ministries, authorities and establishments) and their affiliated companies and entities, and private sector entities that own, operate or host Critical National Infrastructures. Other entities are encouraged to apply it. Confirm whether you fall in scope with the NCA or your counsel.

          Is there an ECC certificate?

No. There is no ECC certificate. The NCA evaluates compliance through self-assessment, periodic reports of its compliance tool and/or field auditing visits, so your evidence is your implemented and documented controls. Plan to show those controls to the NCA rather than to a certification body.

Does the ECC require ISO 27001?

No. The ECC-2:2024 document does not name ISO/IEC 27001, so certification is not a requirement of the controls themselves. An information security management system can, however, carry the mapped controls, which makes it a workable structure for evidencing them. Confirm what your NCA evaluation expects.

Does the ECC apply to our company as a supplier to a ministry?

Probably through your contract. The ECC's third-party cybersecurity subdomain means requirements flow down to suppliers through contracts, so a ministry may impose the relevant controls on you. Read the security clauses in your agreement and ask the ministry which controls it expects you to meet.
