In short

ISO 45001 certification in Pakistan at a glance

One Pakistani instrument bears on ISO 45001. It does not name the standard. So why do buyers in Pakistan keep asking for the certificate?

Safety law in Pakistan is largely provincial, so an employer with plants in more than one province answers to more than one statute. The Provincial Assembly of Khyber Pakhtunkhwa lists its Occupational Safety and Health Act, 2022, and other provinces have their own instruments. ISO 45001 does not replace any of them, but it gives contractors, exporters and process plants a way to keep hazard identification, worker consultation, incident follow-up and legal duties under one routine. Check the accreditation before you pay for an audit: the legacy mutual recognition site shows PNAC recognised for ISO 9001, ISO 14001 and ISO 22000, and ISO 45001 does not appear among its entries, so ask the certification body which accreditation backs the certificate. Sterling's Mumbai office helps with hazard registers, consultation, internal audits and readiness, with Effivity software and Sterling Academy training included with the engagement.

The need

Who needs ISO 45001 in Pakistan, and what happens without it

In Pakistan the question rarely comes from a law. It comes from the buyer, the regulator or the partner that wants proof before it signs. These are the organisations that get asked.

  • Factories, construction and engineering contractorsProvincial occupational safety and health statutes, such as the Khyber Pakhtunkhwa act of 2022, set employers' duties; a management system keeps those duties in routine.
  • Exporters answering buyer social-compliance auditsBuyers' audits ask for safe workplaces, and a certified system gives a recognised answer to part of them.
  • Oil, gas, energy and utilities contractorsPrincipal contractors set safety conditions for their subcontractors in contracts and prequalification forms.
  • Food, pharmaceutical and chemical plantsProcess hazards, machinery and manual handling need controls that are checked and recorded.

Requirements

ISO 45001 requirements in Pakistan

Strip away the vocabulary and ISO 45001 requires a company to prove six things about keeping its people safe and healthy at work.

Leadership takes responsibility for safetyTop management is accountable for preventing work-related injury and ill health, and sets a policy and objectives to do so.
Workers have a real sayWorkers and their representatives are consulted and take part in decisions on hazards, controls, incidents and the system itself.
You know the hazards and the risksHazards are identified on an ongoing basis, risks are assessed, and health and safety legal requirements are known and met.
Controls follow the right orderRisks are reduced using the hierarchy of controls, from eliminating the hazard down to protective equipment, including for contractors.
You are prepared for emergenciesEmergency situations are identified, response plans are in place, people are trained and drills are carried out.
Incidents lead to learningIncidents and nonconformities are investigated, causes are corrected, and performance is monitored, audited and reviewed.

In Pakistan these six sit alongside the local laws and regulations listed under drivers below; one system can evidence both. The detail is on the global hub: ISO 45001 explained →

Time

How long does ISO 45001 certification take in Pakistan?

There is no standard duration: it depends on your scope and on how much of the system already runs. In Pakistan these are the factors that set the timeline.

  • Number of sites, contractors and high-risk activities in scope
  • Hazard identification and incident records already held
  • Worker participation and consultation arrangements
  • Certification body scheduling and site access for night shifts

Sterling agrees a dated plan with you on the discovery call, once the scope is known.

Cost

How much does ISO 45001 certification cost in Pakistan?

The cost has two parts: the consulting work to build and prove the system, and the certification body’s audit fees, which are quoted separately. In Pakistan these factors move both.

  • Headcount, shifts and number of sites
  • Contractor and temporary-worker populations
  • Certification body audit fees quoted separately from consulting
  • Engineering controls or training found necessary by the risk assessment

Sterling gives one customised, all-inclusive proposal after the discovery call, never before the scope is agreed.

Choosing a partner

ISO 45001 consultants and certification bodies in Pakistan

Two different organisations are involved. A consultant helps you build the system and prove it works; an accredited certification body then audits or assesses it and decides. Keeping the two separate is what makes the result credible to buyers and regulators.

  • Check that the body’s accreditation or approval covers ISO 45001 and your sector, and that its certificates can be verified online.
  • Ask the consultant how the local requirements in Pakistan are mapped into the same system, so nothing runs twice.
  • Ask for client references in your sector; Sterling’s client letters are available on request.
  • Agree who owns the evidence and the tool after the engagement; with Sterling the system stays yours, in Effivity.

Laws and regulations that drive ISO 45001 in Pakistan (3)

InstrumentHow it treats the standard
Khyber Pakhtunkhwa Occupational Safety and Health Act, 2022Does not replace
Provincial occupational safety and health statute (Act No. XV of 2022); an ISO 45001 certificate shows a system, not compliance with the Act.
PNAC accreditation of certification bodiesScheme rule
The legacy mutual recognition site lists PNAC's management systems certification recognition for ISO 9001, ISO 14001 and ISO 22000; ISO 45001 does not appear in PNAC's entries there.
Public Procurement Rules, 2026 and standard bidding documentsExpected in practice
Bidding documents for works and services may ask for safety evidence.

"Expected in practice" means the instrument asks for the outcomes ISO 45001 covers without naming a standard, and ISO 45001 is what buyers and regulators commonly accept as evidence of them.

Accreditation, audit language and remote audits in Pakistan

Choose a certification body accredited for this standard by the Pakistan National Accreditation Council (PNAC) or by an accreditation body within the international mutual recognition arrangements (Global ACI — Global Accreditation Cooperation Incorporated, formerly the IAF MLA); check that the accreditation scope covers the standard and your sector. PNAC's recognition entries on the legacy mutual recognition site do not include ISO 45001, so ask the certification body which accreditation covers occupational health and safety certification and whether your customer accepts it. Audit language

Business records, standards and tenders are mostly in English, and the Constitution allows English for official purposes; interviews with operators and suppliers may run in Urdu or a regional language. Agree the audit language, any interpreter and the language of controlled documents with the certification body at application.

Remote and on-site

Audits are on-site because the auditor needs to see work areas, machinery and permit systems; interviews with workers happen at the workplace.

ISO 45001 in Pakistan: questions clients ask

Do Pakistani provinces have their own occupational safety laws?

Yes, occupational safety and health is covered by provincial legislation. The Provincial Assembly of Khyber Pakhtunkhwa lists The Khyber Pakhtunkhwa Occupational Safety and Health Act, 2022 (Act No. XV of 2022). Check the statute and rules of each province where you have workers, and ask counsel how they apply to your sites.

Does ISO 45001 certification show compliance with provincial safety law?

No. A certificate shows that a management system meets the standard when audited; it does not certify that the employer meets every duty in a provincial statute. Use the system to keep legal duties, risk controls and incident follow-up in one place, and confirm legal compliance separately with counsel or the provincial labour authority.

Is PNAC recognised for ISO 45001 certification?

Not according to its entries on the legacy mutual recognition site, which name ISO 9001, ISO 14001 and ISO 22000 for management systems and omit occupational health and safety. A certification body can still hold accreditation from another member of the arrangements, so request its certificate and scope, and ask your customer whether that accreditation is acceptable.

Which workers should be involved in an ISO 45001 project?

Worker participation and consultation is a planning factor, alongside hazard records and the number of sites and contractors. Include shift workers, contractors and supervisors in hazard identification from the start. Auditors interview people at the workplace, so the system must be understood by the people who work under it.
