ISO 27001 certification in Pakistan at a glance
One Pakistani instrument bears on ISO/IEC 27001. It does not name the standard. So why do buyers in Pakistan keep asking for the certificate?
For a Pakistani bank, an IT exporter or a government supplier, ISO 27001 is rarely the law but is often the way to prove that controls exist. The State Bank of Pakistan's technology governance framework rests on principles of international standards without naming one, and the Pakistan Information Security Framework 2026 sets baseline controls for federal and provincial bodies and designated critical information infrastructure, with its own audit route through firms registered with the National CERT. The Prevention of Electronic Crimes Act, 2016 adds offences for unauthorised access to systems and critical infrastructure data. A certificate is issued by an accredited certification body, so check what accreditation stands behind it: PNAC's recognition entries on the legacy mutual recognition site do not include information security. Sterling's Mumbai office helps organisations scope the system, run the risk assessment, write the Statement of Applicability and prepare for audit, with Effivity software and Sterling Academy training included with the engagement.
Who needs ISO 27001 in Pakistan, and what happens without it
In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.
- Banks, microfinance banks and development finance institutionsSBP's technology governance framework expects risk-based controls over IT, security, operations and audit, and suppliers to those institutions are asked how they meet equivalent controls.
- IT, BPO and software firms serving overseas clientsOverseas customers ask outsourced service providers for evidence of an information security management system.
- Suppliers to federal and provincial government bodies and critical information infrastructureThe Pakistan Information Security Framework 2026 sets baseline controls for those bodies, and its tables are built around an ISMS scope.
- Payment institutions and fintechsSBP lists a technology risk management framework for payment institutions and card security regulations for card service providers.
- Telecom operators and licenseesThe Critical Telecom Data and Infrastructure Security Regulations 2020 sit on the National CERT's legislation list.

Strip away the vocabulary and ISO/IEC 27001 requires a company to prove six things about how it protects the information it holds.
In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO/IEC 27001 explained →

The Sterling Promise: 100% on-time completion, 100% success, 8,100+ client engagements.Sterling does not certify. Certification decisions stay with independent bodies.
How long does ISO 27001 certification take in Pakistan?
There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.
- Scope: number of sites, data centres, cloud services and teams
- Maturity of the risk assessment and Statement of Applicability
- Existing controls from SBP, PISF or customer security requirements
- Certification body scheduling and any buyer-specific audit conditions
Sterling agrees a dated plan with you on the discovery call, once the scope is known.
How much does ISO 27001 certification cost in Pakistan?
The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Pakistan these factors move both.
- Headcount and number of sites in scope
- Number of systems, applications and outsourced suppliers
- Certification body audit fees quoted separately from consulting
- Penetration testing, monitoring tools and remediation work
Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.
ISO 27001 consultants and certification bodies in Pakistan
Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.
- Check that the body’s accreditation or approval covers ISO 27001 and your sector, and that its certificates can be verified online.
- Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
- Ask for client references in your sector; Sterling’s client letters are available on request.
- Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.
Laws and regulations that drive ISO 27001 in Pakistan (4)
| Instrument | How it treats the standard |
|---|---|
| Pakistan Information Security Framework (PISF) 2026 | Context Does not name ISO/IEC 27001 in its introduction. baseline controls for federal and provincial government bodies and designated critical information infrastructure, assessed through ISMS scope and control-maturity tables. |
| nCERT Engagement & Oversight Framework for Audit Activities | Scheme rule Audit and compliance work under the PISF uses nCERT-registered firms only; registration is open to firms registered with SECP or the Registrar of firms, so this is a Pakistan-registered-firm channel and separate from ISO certification. |
| SBP Enterprise Technology Governance & Risk Management Framework | Does not name ISO/IEC 27001 Risk-based technology governance based on principles of international standards and best practices, for banks, DFIs and microfinance banks. |
| Prevention of Electronic Crimes Act, 2016 | Does not name the standard Offences for unauthorised access to information systems and to critical infrastructure information systems or data. |
Accreditation, audit language and remote audits in Pakistan
Choose a certification body accredited for this standard by the Pakistan National Accreditation Council (PNAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PNAC's recognition entries on the legacy mutual recognition site list ISO 9001, ISO 14001 and ISO 22000 for management systems and do not show ISO/IEC 27001, so ask the certification body which accreditation covers information security certification and confirm that your customer or regulator accepts it. Audit and assessment work required by a government buyer under the National CERT framework is a separate channel, open to nCERT-registered firms. Edition and transition details: ISO/IEC 27001 hub →
Audit language
Business records, standards and tenders are mostly in English, and the Constitution allows English for official purposes; interviews with operators and suppliers may run in Urdu or a regional language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.
Remote and on-site
Stage audits cover the management system and the sites, data centres and teams in scope; document review and interviews can be remote at the certification body's discretion, while operations rooms and data centres are normally visited.
ISO 27001 in Pakistan: questions clients ask
Is ISO 27001 mandatory for banks in Pakistan?
SBP's technology governance framework describes itself as based on principles of international standards and best practices, but its press release names no specific standard, so ISO 27001 is not stated as a requirement there. The framework applies on a risk-based basis to banks, DFIs and microfinance banks. Confirm any specific licence condition with SBP.
Does the National CERT's Pakistan Information Security Framework require ISO 27001?
The framework's introduction does not name ISO 27001. It sets baseline controls for federal and provincial government bodies, corporations and designated critical information infrastructure, and assesses them through ISMS scope and control-maturity tables. It is a national framework with its own audits, not an ISO certificate, so suppliers should ask the buyer what evidence it wants.
Who may audit organisations under the National CERT framework?
nCERT's engagement framework provides for registered audit firms only, and its registration criteria require firms to be registered with SECP or the Registrar of firms. Certification bodies and consultants working outside that register cannot assume they may carry out those audits. If a government buyer asks for PISF audit work, ask which firms it can engage.
Which accreditation should an ISO 27001 certification body hold?
Ask for the certificate and the scope. PNAC's recognition entries on the legacy mutual recognition site show ISO 9001, ISO 14001 and ISO 22000 but not information security, so a body may rely on another accreditation within the arrangements. Check that your customer or regulator accepts it before you commit to an audit.
