ISO 27001 certification in Saudi Arabia at a glance
SAMA Cyber Security Framework (2017) refers to ISO/IEC 27001, yet none of the Saudi instruments checked makes it compulsory. Buyers in Saudi Arabia ask for it anyway.
Government agencies, their affiliated companies and private owners or operators of critical national infrastructure must apply the National Cybersecurity Authority's Essential Cybersecurity Controls (ECC-2:2024), which include third-party, cloud and hosting, and business continuity resilience requirements. Banks, insurers, financing companies, credit bureaus and financial market infrastructure follow SAMA's Cyber Security Framework, built on industry standards including ISO, while SAMA's Business Continuity Management Framework names ISO 27001 among the international standards it draws on. The NCA's Data Cybersecurity Controls extend the ECC across the data lifecycle. None of these instruments makes ISO/IEC 27001 certification mandatory, yet a certified information security management system gives suppliers to these sectors one externally audited control set that maps onto each regulator's requirements. The certificate comes from an accredited certification body. Sterling's Riyadh office implements the ISMS, maps it to ECC and SAMA requirements, and prepares the internal audit and management review evidence the certification body will test. Route details and frequent questions follow.
Who needs ISO 27001 in Saudi Arabia, and what happens without it
In Saudi Arabia the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Government agencies, their affiliated companies and their IT suppliersThe ECC applies to government agencies and includes third-party and cloud cybersecurity requirements that reach suppliers.
- Private owners, operators and hosts of critical national infrastructureThe ECC applies to them directly; an ISMS carries the governance and risk processes the controls assume.
- Banks, insurers, financing companies and their technology providersSAMA's Cyber Security Framework is built on industry standards including ISO; providers inherit requirements by contract.
- SAMA member organisations building business continuitySAMA's BCM Framework names ISO 27001 among the international standards it draws on.

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.
In Saudi Arabia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

How long does ISO 27001 certification take in Saudi Arabia?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Saudi Arabia these are the factors that set the timeline.
- Existing ECC or SAMA CSF controls that can be reused
- Evidence maturity (logs, reviews, internal audit) before stage 2
- Number of sites and cloud or outsourced services in scope
- Certification body scheduling around Ramadan, the Eid holidays and the Sunday–Thursday working week
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27001 certification cost in Saudi Arabia?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Saudi Arabia these factors move both.
- Headcount and complexity of the IT estate
- Mapping to NCA ECC and SAMA CSF alongside the ISMS
- Certification body audit fees quoted separately from consulting
- Technical remediation found in the risk assessment
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27001 consultants and certification bodies in Saudi Arabia
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Saudi Arabia are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 27001 in Saudi Arabia (4)
| Instrument | How it treats the standard |
|---|---|
| Essential Cybersecurity Controls (ECC-2:2024), National Cybersecurity Authority | Expected in practice Mandatory controls for government and CNI entities; the document does not name ISO/IEC 27001. |
| SAMA Cyber Security Framework (2017) | Refers to / expects Based on industry standards such as NIST, ISF, ISO, BASEL and PCI; no ISO number cited. |
| SAMA Business Continuity Management Framework (2017) | Refers to / expects Names ISO 27001 among the international standards the framework is based on. |
| Data Cybersecurity Controls (DCC-1:2022), National Cybersecurity Authority | Expected in practice Data lifecycle controls extending the ECC; no ISO standard named on the page. |
"Expected in practice" means the instrument asks for the outcomes ISO/IEC 27001 covers without naming a standard, and ISO/IEC 27001 is what buyers and regulators commonly accept as evidence of them.
Accreditation, audit language and remote audits in Saudi Arabia
Use a certification body accredited for this standard by the Saudi Accreditation Center (SAAC) or by another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). IAF recorded SAAC's MLA scope as ISO 9001 quality management certification, so check that the accreditation scope covers ISO/IEC 27001 and your sector. No body is named here unless its scope has been verified. Edition and transition details: ISO/IEC 27001 hub →
Audit language
Arabic and English audits are both available in the market; agree the audit and document language with the certification body at application, and follow any Arabic-language requirement of a regulator or government buyer.
Remote and on-site
Remote audit elements are at the certification body's discretion under its accreditation rules; operational sites are normally visited on-site.
ISO 27001 in Saudi Arabia: questions clients ask
Is ISO 27001 mandatory in Saudi Arabia?
No. None of the instruments checked mandates ISO/IEC 27001 certification. The NCA's ECC and DCC and SAMA's Cyber Security and Business Continuity Management Frameworks nevertheless create an expectation that organisations in their scope run a recognised information security system. Confirm with your regulator or contract counterparty whether a certificate is wanted.
Does an ISO 27001 certificate satisfy the NCA's ECC?
No, it does not replace the NCA's evaluation. The NCA assesses ECC compliance through self-assessment, periodic compliance tool reports and field auditing visits. One information security management system can carry the mapped controls, so a single system can serve both purposes, but the ISO certificate remains separate evidence.
Which SAMA document names ISO 27001?
The Business Continuity Management Framework names ISO 27001, alongside ISO 22301, among the international standards on which it is based. The Cyber Security Framework refers to ISO only in general terms, together with NIST, ISF, BASEL and PCI, and cites no ISO number. Read both texts on SAMA's rulebook.
Which accreditation should our ISO 27001 certification body hold?
Ideally one whose accreditation names ISO/IEC 27001 in its scope, from SAAC or another accreditation body within the international mutual recognition arrangements. The scope IAF recorded for SAAC is ISO 9001 quality management, so verify the 27001 and sector coverage with the body before you rely on its certificate.
