In short

FSSC 22000 certification in Saudi Arabia at a glance

In Saudi Arabia, FSSC 22000 is asked for by buyers and schemes rather than required by law. The drivers below show where the pressure comes from.

Food manufacturers that supply global retailers and brand owners are often asked for a GFSI-recognised certificate, and FSSC 22000, which combines ISO 22000 with technical prerequisite programme specifications and the scheme's additional requirements, is a common answer. Certification is issued by a certification body licensed by Foundation FSSC and accredited for the scheme. For Saudi plants, two local checks matter. First, accreditation: the Saudi Accreditation Center's IAF MLA recognition, as IAF recorded it, covers ISO 9001 quality management certification, so confirm the certification body's food safety accreditation through SAAC or another body within the international arrangements. Second, the Saudi Food and Drug Authority's requirements for the establishment continue to apply alongside the scheme. Food processing is also listed among the target sectors of the Jazan Special Economic Zone, one of four zones announced in 2023. Sterling's Riyadh office prepares the food safety system, prerequisite programmes, and food defence and fraud assessments, with Effivity and Sterling Academy included. The local questions follow.

The need

FSSC 22000 requirements in Saudi Arabia

Strip away the vocabulary and FSSC 22000 asks a company to prove six things about food safety to the level global buyers expect.

The ISO 22000 system is completeHazard analysis, operational controls, verification and management review meet ISO 22000 in full.
Your sector's prerequisites are metThe prerequisite programmes the scheme sets for your type of operation are implemented and maintained.
Deliberate contamination is guarded againstA food defence threat assessment identifies how product could be tampered with, and proportionate controls are in place.
Food fraud is anticipatedVulnerability to fraud such as substitution, dilution or mislabelling is assessed, and mitigation is built into purchasing and checks.
Scheme requirements are appliedAdditional requirements such as allergen management, environmental monitoring and labelling are applied where relevant.
Culture backs the systemLeadership sets food safety culture objectives, communicates them and checks that behaviour on the floor matches the policy.

In Saudi Arabia these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: FSSC 22000 explained →

Time

How long does FSSC 22000 certification take in Saudi Arabia?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Saudi Arabia these are the factors that set the timeline.

  • Prerequisite programme upgrades needed at the plant
  • Number of product categories and lines
  • Food defence and food fraud assessments
  • Certification body scheduling around Ramadan, the Eid holidays and the Sunday–Thursday working week

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does FSSC 22000 certification cost in Saudi Arabia?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Saudi Arabia these factors move both.

  • Number of sites and production lines
  • Infrastructure and hygiene upgrades
  • Certification body audit fees quoted separately from consulting
  • Laboratory testing and verification

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

FSSC 22000 consultants and certification bodies in Saudi Arabia

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers FSSC 22000 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Saudi Arabia are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive FSSC 22000 in Saudi Arabia (1)

    InstrumentHow it treats the standard
    Saudi Accreditation Center — IAF MLA admission (ISO/IEC 17021-1, ISO 9001 sub-scope)Accreditation
IAF recorded SAAC's MLA scope as ISO 9001 only; confirm the certification body's FSSC 22000 accreditation.

Accreditation, audit language and remote audits in Saudi Arabia

Certification by a certification body licensed by Foundation FSSC and accredited for the scheme, by SAAC or another accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA). IAF recorded SAAC's MLA scope as ISO 9001, so check the body's food safety scope. No body is named here unless verified. Edition and transition details: FSSC 22000 hub →

    Audit language

Arabic and English audits are both available in the market; agree the audit and document language with the certification body at application, and follow any Arabic-language requirement of a regulator or government buyer.

    Remote and on-site

Scheme rules govern audit methods, including unannounced audits; production sites are audited on-site.

FSSC 22000 in Saudi Arabia: questions clients ask

Does FSSC 22000 replace SFDA requirements?

No. Saudi Food and Drug Authority establishment requirements apply alongside the scheme, so an FSSC 22000 certificate does not remove them. Check the SFDA's current rules for your type of establishment and keep both sets of obligations in your food safety planning. If you are unsure which rules reach you, ask the authority.

Which accreditation should our FSSC 22000 certification body hold?

Certification should come from a body licensed by Foundation FSSC and accredited for the scheme, by SAAC or another accreditation body within the international mutual recognition arrangements. IAF recorded SAAC's mutual recognition scope as ISO 9001, so check the body's food safety scope specifically instead of assuming it is covered.

Can a plant move from ISO 22000 to FSSC 22000?

Yes, and it is a natural step, because FSSC 22000 includes ISO 22000 plus technical specifications for prerequisite programmes and the scheme's additional requirements. A plant already running ISO 22000 keeps that base and closes the gaps in those two areas. Your certification body can explain how it handles the move.
