ISO 9001 certification in Saudi Arabia at a glance
In Saudi Arabia, ISO 9001 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.
Quality management is the one management-system scope for which the Saudi Accreditation Center (SAAC) is recorded as an IAF MLA signatory: it was admitted in January 2024 for ISO/IEC 17021-1 certification with the ISO 9001 sub-scope. That recognition matters to buyers who check whether a certificate will be accepted abroad, and it builds on an older market rule, the SASO Board's 2015 decision that quality management system certification bodies in the Saudi market obtain the approval of the Saudi Accreditation Committee under ISO/IEC 17021. Government purchasing runs through the Ministry of Finance's Etimad platform, where each tender sets its own qualification criteria. Certification is granted by an accredited certification body after its stage 1 and stage 2 audits. Sterling prepares the quality management system, trains internal auditors and supports the client through those audits from its Riyadh office, with Effivity and Sterling Academy included in the engagement. The local route, accreditation checks and the questions Saudi clients ask most are covered below.
Who needs ISO 9001 in Saudi Arabia, and what happens without it
In Saudi Arabia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Suppliers bidding for government contracts on EtimadEach tender sets its own qualification criteria; a certified quality management system is a common supporting document.
- Contractors and manufacturers supplying large Saudi buyers and exportersBuyers check whether the certificate is from an accredited body recognised internationally; SAAC is an IAF MLA signatory for ISO 9001.
- Medical device and healthcare suppliers building a QMS baseSFDA device rules require ISO 13485-based quality systems, often built on an existing ISO 9001 system.
- Service companies entering the Saudi marketA certified QMS supports supplier registration and prequalification with private buyers.

Strip away the vocabulary and ISO 9001 requires a company to prove six things about how it delivers what customers order.
In Saudi Arabia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 9001 explained →

How long does ISO 9001 certification take in Saudi Arabia?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Saudi Arabia these are the factors that set the timeline.
- Number of sites and regions in scope
- Maturity of existing procedures and records before stage 2
- Arabic and English document sets where both are required
- Certification body scheduling around Ramadan, the Eid holidays and the Sunday–Thursday working week
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 9001 certification cost in Saudi Arabia?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Saudi Arabia these factors move both.
- Number of sites and headcount in scope
- Complexity of processes and outsourced activities
- Certification body audit fees quoted separately from consulting
- Translation of controlled documents
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 9001 consultants and certification bodies in Saudi Arabia
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 9001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Saudi Arabia are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Accreditation, audit language and remote audits in Saudi Arabia
Use a certification body accredited for this standard by the Saudi Accreditation Center (SAAC) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). IAF recorded SAAC's MLA scope as ISO 9001 quality management certification, so check that the accreditation scope covers ISO 9001 and your sector. No body is named here unless its scope has been verified. Edition and transition details: ISO 9001 hub →
Audit language
Arabic and English audits are both available in the market; agree the audit and document language with the certification body at application, and follow any Arabic-language requirement of a regulator or government buyer.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 9001 in Saudi Arabia: questions clients ask
Is the Saudi Accreditation Center recognised internationally for ISO 9001?
Yes, for ISO 9001 specifically. The Saudi Accreditation Center was admitted to the IAF MLA in January 2024 for ISO/IEC 17021-1 certification with the ISO 9001 (QMS) sub-scope, and IAF's functions passed to Global Accreditation Cooperation Incorporated in 2026. Recognition covers that scope only, so check the certification body's own accreditation certificate.
Must a certification body operating in Saudi Arabia be accredited?
A 2015 SASO Board decision set that quality management systems certification bodies in the Saudi market obtain the approval of the Saudi Accreditation Committee under ISO/IEC 17021. That is a historic decision, so confirm the current requirement with SAAC before relying on it, and check the body's accreditation before you appoint it.
Do Saudi government tenders on Etimad require ISO 9001?
Not as a general rule. The government pages checked for Etimad list no ISO 9001 requirement, and each tender sets its own qualification criteria. A certificate may well be requested in a particular tender, so read its documents before assuming either way.
Can audits be held in Arabic?
Yes. Arabic and English audits are both available in the market for ISO 9001. Agree the audit language and the language of your controlled documents with the certification body at application, and follow any Arabic-language requirement of a regulator or a government buyer you supply.
